官方 Monogatari 2.8.0 引擎导入：核验与隔离阶段
业主明确选择全量保留上游引擎，不再自研替代剧情执行器。本 PR 仅把官方资产锁、可执行校验脚本、建议的 add-only 补丁及治理文档存入 Agent Inbox。
16d221485888b0193312e9989ecafa57cb1913978bf2f09ba554552ba388580689045f59b6af1669eefcd74ec59de0df52106bf10211c2f2c9adc56e28d5583feb0dd46b902d37d5PATCH.diff提议新建Tools/VNPort/verify_monogatari_vendor.py和Tools/VNPort/VENDOR_LOCK.json，必须由 Governor 在独立集成分支审核后应用真实性边界： 当前运行环境不支持成功获取官方 ZIP 字节。本 PR 没有官方二进制、没有实际引擎集成或真机验收。脚本用于能取回真实官方 ZIP 的可联网执行环境；下载结果必须与发布摘要精确匹配。不得伪造成功状态。
P0 依赖： #64 #65 #66；尤其 iPhone7 iOS15.8.3 触控/签名/存档连续性。不触发 IPA、发布、合并 main 或受保护工作流。相关设计：#77。
验收顺序：校验真实 ZIP → 解出完整 upstream engine → 仅覆盖游戏模板 → 独立集成 XcodeGen/iOS15/XCTest → iPhone7 真机 → Governor 审核。
