• closes milestones::release_issue has no test proving it requires the oracle's authorization #550
• closes escrow::contribute has no test proving it requires the sponsor's authorization #549
• closes escrow::fund has no test proving it requires the sponsor's authorization #548
• closes milestones::create_milestone has no test proving it requires the sponsor's authorization #554

Add positive and negative mock_auths coverage for milestones create_milestone and release_issue, and escrow fund and contribute. The negative tests assert the host Auth/InvalidAction error and that no state changed, so removing or misdirecting a require_auth call now fails the suite.
