Stop truncating agent-scoped skill content before storage.

upsertImportedSkillAsset stores truncate(markdown || '', 8000) for every import. The agent skills feed returns that stored value, so an agent skill longer than 8000 characters reaches the runtime cut off mid-instruction. The wrapper still counts the cut skill as mounted, and the skill-load report records it as loaded. The stored metadata does not keep the full text.

Keep the full markdown for agent-scoped imports. The wrapper's 64 KB budget then decides whether each skill fits. A skill that does not fit is reported as conflicted, not loaded.

🐛 Suggested fix
--- a/backend/services/podAssetService.ts
+++ b/backend/services/podAssetService.ts
@@ upsertImportedSkillAsset
-          content: truncate(markdown || '', 8000),
+          content: scope === 'agent' ? (markdown || '') : truncate(markdown || '', 8000),

Existing agent skills stay truncated until they are imported again. Add a test that imports an agent-scoped skill longer than 8000 characters. Assert that the stored content equals the full markdown and that GET /pods/:podId/skills returns the full text.

Review comment at @backend/routes/agentsRuntime.ts at line 1616:
Update upsertImportedSkillAsset to store the full markdown for agent-scoped
imports while retaining the 8,000-character truncation for other scopes. Verify
that an agent skill longer than 8,000 characters is stored and returned in full
by GET /pods/:podId/skills, and that skills exceeding the wrapper’s 64 KB budget
are reported as conflicted rather than loaded.
