[Wave 10][Carryover] Make the Mint broken-link check required #185

Open

Description

@truthixify

Problem

scripts exist for mint:broken-links, but the workflow does not run them and Wave 9 PR #170 was closed with conflicts.

Done when

  • Run internal and external checks with bounded retries.
  • Distinguish permanent failures from temporary network failures.
  • Fail on broken internal routes, anchors, and shipped asset links.
