Summary
Adds the authenticated VotingPlugin Control service and WebUI for local-first network discovery and full VotingPlugin configuration management.
Included
Every shortcut uses the same preview, one-time approval, audit, backup, reload, and rollback path as the full editor. Suggested commands are editable configuration values and are never executed by Control.
Validation
Deployment
Control binds to loopback by default. Non-loopback use requires configured authentication and should be placed behind HTTPS or a trusted private tunnel/network. VotingPlugin remains independent when Control is unavailable. This PR remains open for the first integrated test and is not merged by this change.
