Add a Bounty filter to the Explore issues panel with ranges Any, Under $250, $250-$750, Over $750. It ANDs with the existing complexity, language and search filters, counts toward the active-filter badge, and is cleared by Reset. The smoke test covers the $250-$750 range, badge counting, and reset. Closes zeemscript#51

Context
Explore can filter by complexity and language, but not by how much an issue pays. That's one of the first things a contributor wants to narrow by. Closes #51.
