Prepare standalone npm and crates.io publication templates, an archive/manifest gate, and an installer policy. Publishing remains disabled until registry identity, a protected environment, and the exact reviewed SHA are configured. No package or release is published by this change.
Validation: seven package-gate tests passed; Cargo packaging and crates.io dry-run passed; exact crate security/disclosure scan passed; source licensing and repository policy verified.
