feat(fleet): Generate dispatch plan for Infigraph runtime #597

Creates the .fleet dispatch plan files for Issue #597. This includes root cause analysis and a concrete, dispatch-ready task definition for an agent to implement the scripts/analysis/infigraph.py wrapper and its test suite.
