When this manifest is dispatched, the file boundary permits changes only to the new runtime and its test, so the agent cannot update AGENTS.md. The current scripts/analysis/** matrix row permits only host-local Copilot telemetry reads, whereas this runtime invokes an external CLI and analyzes a caller-supplied target; the task must therefore own and update the matrix row or the resulting implementation will violate the repository's executable-surface contract.
