Part of the org-wide Unified Checks rollout (piloted on Soma, also done on MortrisServer).

This repo is primarily Unity C# — the unity-quality-gate.yml stays as-is and keeps running separately, since the unified executor has no unity-quality adapter yet (not inventing an unsupported check type). The three gates that ARE covered (code-linter, python-quality for scripts/agent-tooling-smoke.py, slop-review) move to the single .github/workflows/ci-scope-checks.yml job + .ci-scope.json manifest, pinned to ci-gates @ 52e6c8b7a50c7d740346b6fd34706bc4c32b49fa.

Old workflows left running in parallel for now. No required status checks configured on this repo yet (rulesets empty).

unity-quality-gate.yml is left untouched and running separately: the
unified run-checks.py executor has no unity-quality adapter yet (only
code-linter, python-quality, go-quality, swift-quality, swift-compile,
slop-review), so a Unity check can't be folded into the manifest — this
repo's C# package code stays on the old per-gate path until that adapter
exists. The other three gates this repo actually uses (code-linter for
the whole tree, python-quality for scripts/agent-tooling-smoke.py,
slop-review) move to the single unified job now.
