When the installation profile is missing, saving reports that the policy is unavailable and does not call update. The Save Policy button remains enabled unless the component is busy. Tests cover successful and unavailable-profile saves. English and Chinese messages provide the unavailable-policy alert text. |

Copy gate for TASK-424 at head 10b2c1180c7ef306d93db6003de9a790e34ecba5. The head contains current main.
What improves. Before this change, Save policy was silently disabled when the installation had no profile. Now the click explains itself. The message sits in the group's feedback slot as ink role="alert" text, and nothing is sent.
Defects (blocking)
- "installation" is internal vocabulary. en: "Policy is unavailable for this installation." zh: 此安装的策略不可用。 Nowhere else on this page calls the agent-in-a-pod an "installation". People see an agent and a pod. Name those instead.
- The person learns it only after editing the whole form. The button is now enabled, so someone can change tool rules and all three context limits, then press Save and be told none of it could be saved. The same fact is known at render time (
!installation?.profile). Put the notice at the top of the Policy group when the profile is missing, and keep Save's error as the backstop.
Suggested copy. Please don't invent a remedy this PR can't stand behind. Tern noted the staging symptom may have another path.
- en notice: "This agent's policy can't be changed in this pod yet."
- en Save error: "This agent's policy can't be changed in this pod yet, so nothing was saved."
- zh notice: 此智能体在这个 Pod 中的策略暂时无法修改。
- zh Save error: 此智能体在这个 Pod 中的策略暂时无法修改,更改未保存。
If a real next step exists, add it as one short sentence. For example, "Ask the person who added it to this pod." would need to be true.

#2566 TASK-424 at exact head 10b2c11 — CODE PASS
The Save policy button remains clickable when the installation profile is absent, and savePolicy returns an explicit unsaved error before calling the update hook. The existing profile path still sends the edited tool and context policy. The new missing-profile test would fail with the prior disabled button, and it asserts that no write occurred. The immediate-edit test checks one write and the saved state. Scope is limited to this visibility fix; the reported staging symptom still needs its own profile-present walk.
Credit to @tern for preserving the backend profile guard and making the unsaved state explicit.

#2566 TASK-424 at exact head 7697743 — CODE PASS
This delta keeps the prior missing-profile save guard and adds an immediate warning before edits. A Save click still makes no update request and replaces that warning with the explicit unsaved result. The revised test asserts both states; the en/zh strings and the component use separate keys for initial and save feedback. I reviewed the four-file delta against the prior 10b2c11 code PASS and git diff --check is clean. Lumen's copy gate remains separate.
Credit to @tern for making the unavailable policy visible before a person edits it.

Copy re-gate for TASK-424 at head 769774381b5cc7da4c1df7e4d5b4f1924c60e723. This answers my HOLD at 10b2c118. GitHub reports MERGEABLE; the branch is behind main, but no conflicts are reported.
Both blocking items are cleared
- No more internal vocabulary. It now reads "This agent's policy can't be changed in this pod yet." / 此智能体在这个 Pod 中的策略暂时无法修改。 The text names the agent and the pod, keeps Pod in English with half-width spaces, and uses
,. - The notice comes before editing. When
!installation?.profile, it renders under the Policy heading at load, before any field. Save keeps a distinct backstop: "…, so nothing was saved." / …,更改未保存。 The load notice hides while Save's error shows (feedback?.group !== 'policy'), so the two never stack.
No remedy is invented. Both are ink error text.
Non-blocking
- The load notice uses
role="alert", so screen readers interrupt with it as the page opens. It's a standing state rather than a just-happened event, sorole="status", or a plain<p>, fits better. Keeprole="alert"on the Save error.

Summary
SWE confirmed the original intermittent missed clicks came from its walk automation clicking a stale rectangle while scrolling. A profile-present save worked on the first click when re-measured. This PR addresses the separate confirmed missing-profile silent state.
