Add the polaris-memory external plugin — a permanent-memory MCP server for AI coding assistants.

• Two-stage semantic recall (value-space ranking + hybrid anti-echo-chamber read)
• Null-calibrated novelty gating (polaris_auto_remember), GDPR-style targeted forgetting
• Self-healing storage (corrupt payload quarantined, rebuilt from preserved texts)
• Free tier: 1000 searches/month (polaris_recall only), over-quota error -32001
• 8 tools over stdio MCP; offline by default (hash vectorizer), optional BGE-small-zh / OpenAI-compatible remote embeddings

Verified: python scripts/validate.py → OK (53 plugins); server test suite 28/28 (tools, stdio/HTTP protocol, quota engine); hardening suite 16/16 (1k-slot scale, hard-kill crash safety, 8-process concurrency, log privacy).
