It is a large change to security-sensitive configuration write paths and capability negotiation (a non-negotiable proxy-file invariant) with extensive WebUI state management, so final human review is warranted.
Pull request overview
This PR extends the standalone VotingPlugin Control management plane with a new, deliberately narrow config.proxy-files.v1 capability that manages only an enrolled proxy's single bungeeconfig.yml through the same revision-bound READ/PREVIEW/one-time-APPLY model. It also hardens client-side state handling (auto-loading current values on tab/view changes, protecting unsaved YAML/routing drafts across server/file/session transitions), enriches the read-only inspection lane (bounded exact-player storage columns and a vote trace aggregated across connected inspection-capable backends), and improves snapshot-restore role checks plus documentation. Server-side, target roles are now validated at create/preview/apply and re-checked at claim and completion, so stale role/capability changes durably cancel work rather than executing on the wrong node.

- Documentation and tests updated to describe the new capability, proxy-method acknowledgement semantics, and player storage fields.
