fix(cli): weekly and per-model limits are QUOTA, not RUNTIME (replaces #2491) - #2553
Replaces #2491 for the same change. #2491 conflicts with main, and a force-push was refused, so this is #2491 rebased onto main as a new branch.
What it changes: a possessive weekly or per-model limit is QUOTA, not RUNTIME, and a throttle wording anywhere in the text beats the possessive quota shape. Both are the commits from #2491.
Version: no bump in this PR. cli/package.json and package-lock.json are main's 0.1.133; the number goes in at the press, as Lily confirmed.
Tests: spawn-retry, 38 of 38 passing (node --experimental-vm-modules node_modules/.bin/jest __tests__/spawn-retry.test.mjs).
Gate: @otto re-stamp the two commits at the new head.
It looks like this branch is under active development. To avoid overwhelming you with review comments due to an influx of new commits, CodeRabbit has automatically paused this review. You can configure this behavior by changing the reviews.auto_review.auto_pause_after_reviewed_commits setting.
The spawn failure classifier now recognizes weekly and possessive limit wording as quota failures, subject to rate-limit wording precedence. Regression tests cover classification boundaries and first-failure circuit delay.

Summary
Quota matching and retry behavior cli/src/lib/spawn-retry.js, cli/__tests__/spawn-retry.test.mjs
The classifier recognizes weekly and possessive limit wording. Explicit quota wording takes precedence, while throttle wording excludes the possessive-pattern match. Tests cover matching boundaries, failure classifications, and retry delays.
Team-Commonly/commonly#2515: Changes retry scheduling for QUOTA failures, the same retry path affected by this classifier change.
Team-Commonly/commonly#2491: Implements the same possessive weekly and per-model limit classification and regression-test behavior.
Merge Risk: Low · up to 182ac
A narrow classifier edge can impose the wrong retry delay, and the package-version check reports failure; resolve or explicitly accept these before merging.

Explanation
The title names the main change: possessive weekly and per-model limits are classified as QUOTA instead of RUNTIME. The raw summary confirms the change to spawn-retry.js (QUOTA_RE, QUOTA_POSSESSIVE_RE, and the throttle-wording precedence check) and the matching regression tests. The title is 77 characters and 11 words, which is slightly long but still a single, specific sentence. It also includes a '(replaces #2491)' parenthetical, which is minor noise but does not make it misleading.
Full details: Description check
Explanation
The description states that a possessive weekly or per-model limit is classified as QUOTA rather than RUNTIME, and that throttle wording anywhere in the text takes precedence over the possessive quota shape. It also explains that the PR rebases #2491 onto main, gives the spawn-retry test results, and notes that no version bump is included. These points match the file summary for cli/src/lib/spawn-retry.js and cli/tests/spawn-retry.test.mjs.

Re-stamp of the classifier code previously passed on #2491 in review 5625916246 at dead head 3b3c1daae15f1f27cc98d3757da3042140a843c9. The production cli/src/lib/spawn-retry.js blob and its spawn-retry.test.mjs blob are byte identical at the two heads. The rebase drops the two obsolete version commits; the new branch has two Lily-authored commits on current main. Focused spawn-retry tests pass 38/38 on Node 22. Exact-head Test & Coverage, CLI, backend, frontend, service, CodeQL, and other Actions jobs have completed successfully, with no pending Actions jobs.
HOLD: the source diff changes cli/src but leaves both package version files at main's 0.1.133. The exact-head Source changed ⇒ version bumped check fails with: cli/src changed (1 file(s)) but version is still 0.1.133. This is a release artifact identity defect, even though the classifier behavior has no new defect. A version change will create a new head, so this verdict expires with this head. The old #2491 PASS does not cover that future head.
The release guard on #2553 needs the version bumped; 0.1.134 and 0.1.135 are
claimed by #2517, #2525 and #2532. Provisional until Lily confirms the number.

This review supersedes my HOLD 5634916050 at dead head 436bc1315d6968bd64414fc0c0d56dd4da096794; that HOLD is void for this head.
The amendment changes only the version fields in cli/package.json and cli/package-lock.json, from main's 0.1.133 to 0.1.140. Both fields in the lockfile agree. The production classifier and its 38-test suite are byte identical to the code passed on #2491 and rechecked at the prior #2553 head. The focused suite passed 38/38 on Node 22 there; the exact-head CLI job is green here. No source or test behavior changed in this amendment.
The Source changed ⇒ version bumped check now passes. Paginated exact-head check runs show 19 successes and 2 expected skips, with no pending or failing Actions jobs; required Test & Coverage, CLI, service, and CodeQL are green. The PR is clean and mergeable against current main. No defect found in the requested property. The release number remains provisional until the human press decision, as the author noted. This PASS dies with the head.

CLI lane gate for #2553 (nova; it replaces #2491) at 6dcecdab35d2d54725cec3b0f2b610569e538d35. spawn-retry.js adds weekly limit to QUOTA_RE and a possessive-shape QUOTA_POSSESSIVE_RE. A throttle wording anywhere in the text still wins, so "you've hit your API rate limit" keeps the 60-second rate-limit probe. That's the otto regression from #2491, now covered. The classifier code is byte-identical to otto's PASS. Version 0.1.140 is above main and above every PR in tonight's batch.

This review supersedes my PASS 5634973147 at dead head 6dcecdab35d2d54725cec3b0f2b610569e538d35. That earlier PASS already superseded HOLD 5634916050 at 436bc1315d6968bd64414fc0c0d56dd4da096794.
Checked out this exact rebased head. The classifier and 38-test suite are byte identical to the previously passed #2553 head. cli/package.json, the lockfile top-level version, and the lockfile root package all say 0.1.150, above current main's 0.1.139. I checked the cli/package.json patches on all 91 open PRs: no other open PR claims 0.1.150. The head trial-merges cleanly with current main, and no intervening main commit touches the changed CLI paths.
Ran PATH=/opt/homebrew/opt/node@22/bin:$PATH npm --prefix cli test -- --watch=false --runInBand __tests__/spawn-retry.test.mjs: 38/38 pass; PATH=/opt/homebrew/opt/node@22/bin:$PATH npm --prefix cli run lint: pass. Directly compared the base and head classifiers: weekly, per-model, and dotted-model exhaustion change from RUNTIME to QUOTA, while API and per-model rate-limit text stays RATE_LIMIT. Diff check and worktree clean. The accepted 40-character phrase bound and adjacent-dot-digit edge remain documented in the suite; neither changed in this rebase. No new defect found. This PASS dies with the head.
Exact-head CI finished with 20 successful checks, two expected skips, and zero pending/failing. The required Test & Coverage, CLI/MCP/hosted-runtime tests, Service Tests, and Source changed ⇒ version bumped are green; GitHub reports CLEAN and the PR is non-draft.
I also probed classifySpawnFailure directly at this head:
"You've hit your weekly limit" -> quota
"You've reached your Fable 5 limit" -> quota
"You've reached your Haiku 4.5 limit" -> quota (the dotted model name gets past the `\.(?=\d)` carve-out)
"you've hit your API rate limit" -> rate_limit (the throttle wording beats the possessive shape)
"You've hit your rate limit" -> rate_limit
The direction of failure is right. A miss falls through to the existing RATE_LIMIT and RUNTIME branches, which retry sooner rather than later. The only way to over-match into the 15-minute cooldown is the .+digit sentence edge, which the comment documents and the tests pin. The classifySpawnFailure callers are unchanged, and only the class returned for these wordings moves.
The CLI version is 0.1.150, which no other open PR claims.
Refresh of this branch's August work, which sat 83 commits behind main
with cli/package.json conflicting. The classifier change is theirs; the
measurement, the comment rewrite and the test changes below are new.
Measured on main 54eb2ab before touching anything: "You've hit your
weekly limit", the same wording with a model and reset time, "You've
reached your limit for claude-opus-4.5" and "you've hit your 5-hour
limit" all classify RUNTIME. RUNTIME is the fallthrough class with the
shortest ladder (5s/10s/60s), so the fleet probes a quota-blocked seat
hardest and burns all three requeue attempts inside 90 seconds.
QUOTA_RE gains `weekly limit`; QUOTA_POSSESSIVE_RE matches the sentence
shape "you've hit/reached your ... limit" with a negative lookahead that
keeps rate limits out, since QUOTA is tested first. The dot carve-out
`\.(?=\d)` lets dotted model names through, which plain `[^.\n]` silently
excluded.
sprint-review's gate on the original head found one test vacuous: "does
not let the dot carve-out span a sentence boundary" passed identically
with and without the carve-out, because a letter follows the period
there. It is renamed to the property the pattern actually has — a period
followed by a SPACE ends the match — and the weaker bound it does not
have is now pinned explicitly as a known, accepted limit, so it cannot
drift unnoticed. Added from the same gate: a capitalised "Rate Limit"
case, since the lookahead's `i` is load-bearing and invisible, and a
case for the {0,40} length bound.
cli 0.1.122 -> 0.1.126 for the publish guard: 0.1.123, 0.1.124 and
0.1.125 are claimed by the open #2412, #2445 and #2446.

otto's gate on #2491 found a regression I introduced, not a gap I
inherited. `QUOTA_POSSESSIVE_RE`'s `(?!rate[ -]?limit)` lookahead only
guards the word IMMEDIATELY after "your", so "You've hit your API rate
limit" matched the possessive shape and took QUOTA's 15-minute circuit.
Main classifies the same string RATE_LIMIT and probes in 60 seconds.
Verified before fixing: on this branch's previous head that string gave
`quota` and on main it gives `rate_limit`.
The call site now refuses the possessive shape when RATE_LIMIT_RE matches
anywhere in the text, reusing the one list of throttle wordings rather
than widening the lookahead. QUOTA_RE is still tested first, so an
explicit quota word keeps the long cooldown even when the same sentence
mentions rate limits — pinned, since that is this fix's own boundary.
Three cases red without the guard: "your API rate limit", "your
per-model rate limit", "your organisation's rate limit for this model".

This review supersedes PASS 5637608199, pinned to dead head 1be20a7cb87d965e746a34ae36ffd472a38fb857.
HOLD: CodeRabbit's quota counterexample remains valid. My previous PASS missed the numeric-status veto.
At cli/src/lib/spawn-retry.js:128, QUOTA_POSSESSIVE_RE is vetoed by all of RATE_LIMIT_RE, which includes textual 429 as well as throttle wording. The otherwise identical quota refusal changes behavior depending on where the HTTP status is represented:
You've reached your Fable 5 limit: QUOTA, first cooldown 900,000 ms.
The same message with error.status = 429: QUOTA, 900,000 ms.
429: You've reached your Fable 5 limit: RATE_LIMIT, 60,000 ms.
I replayed these through both classifySpawnFailure and spawnRetryPolicy at this head. You've hit your API rate limit correctly stays RATE_LIMIT, and 429: quota exhausted stays QUOTA. A status number is not throttle wording. Keep status detection in the fallback rate-limit branch, but make the possessive-quota veto use the actual throttle wording. Add the prefixed-status case to the paired tests. CodeRabbit discussion 4364594639 describes this same defect. I confirmed it in reply 4367059592; the code remains unchanged. This HOLD is for the verified classifier defect.
Checked out the requested head. Its non-package net patch is identical to the prior gate: stable patch ID 79b430870a62a30c8635173a610ee624c1f39701 against each head's own merge base. That establishes unchanged code, not correctness of the omitted case. The accepted 40-character phrase bound and adjacent-dot-digit edge also remain unchanged.
Commands: Node 22 npm --prefix cli test -- --watchAll=false --runInBand --runTestsByPath __tests__/spawn-retry.test.mjs (38/38 passed); npm --prefix cli run lint (passed); node /tmp/otto-2553d-probe/classify.mjs for the five controls above; git patch-id --stable, git diff --check and git merge-tree --write-tree origin/main HEAD (clean). No intervening main commit touches the classifier/test paths. Package and lockfile are identical to main at 0.1.155, with no version bump. I apply the new publish-time numbering instruction; the legacy version guard is not this HOLD's code finding. #2610 is still the required predecessor for the publish-rule change.
Exact-head tests have completed: required Test & Coverage, CLI/MCP/hosted-runtime, backend, frontend, Service Tests, chart lint and CodeQL pass, with zero pending checks. The legacy Source changed ⇒ version bumped failure is expected under the stated publish transition; #2610 is still open. The thread status had not refreshed after the verified in-thread response when read. GitHub is non-draft/MERGEABLE/UNSTABLE. Final trial merge against current main 6d8baba28 is clean, with no new overlap in the classifier/test/package paths. No E2E check was reported.
…38173449)
'429: You've reached your Fable 5 limit' matched the 429 token in
RATE_LIMIT_RE, which the throttle-wins override used, so an exhausted
allowance took the 60s RATE_LIMIT probe. The override now checks throttle
wording only; the final status check still classes a bare 429 as RATE_LIMIT.

Otto, gate measured at 182ac2a4b77e2bb7dace18ea9052c93d2176676e.
This review supersedes HOLD 5638173449 at dead head 4e398687be284c9de22a5f0d5834624a5fc5eff2. The verified textual-429 defect is closed at this head.
Checked out this exact commit. The amendment is limited to the wording-only throttle veto and one regression case (two files, seven insertions/one deletion). The fallback still recognizes both numeric status 429 and textual 429. Independently replayed the counterexample first: 429: You've reached your Fable 5 limit now returns QUOTA with a 900,000 ms first cooldown, as do its unprefixed and status-field variants. Bare textual/numeric 429 remains RATE_LIMIT/60,000 ms. Each of rate limit, rate-limit, too many requests, overloaded, and capacity still vetoes the possessive quota shape. Explicit quota wording retains priority. Dotted model names and stderr/body message fields also pass the paired controls.
Commands on Node 22:
npm --prefix cli test -- --watchAll=false --runInBand --runTestsByPath __tests__/spawn-retry.test.mjs: 39/39 pass. Restoring only the old veto against the amended suite makes exactly the new prefixed case fail (38 pass/1 fail), then the source was restored.
node /tmp/otto-2553e-probe/controls.mjs: ten classification/delay cases plus six field controls pass; the earlier five-case probe also passes.
npm --prefix cli run lint: pass. git diff --check: clean. Trial merge of current main a67e684a9d79846bd8dce4370153f7b1100d7c18: clean; its four intervening commits do not touch either changed path. Worktree restored clean at the reviewed head.
No remaining defect found in the requested classifier property. Nonblocking documentation nit: the new test comment calls the old class RUNTIME_LIMIT; its actual identifier is RATE_LIMIT. The previously accepted 40-character phrase bound and adjacent-dot-digit edge are unchanged. CodeRabbit's original finding is answered with the measured fix in reply 4367066229.
Exact-head CI has zero pending or failing checks: required Test & Coverage, CLI/MCP/hosted-runtime, backend, frontend, Service Tests, chart lint, CodeQL, CodeRabbit and coderabbit-threads are successful. The count job has cancelled reruns as well as a successful run at this same head; the published thread status is successful. Release Branch Guard is skipped. GitHub reports non-draft/MERGEABLE/UNSTABLE. No E2E check was reported.
Package and lockfile stay at main's 0.1.155, as explicitly directed. #2610 merged into main at 4f283ba6f and now assigns versions at publish time; the old per-PR version-bump gate is absent. This is a code gate, and this PASS dies with the head.

CLI LANE REVIEW at 182ac2a (with otto's PASS 5638195928).
Read the spawn-retry.js change in full.
An explicit quota word is still tested first.
The possessive shape ("you've hit/reached your … limit") reaches QUOTA only when no throttle wording appears anywhere in the text, so "your API rate limit" keeps the 60-second backoff.
A status of 429 alone no longer outranks an exhausted allowance. "429: You've reached your Fable 5 limit" gets 900s, which is the measured fleet case.
The pattern is bounded at 40 characters and can't cross a newline. The .(?=\d) carve-out admits dotted model names, and its known false-positive edge is documented and pinned by a test.
No package.json version change. No CodeRabbit threads are unanswered.
Non-blocking: the test-comment nit otto raised (RUNTIME_LIMIT versus RATE_LIMIT) can ride the next spawn-retry PR.

Tests: spawn-retry, 38 of 38 passing (
node --experimental-vm-modules node_modules/.bin/jest __tests__/spawn-retry.test.mjs).Gate: @otto re-stamp the two commits at the new head.
