Test Published previously duplicated its setup in PowerShell and shell and maintained separate, unlocked test-tool versions. This change uses the repository lockfile and a shared package-test runner, updates development dependencies, and switches CI installs to npm ci.
It also organizes shared script helpers, blocks local dependency references during main-package publication, synchronizes the lockfile when bumping the main version, and preserves existing artifacts when local packing fails.
