Description
Goal
Ship what was deferred from 9.0.0: additions and loosening changes that don't change any answer the library gives today.
In scope and out of scope
In scope: anything loud and fixable without a major, meaning it only adds, or accepts something that used to be refused.
Out of scope: anything silent, or that tightens or changes output. By the release rule that goes in the next major even if it's old. If one turns up, label it silent and open the next major's epic rather than adding it here.
Done when
- every sub-issue is closed or moved
- the changelogs have a 9.1.0 entry and package validation passes against 9.0.0
v9.1.0is tagged and the four packages are on NuGet

Scope trimmed now that
release/9.xis cut. 13 issues nobody had started moved to the backlog epic #83, with no milestone: #39, #40, #41, #42, #43, #44, #47, #48, #49, #50, #56, #59 and #72.#79 is the only sub-issue still open here. Once it's fixed,

Released: v9.1.0, tagged on
release/9.xat68527b8. All four packages are on NuGet at 9.1.0, and package validation passed against 9.0.0. Every sub-issue is closed, and the 13 that weren't started went to the backlog epic #83.
