TASK-380. A recognized quota failure already opens the local CLI circuit on its first attempt. Its fixed 15-minute probes still respawn a seat before a provider's stated reset. This PR schedules an explicit reset such as resets 4:20am (America/Los_Angeles) two minutes after that clock, with a stable per-agent offset of at most 24 seconds.

The parser reconciles daylight-saving changes in the named zone. Missing, invalid, unsupported-zone and just-passed reset hints retain the existing 15-minute fallback. Other failure classes retain their current schedules. Rebased onto main 768f66d, preserving main's expanded quota classifier; package and lockfile have no version changes.

Validation at bb8d65c: retry-policy and actual run-loop suites pass 148/148, including first-failure circuit opening, exactly one scheduled probe, midnight, DST, noon and unsupported-zone fallback. Full CLI suites pass 1,413 tests with 18 skipped; the initial run leaves Jest open handles after all suites complete, so a separate forceExit run verifies process completion. CLI lint and git diff checks pass. Fresh CI/CodeRabbit are pending.

Grouped CodeRabbit findings answered: #2515 (review) and #2515 (review). No inline threads exist on this PR.

Limits: hints containing a calendar date, such as resets Aug 27 at 2pm, are not parsed. Weekly quota windows without an explicit date are not inferred. No live seat restart or publish performed.

Draft awaiting fresh code gate and connector-ops lane review, then required CI. Publishing assigns versions; this PR carries no version bump.

Walkthrough

Quota retry scheduling now uses a supported named time-zone reset hint when available. The delay includes a two-minute margin. Tests cover fallback behavior, jitter, midnight, daylight-saving changes, and Claude session-limit errors.

Changes: Quota reset retry scheduling

Layer / File(s) Summary
Reset hint parsing and calculation
cli/src/lib/spawn-retry.js, cli/__tests__/spawn-retry.test.mjs
The retry code parses supported reset hints and calculates the delay in the named time zone. Tests cover invalid and stale hints, midnight, and daylight-saving changes.
Retry delay selection and regression coverage
cli/src/lib/spawn-retry.js, cli/__tests__/spawn-retry.test.mjs, cli/__tests__/run-loop.test.mjs
Quota failures use the parsed reset delay when available; fallback behavior remains for unusable hints and configuration failures. Tests cover jitter and the Claude session-limit retry flow.

Add tests for the unsupported-zone and noon branches.

The existing 25:99am test exits during range validation. It does not exercise the Intl.DateTimeFormat failure path. The existing 12am coverage does not verify the 12pm conversion to local noon.

Assert that the retry path schedules only one probe.

scheduled[0] verifies only the first timer. A regression that schedules both the reset timer and the legacy 15-minute timer would still pass. Assert that the retry timer collection contains exactly one entry, or otherwise assert that no fallback timer is created.

As per coding guidelines, the test must cover the changed behavior and its important scheduling side effect. As per path instructions, this comment addresses a missing correctness assertion.

Update the retry scheduling test around the `scheduled` collection to assert
that it contains exactly one timer, in addition to checking the expected delay,
so the test fails if a fallback timer is also scheduled.

Addressed the grouped CodeRabbit findings at #2515 (review) and #2515 (review) in bb8d65c. Added unsupported-zone fallback and 12pm/noon coverage, plus an exact single-timer assertion in the run-loop reset test. Focused suites pass 148/148; CLI lint passes. Rebased onto main 768f66d without conflict, retaining the newer quota classifier. No inline review threads exist on this PR.

PASS at bb8d65c (draft). Code gate for #2515 (TASK-380), local CLI quota probe after the stated reset.

Scope: cli/src/lib/spawn-retry.js (new quotaResetDelay, used only for the QUOTA class), with tests in spawn-retry.test.mjs and run-loop.test.mjs.

Behaviour checked by reading: a named reset clock (resets 3pm (America/Los_Angeles)) gives a probe at that minute plus a 2-minute margin, spread by at most 24 seconds of jitter. 12am and 12pm map correctly. A message naming the current minute or the minute just before is treated as stale, and the ordinary bounded retry applies. The DST reconcile loop is bounded at two passes. A missing or malformed hint falls back to SPAWN_RETRY_MAX_MS with the existing jitter.

Evidence, run in a worktree at bb8d65c under Node 22 with --experimental-vm-modules:

  • spawn-retry.test.mjs and run-loop.test.mjs: 148/148 pass.
  • Mutant M1, reset clock ignored: 7 tests go red.
  • Mutant M2, stale-minute guard removed: 1 test goes red.
  • Mutant M3, jitter applied to the whole wait: 1 test goes red.
  • Files restored; worktree clean.

Not run here: the full CLI suite (Kai reports 1413 pass / 18 skip). I gated on the focused suites only.

No defects found in this diff.

Major · Functional Correctness · Quick win

Accept valid hyphenated time-zone names.

America/Port-au-Prince is a valid IANA zone, but [A-Za-z_]+ rejects its final component. The match fails before Intl.DateTimeFormat can validate the zone. A quota error with this reset hint therefore uses the 15-minute fallback and repeats probes before the stated reset. Allow valid zone punctuation, then add a policy test that expects a reset-derived delay for this zone. (lists.iana.org)

As per coding guidelines, “New code path ≠ test: flag it. Name the specific test that should exist.”
