Summary
Adds optional VotingPlugin connectors for hosted Control, authenticated proxy discovery, direct Bukkit full-configuration control, and plugin-aware quick setups.
Included
All Control and hosting switches remain disabled by default. Voting, joins, routing, commands, and shutdown remain isolated from Control outages.
Validation
Deployment
Control can be deployed first while VotingPlugin switches remain disabled. Each proxy or Bukkit node uses its own enrolled credential. Hosted download requires an immutable HTTPS asset and locally configured SHA-256 pin. This PR remains open and unmerged for the first integrated test.
