getCache() on a platform thread now also queues a worker refill when a user's cache has no published snapshot. Before, a cache invalidated after a completed load was never repaired on the read side, so primary-thread reads kept throwing "Shared user data is still loading". The read itself still throws, it never returns a default.
isFoliaTickThread() resolves its reflection lookups once instead of on every call. On non-Folia servers it used to throw and discard a NoSuchMethodException/ClassNotFoundException per user data access.
Tests: added SharedCacheCleanupPrimaryThreadTest.invalidatedCompletedCacheQueuesOneWorkerRefillOnPrimaryThreadAccess. The user tests pass, except two BukkitPlayerPresenceLookupTest symlink tests that also fail on the base commit (Windows privilege).

Bug Fixes
Improved cache handling when a storage snapshot is unavailable: access now queues a background refill, while repeated requests avoid scheduling duplicate work.
Folia and Paper thread detection is more consistent across repeated checks, supporting reliable behavior for operations that depend on server-thread identification.
These changes reduce unnecessary refill scheduling and help keep cached data up to date when a snapshot needs to be republished.
getCache now queues a worker refill when no storage snapshot is published. isFoliaTickThread caches reflective probes for Folia and Paper. A test checks that primary-thread access queues only one refill while it is pending.
getCache queues a worker refill when no storage snapshot is published, even if population was previously marked complete. The test checks that repeated primary-thread access queues one refill while it is pending and leaves the snapshot unpublished.
The change is mergeable with a bounded test follow-up: verify that the queued refill actually restores the snapshot, not just that it is scheduled.

Run the captured refill task and assert that the snapshot is published.
The new test checks that the mocked worker receives one execute call, but it never runs the captured Runnable. A refill that queues work and never restores the published snapshot would still pass every assertion. No other test in this file asserts publication after an invalidation.
Keep the existing deduplication assertions. After them, capture the queued task with ArgumentCaptor<Runnable>. Change the primary-thread stub so the task runs off the primary thread, and rebind the shared SQL backend so the task can run its operation. Run the task, then assert that cache.hasPublishedStorageSnapshot() is true.

In the test around the repeated manager.getCache(uuid) calls, keep the existing
worker.execute deduplication assertions, then capture the queued Runnable and
run it with the primary-thread stub configured so the refill executes off the
primary thread and the shared SQL backend rebound for its operation. Assert
afterward that cache.hasPublishedStorageSnapshot() is true.

## Change and PR workflow
Keep changes focused and avoid formatting churn. Before any commit, push, PR update, review reply, or other remote change:
1. run relevant focused tests;
2. run the full Maven package build;
3. verify the fresh artifact and test discovery;
4. run `git diff --check`;
5. inspect the complete base-to-HEAD diff for compatibility, concurrency, persistence, lifecycle, security, and packaging regressions.
