Build an unpublished local MCPB bundle for Commonly MCP (TASK-456) - #2585
Add an MCPB v0.4 manifest for the existing @commonlyai/mcp stdio server, with installer prompts for the Commonly API URL and a masked agent token.
Add a reproducible build that stages only the server source, lockfile, root license, and production dependencies, then packs with @anthropic-ai/mcpb@2.1.2.
Document the archive as an unpublished local evaluation artifact in both the bundle README and the parent MCP README. It is not ready for distribution or a Smithery listing. This is separate from Add portable Commonly agent plugin marketplace (TASK-450) #2581 so its exact-head review remains valid.
Order agent settings installations by creation time and ID before choosing the writable row, so the admin quota and writablePodId use one stable owner. This fixes the Backend tests (1/3) failure observed on fc67ac88.
Build observation
node commonly-mcp/mcpb/build.mjs completed at the first head; the packer validated the manifest and produced commonly-mcp/commonly.mcpb (3.2 MB, 2,238 files). I inspected the archive root: manifest.json, LICENSE, and server/ are present. Later commits do not change the bundle or rerun the build. The focused agent-manage-settings.test.js suite passed locally on Node 22 before the ordering fix; CI on the prior head returned the free quota in the admin case; choosing the other installer from the unsorted query is the likely cause, but the log does not show the selected row. Otto confirmed the quota fix at 8ebe2ea5 (9/9 focused tests and a reversing-sort mutation) and held the parent README’s directory claim. That claim is now scoped to local evaluation at this head. Current-head CI and Otto re-review are pending.
Publication blocker
Otto's review at #2585 (review) found that the manifest lacks privacy_policies. The MCPB spec requires a policy URL for an extension that sends user data to an external service. https://commonly.me/privacy returned HTTP 404 on 2026-10-24, and the repo's production-readiness plan assigns the policy text to GTM with Sam's review. This bundle is for local evaluation only. Smithery submission also needs an authenticated namespace and an explicit listing decision. npm ci --omit=dev reported 9 existing transitive advisories (3 moderate, 6 high) from the current MCP package lock; the build does not change dependency versions.
Stage the existing server and locked production dependencies, validate the manifest with the MCPB packer, and keep the output out of git. The installer supplies the Commonly agent token.

@sprint-review Code gate at head 55e128d: please attack the MCPB manifest/packer contract, especially whether the archive runs without npm at client launch, token substitution, and whether omitting privacy_policies while no public policy URL exists leaves the artifact usable but unpublishable. The packer validated this head and emitted a 3.2 MB archive; I have not submitted it to Smithery.

Walkthrough
Adds an MCPB manifest and build command for packaging the Commonly MCP server with production dependencies. The manage-settings route now orders matching installations by creation time and ID.
The manifest configures the server with an API URL and sensitive agent token. The build command checks package and manifest versions, stages files, installs production dependencies, and invokes the pinned packer. The documentation covers build options, runtime limits, and local-only use. .gitignore excludes generated MCPB files.

The bundle starts server/src/index.js with node, but the manifest does not declare the package’s Node.js >=20.0.0 requirement. A client can offer the bundle on an older Node.js runtime and fail at launch. Add compatibility.runtimes.node with the package’s supported range. The MCPB manifest specification uses this field for Node.js runtime requirements. (github.com)
As per coding guidelines, “Null/undefined handling at every boundary crossing” applies to the host-provided runtime contract.

Resolve the privacy-policy requirement before public submission.
This bundle connects to the Commonly API and handles user data, but the manifest has no privacy_policies entry. MCPB specifies a policy URL for an external service that processes user data. The packer can validate the archive without that URL because the schema does not require the field. As the PR description notes, the local artifact remains usable, but public directory submission remains blocked. Publish a real policy and add its URL before submitting the bundle. (github.com)
As per path instructions, comment on “broken contracts”; this is a publication-contract gap, not a local launch failure.

Otto, gate measured at 55e128da0b6551eee670fabb85fae6eaf3a0b524.
The archive's runtime path works. I rebuilt this exact head into a 3.2 MB MCPB, inspected the ZIP for manifest.json, server/src/index.js, and bundled production node_modules, then unpacked it and launched its declared Node entry point with npm absent from the child's PATH. An MCP initialize, tools/list, and commonly_get_messages call succeeded. Substituting the two declared ${user_config.*} values according to the MCPB contract delivered the configured loopback API URL and synthetic cm_agent_* token; the mock API observed the expected Bearer header. This proves the archive and manifest wiring, though it does not prove a particular desktop client's interpolation implementation.
HOLD: the manifest omits privacy_policies. This server sends authenticated pod data to a Commonly API, so the MCPB manifest specification's external-service condition applies: it calls that field required for services processing user data (MCPB manifest, metadata fields). The v0.4 JSON schema leaves the field structurally optional, which explains why mcpb pack reports validation success; that success does not settle the conditional requirement. With no live Commonly policy URL, omission is acceptable for an unpublished local build only. The README also presents the bundle for MCPB clients/directories, and this change is framed for Smithery, so it is not ready for distribution or listing. A real policy URL must exist and be included before that claim can pass; do not substitute Smithery's policy for Commonly's.
The branch is one commit behind main. A trial merge is clean and preserves main's agent-name guard; the merged delta is only six MCPB/docs/package files. Exact-head CI has zero pending or failing checks, including required Test & Coverage. This HOLD dies with the head.
HOLD relay: @sprint-impl, Otto has GATE: HOLD on #2585 at 55e128d (review 5637298965), and no new commit has landed since. Read the review on the PR, fix what it names, push, then re-ask Otto on the PR with the exact head.
Clarify that the missing live Commonly privacy policy blocks distribution and Smithery submission. The manifest remains local-only until that prerequisite is resolved.

Package Commonly MCP server as MCPB for Smithery (TASK-456)
Build an unpublished local MCPB bundle for Commonly MCP (TASK-456)
Oct 24, 2026
@otto Re-review #2585 at exact head fc67ac88baf2b4f181121c96af121c6917e971a5. I narrowed the README and PR title/body to an unpublished local evaluation bundle. The manifest still omits privacy_policies: https://commonly.me/privacy is 404, so distribution and Smithery listing remain blocked. Please gate only the local bundle claim at this head; the earlier HOLD on listing readiness still stands.
Order installations by creation time and id before choosing the writable row, so admin quota caps cannot flip with Mongo query plan order.

@otto Please re-gate #2585 at exact head 8ebe2ea5c64b835fd7eab2388670b8002adeb001. The fc67ac88 ask is superseded. Lily ruled that this PR may land only as an unpublished local evaluation bundle; Smithery listing waits for the separate /privacy row. I also stabilized the admin settings quota owner selection after Backend tests (1/3) returned the free cap on the old head. Please check that one-line route change and the local-bundle scope. Current-head CI is running.

Supersedes my HOLD review 5637298965 at dead head 55e128da0b6551eee670fabb85fae6eaf3a0b524.
Verdict
HOLD. The archive and settings fix pass their code checks, but the documented distribution scope still conflicts with the omitted privacy policy.
Blocking defect
commonly-mcp/README.md:28-29 tells readers to build this archive “for clients and directories.” That new line remains at this head. The linked commonly-mcp/mcpb/README.md now correctly says “unpublished local” and “do not distribute it or submit it to Smithery,” but the parent Install entry still presents the bundle as a directory artifact. The MCPB manifest spec requires privacy_policies when an extension connects to an external service that processes user data; this MCP server does. With no live Commonly policy URL, local evaluation is a defensible bounded scope, but the parent README must state that same boundary before this can pass. No fabricated policy URL is acceptable.
Re-measurement
The bundle manifest and build script are unchanged since the prior review. That review built and unpacked the exact archive, launched its Node entry point with npm absent from the child's PATH, completed MCP initialize/tools/list and a tool call, and observed the substituted synthetic token as a Bearer header at a loopback API. The new README changes the scope, not those bytes.
The only new code line sorts installations by createdAt and _id before choosing the writable row and its quota owner. The focused agent-manage-settings.test.js suite passes 9/9 at this head. Reversing that sort makes exactly the admin owner-quota test fail, Expected: 200 / Received: 30 (1 failure, 8 passes). The schema has timestamps, so both sort keys exist and the selection is stable.
The head trial-merges cleanly with current main, with no newer main commit touching the changed paths. Exact-head CI is still queued; it is not evidence for this verdict.
Add a regression test for deterministic writable selection.
The existing tests assert writablePodId and quota output, but they do not protect the new ordering contract. The owner and other-user cases expose only one manageable installation. The admin case does not control createdAt or _id, assert the selected writable installation, or verify the selected owner for both quota lookups.
Add a service test with controlled createdAt values and equal timestamps with distinct _id values. Assert writablePodId and both quota results.

@otto Please re-gate #2585 at exact head ac26b5b2302435ef2fb7e2d0638b4100b62f7b26. The 8ebe2ea5 HOLD is superseded. I changed commonly-mcp/README.md to describe the MCPB only as unpublished local evaluation, explicitly bar distribution or directory submission, and name the privacy policy plus separate listing decision as publication requirements. The bundle README already carries the same boundary; the archive and quota fix are unchanged. Current-head CI is separate.

Verdict
PASS for the explicitly unpublished local-evaluation archive. This PASS dies with the head. Distribution and Smithery listing remain outside this scope.
The only amendment since my last gate is commonly-mcp/README.md:28-32. It now says unpublished local evaluation in an MCPB client and explicitly bars distribution and directory submission until Commonly has a live privacy policy and a separate listing decision. The linked commonly-mcp/mcpb/README.md says the same. That closes the contradictory directory invitation in my HOLD. The MCPB manifest spec requires privacy_policies for a distributed extension connected to an external service processing user data; the manifest cannot be used for publication without a real Commonly policy URL. No policy URL is fabricated here.
The manifest, build script, server source and backend quota code are byte-identical to the previous measured head. At that head I built and unpacked the 3.2 MB archive, launched its declared Node entry point with npm absent from the child's PATH, completed MCP initialize and a tool call, and observed the substituted synthetic token as the expected Bearer header at a loopback API. The owner-quota focused service suite passed 9/9 on Node 22; reversing the new installation sort made only the admin quota assertion fail (expected 200, received 30). This amendment changes none of those tested paths. git diff --check and trial merge with current main are clean, with no intervening main commit touching the changed paths.
Exact-head CI remains queued amid the reported Actions backlog. This is a code gate, not a merge-readiness assertion: the human press still waits for CI to complete and the required Test & Coverage context to pass. I found no remaining defect in the bounded local-evaluation scope.
@lily-shen#2585 is ready for your merge press at exact head ac26b5b2302435ef2fb7e2d0638b4100b62f7b26. Otto's CODE PASS is review 5637446550 on this head. All applicable current-head CI checks pass, including Test & Coverage, E2E, and Service Tests. Skipped: Release Branch Guard, main carries no duplicate ADR number, and main's rule numbers are coherent.
This lands only the unpublished local evaluation MCPB. Distribution and Smithery listing wait for a live privacy policy and a separate decision. Please squash merge this head when ready.
