ci(release): assign cli/mcp versions at publish time, tag the built commit (TASK-466) - #2610
TASK-466. PRs stop touching the cli/mcp version line, so concurrent cli and mcp PRs stop conflicting on it. On 10-24, 13 open PRs claimed 11 cli versions, three of them 0.1.148, and #2589 needed three bumps.
What changes
npm-publish.yml, on a push to main touching cli/ or commonly-mcp/, for each package:
Pack the tree and compare it file-for-file with npm's latest tarball, ignoring package.json's version (new scripts/npm-artifact-diff.sh). If they're identical, it skips.
Otherwise the version is max(registry, repo package.json) plus one patch. It's stamped into the working copy only (npm version --no-git-tag-version, plus server.json for mcp) and never committed. The job refuses if a tag for that version already exists.
Publish, then read it back (existing script, now WANT=next).
Push the tag cli-v<ver> or mcp-v<ver> on $GITHUB_SHA, then assert that the tag points at this SHA and that npm serves this version. The job now needs contents: write.
package-version-guard.yml:
Removed: the PR-side checks that a source change bumped the version and that no older PR claims the same version.
On PRs: a PR that edits a version line now gets a warning only.
After every publish (workflow_run, plus a manual workflow_dispatch): for each package, find the tag for npm's current version. It must be on main, and the tagged commit, packed, must equal npm's tarball file-for-file. Versions from before this change have no tag, so they pass with a notice. Once any tag exists, an untagged registry version is a failure, which catches a publish whose tag push failed.
docs/development/review-checklist.md rule 35 is rewritten: don't edit the version line, here's what the guard checks now, and what a red post-publish run means.
The stamped version is what gets reported
commonly --version reads ../package.json (cli/src/index.js:25). The MCP handshake reads PACKAGE_VERSION from the package.json it ships with (commonly-mcp/src/version.js). Both are inside the tarball, so they report the stamped version. I simulated it: stamped both packages to 9.9.x, ran npm pack, and ran node package/src/index.js --version, the packed version.js and server.json. All three report 9.9.x.
Verified
Diff script against real npm: cli at main vs 0.1.147 is identical (skip). Against 0.1.142 it differs (SKILL.md, daemon.js and others). mcp at main vs 0.3.16 differs, because main has the mcpb README and script changes that never shipped.
The publish job's version-decision step, extracted and run on a clean checkout of this branch: cli resolves to skip, mcp to next=0.3.17, and the tree is clean afterwards.
Syntax: YAML parses, and bash -n passes on every run step.
Not run: a real publish or tag push. The first cli/mcp merge after this one is the live test, and it will publish mcp 0.3.17 with those unshipped changes.
Notes for the press
Tier 2, on the release path: sable gates the code, and CTO does the cli lane review and the hand press. This PR touches no cli/ or commonly-mcp/ path, so merging it publishes nothing.
Open PRs that still bump versions keep working: the publish takes the max plus one. They now get a warning instead of a failure, and their authors can drop the bump.
A merge that changes any shipped file now publishes, README included, not just src, because the artifact itself moved. Old behaviour skipped README-only changes.
Possible blocker: if a tag ruleset forbids GITHUB_TOKEN from pushing cli-v* or mcp-v* tags, the tag step goes red after the publish. That's visible, and the next run refuses to reuse the version.
…ommit (TASK-466)
PRs no longer touch the version line. npm-publish.yml packs main, compares
it file-for-file with npm's latest (scripts/npm-artifact-diff.sh, version
field ignored), and when they differ publishes max(registry, repo)+1
stamped into the tarball only (npm version --no-git-tag-version; server.json
for mcp), then pushes cli-v<ver>/mcp-v<ver> on the built SHA and asserts
tag -> SHA and registry -> version.
package-version-guard.yml drops the PR-side bump and duplicate-claim
checks (a version edit is now a warning) and re-checks each publish
independently: the tagged commit, packed, must equal what npm serves; once
any tag exists, an untagged registry version is red. One version, one
commit (#979/#1017).
commonly --version and the MCP handshake read the shipped package.json, so
they report the stamped version (simulated: stamp 9.9.x -> both report it).

The release workflow compares package artifacts, assigns and stamps versions during publishing, and tags the built commit. A separate guard checks release tags and npm artifacts. Pull requests receive warnings for package version edits.
The script packs a local package and fetches the specified npm version. It normalizes package versions before comparing files and distinguishes artifact differences from comparison failures. Tests cover matching and differing artifacts, error cases, and related workflow conditions.
Publish-time version assignment and tagging .github/workflows/npm-publish.yml, backend/__tests__/unit/scripts/npmPublishReadback.test.js, backend/__tests__/unit/scripts/npmArtifactDiff.test.js
The workflow compares package artifacts and skips publishing when they match. Otherwise, it selects the next patch version above the greater of the registry and repository versions, stamps the working copy, publishes, and tags the built commit. It verifies the tag and published version. Tests check the selected read-back version and workflow conditions.
Release tag and artifact guard .github/workflows/package-version-guard.yml, scripts/npm-artifact-diff.sh
For non-PR runs, the guard checks package tags, commit ancestry, and parity between tagged artifacts and npm packages.
Pull-request version warnings .github/workflows/package-version-guard.yml, docs/development/review-checklist.md
The PR workflow warns when package version lines change. The checklist describes publish-time version assignment and release verification.

The release workflow now assigns versions at publish time and tags the built commit. The remaining risks are bounded: the first release could stay untagged if its tag push fails, and the manual-dispatch hardening is deferred to separate repository settings. Merging is reasonable with owner awareness of these items.

Return exit 2 for every comparison failure, not only for pack and fetch failures.
The header contract says exit 2 means "could not compare". Under set -e, other failures leave this script with a different code:
If npm run prepublishOnly fails, the script exits with npm's code, which is usually 1.
If the node normalization fails, the script exits 1.
If diff -rq hits an I/O error, it exits 2. The if diff test treats that as "differs" and the script exits 1.
npm-publish.yml Lines 144-148 maps exit 1 to "publish". A broken prepublishOnly or an unreadable tree therefore publishes without a real comparison. The workflow's own message says it must not publish blind.
Map each failure to exit 2. Capture the diff status explicitly and treat only status 1 as a difference.

Stamp both package versions before the MCP Registry listing.
The artifact comparison ignores only package.json.version, and server.json is not included in the MCP package. A skipped run can therefore leave both checkout versions below npm’s version. The registry script then uses the stale server.json version, and a retry skips again.
Stamp package.json and server.json with npm’s version on a skipped MCP run. Stamping only server.json would fail the script’s equality check.

Add tests for the version-decision logic.
The new publish-time version decision is about 25 lines of inline bash. It covers four behaviours:
the prerelease rejection;
the 0.0.0 first-publish path;
the exit-code mapping of npm-artifact-diff.sh;
the next-patch and existing-tag checks.
No test covers any of these paths. The file comment at Lines 201-206 says a workflow body cannot be exercised by the suite. It also records that an inline loop went red on two good publishes for this reason. The PR description says the first live merge is the test.
Move the decision into a script under scripts/, as was done for verify-npm-publish-readback.sh. Add tests for these cases:

npm-publish.yml runs on a push to main that touches a published package, not only after a merge. Replace “after each merge” with “on each push to main” so direct pushes are covered.

CODE HOLD — exact head 67dc455: comparison errors and unreadable tag probes permit publishing; an MCP Registry retry targets the old repo version.
Fetched pull/2610/head and checked out this exact SHA in a detached worktree. Three reproducible release-path defects block this head.
P1 — scripts/npm-artifact-diff.sh:25 and :34–40; .github/workflows/npm-publish.yml:140–147. Comparison failures are misclassified as an artifact difference. A prepublishOnly command exiting 1 aborts the script with 1; a diff I/O error exiting 2 is swallowed by the if and converted to the final exit 1. The publish decision treats either result as permission to publish. Running the exact extracted decision step with real fixture tarballs and fault-injected commands produced exit 0, next=0.1.3 and action=publish in BOTH error cases. The comparison was never completed. Reserve exit 1 exclusively for a completed comparison that found different files; map failed preparation/extraction/normalization/comparison operations to exit 2, and retain fatal handling in the workflow. Add fixtures for these error branches, not just npm pack failure.
P1 — .github/workflows/npm-publish.yml:153. The git ls-remote check treats every nonzero result as proof the release tag is absent. Its documented no-match result is distinct from transport/authentication failure, but the if does not distinguish them. With the exact decision step, a simulated tag lookup exit 128 still yielded exit 0 and action=publish. Thus a tag that cannot be read can already exist, npm can receive the version, and only the later tag push reveals the collision. Allow publication only after a successful absence result; reject both an existing tag and an unreadable tag query. The existing-tag exit-0 control correctly blocks publication.
P2 — .github/workflows/npm-publish.yml:145, :165–166 and :246–253. A rerun after npm published successfully but MCP Registry registration failed skips stamping when the artifact comparison returns identical. The unconditional registry-listing step then reads the repo's package.json/server.json floor rather than the version just published. In the extracted-step fixture, npm latest was 0.3.17 and the tree matched it, but publish-mcp-registry.sh queried /versions/0.3.16 and exited successfully because that old entry existed. It never queried or repaired 0.3.17. Carry the current published version through the identical/skip path and use it for the registry retry, without republishing npm.
Checks that passed:
Ordinary stable-version fixtures compute 0.3.10 above registry 0.3.9 and 0.4.10 above a higher repo floor 0.4.9. Repo and registry prereleases both fail before publication; an existing release tag also fails. An explicit comparison exit 2 from a failed registry pack correctly fails the decision step.
workflow_run guard checks out ref: main, persist-credentials: false, with contents: read. The only contents: write grant is on the publish job. The extracted guard rejected an off-main tag before any tagged checkout or comparison script ran. Artifact differences and comparison exit 2 both fail the post-publish guard.
Ran the exact stamp step in disposable package copies, packed them, and executed the packed CLI: commonly --version reported 9.9.91. A real stdio MCP initialize request to the packed server returned serverInfo.version 9.9.92; server.json and its package versions were also 9.9.92. The MCP request used a synthetic token and loopback API URL. No npm publish, release-tag push or MCP Registry write was performed.
Commands/evidence:
backend: npm test -- --runInBand tests/unit/scripts/npmPublishReadback.test.js — 22/22 passed.
python3 /tmp/sable-2610-probes.py — 17 script/decision fixtures, including the three fail-open reproductions above. Exact run blocks were extracted from the checked-out YAML; npm/git/diff external effects were stubbed and tar extraction/Node normalization used real fixture archives.
python3 /tmp/sable-2610-guard-probes.py — six extracted guard cases plus the MCP registration retry reproduction.
python3 /tmp/sable-2610-stamped-probes.py — exact stamp step, actual npm pack, packed CLI execution and actual MCP initialize response.
Parsed both workflow YAML files with js-yaml; bash -n passed for every run block. Permission/checkout assertions passed.
node scripts/verify-numbered-rules.js --previous /tmp/sable-2610-checklist-base.md — 57 rules, 59 citations, stable numbering; the file is the base commit's checklist. An initial invocation with a commit SHA instead of the required file path was rejected and then corrected.
git diff --check — clean; worktree remained unchanged.
CodeRabbit discussion_r4366833609 is answered, resolved and outdated. No unanswered active CodeRabbit thread blocks this verdict; the defects above do.
…try retry lists the published version
Addresses sable's HOLD on #2610 at 67dc455:
- npm-artifact-diff.sh exits 1 only for a completed comparison that differs;
every earlier failure (prepublishOnly, pack, fetch, extract, normalize, diff
trouble) is 2, which the decision step treats as fatal.
- The release-tag probe publishes only on git ls-remote exit 2 (no such ref);
0 is an existing tag and anything else an unreadable one, both fatal.
- The identical/skip path outputs version=<npm latest> and the stamp step runs
for it, so a re-run after a failed MCP Registry listing lists that version.
- New fault-injection suite npmArtifactDiff.test.js (mutation-checked).

… publish only from main
A run whose npm publish landed and whose tag push failed re-runs into the
identical-artifact branch. That branch now checks the version's tag: present
skips; absent (with other release tags already existing) tags this commit,
which packs exactly what npm serves; unreadable fails. Publishing or tagging
from a dispatched non-main ref is refused.

If the tag is absent and other release tags exist, the run tags this commit, which packs exactly the files npm serves for that version. The tag and assert steps then run on that version.
If the lookup can't be read, the run fails.
If no release tags exist at all, the version predates TASK-466 and the run skips.
I also refuse publishing or tagging from a dispatched non-main ref, so a retag can only land on a commit from main. Both are covered in npmArtifactDiff.test.js.

Major · Security & Privacy · Heavy lift
Restrict dispatch before the privileged workflow starts.
A user with repository write access can dispatch this workflow on a branch they control. GitHub runs the workflow definition from the selected ref, so that branch can remove this step-level guard while retaining contents: write and id-token: write. npm trusted publishing identifies the authorized repository and workflow file, not a required branch. Use a main-only protected release entrypoint or deployment environment instead of treating this shell check as the security boundary. (docs.github.com)

Valid in principle; the code isn't changed for it here, and the comment is corrected. A dispatched run executes the selected ref's copy of this file, so the GITHUB_REF check catches a mistaken dispatch and can't stop a deliberate one. As of bc515ee, the comment beside it says exactly that. This exposure predates this PR: the workflow already ran with id-token: write on dispatch from any ref. The real fix is a protected environment that only main can deploy to, with npm's trusted publisher bound to that environment. That needs repository-admin settings and the npm account, so it's raised to the release lane as a separate change, not folded into this PR.

.github/workflows/npm-publish.yml:167-169 🗄️ Data Integrity & Integration | 🟡 Minor | ⚡ Quick win
Do not infer a legacy release from an empty tag set after cutover.
If the first post-TASK-466 publish succeeds but git push fails, the matrix job is visibly failed. A rerun finds the identical artifact, finds no version tag, sets action=skip, and does not create the tag. The guard then passes with a notice because it treats the version as pre-TASK-466. A later publish tags only its new version, so the earlier version remains untagged until manual recovery.
This is a narrow, one-time cutover edge case with a manual workaround, not a major issue. Record durable cutover state or require an explicit recovery decision before treating an empty tag set as proof of a legacy release.

Request changes. The previous prepublishOnly/diff-exit-2/tag-probe/MCP-retry examples are fixed, but a different pre-comparison failure still authorizes publication, and the first release's missing tag is not recoverable on retry.
Critical
P1 — scripts/npm-artifact-diff.sh:42-48 conflates Bash redirection failure with diff's completed-difference status. If opening "$work/diff.txt" fails, Bash returns 1 without executing diff. rc=1 then takes the "this tree differs" branch and exits 1, which npm-publish.yml:180 accepts as permission to publish. Independent injection made diff.txt a directory after work-dir creation; both fixture tarballs had identical contents apart from package version. The diff executable was invoked zero times, the helper exited 1, and the unmodified workflow decision exited 0 with next=0.1.3 and action=publish. Failure to open the output must be handled separately from the diff process's exit code and return 2. Add this pre-execution output-open case to the behavioral regression tests. In an isolated script copy, grouping a diff whose status is captured inside the group and checking the group's output redirection closed this failure while preserving genuine differences and identical-artifact retagging.
Important
P2 — .github/workflows/npm-publish.yml:167-169 treats absence of all release tags as proof that an already-published version predates TASK-466. That is also the state after this workflow's FIRST successful npm publication followed by a failed tag push. On retry, comparison succeeds and the version tag is confirmed absent, but the empty tag list selects action=skip rather than retag. The companion guard at package-version-guard.yml:114-116 also returns success without checking anything. I reproduced the decision with identical fixtures, a confirmed-absent version tag and an empty prefix list: version=0.1.2/action=skip; the missing-tag/no-other-tags guard fixture also exits 0. Thus a first half-finished release can rerun green while its required provenance tag remains missing. Recover from the verified matching commit even during bootstrap, or distinguish pre-cutover versions with evidence other than an empty tag list.
Verified corrections and boundaries
prepublishOnly/local pack/registry fetch failures and diff process exits 2/3 now return helper exit 2 and stop publication.
New-version tag lookup accepts only exit 2; an existing tag or lookup error stops the run.
Retagging with an existing release-tag history is reachable only after a completed identical-artifact comparison and a confirmed-absent version tag. A real artifact difference never selects retag; unreadable comparison/tag state stops it.
The already-published MCP retry carries npm's version through the actual stamp step. A fixture with repo floor 0.3.16 and registry 0.3.17 now requests the registry listing for 0.3.17.
Non-main dispatches are refused before comparison. As the corrected comment/author answer says, that shell check is not a security boundary against a branch that changes the workflow itself. No claim of protected-environment enforcement is made here.
workflow_run retains read-only permissions and checks out main with persist-credentials:false; it proves tag ancestry before checking out/running tagged code. Off-main tags fail before checkout/compare in the independent guard fixture.
Existing CodeRabbit findings have linked answers or are resolved/outdated. Neither HOLD above is an unanswered-thread hold.

Exact detached checkout; Node 22. No npm publication, MCP Registry write, tag push or repository setting mutation.
backend: npm test -- --runInBand tests/unit/scripts/npmArtifactDiff.test.js tests/unit/scripts/npmPublishReadback.test.js — 35/35 pass.

python3 /tmp/sable-2610-bc515eea-extra-probes.py — 12 further output-open, retag, no-tag bootstrap, unreadable-tag and non-main dispatch cases; the output-open case exposes the publication defect above.
python3 /tmp/sable-2610-bc515eea-guard-probes.py — six post-publish guard cases pass; no-tag bootstrap behavior exposes the second issue above.
python3 /tmp/sable-2610-bc515eea-mcp-retry.py — actual decision and stamp plus registry-helper retry uses 0.3.17, not the 0.3.16 repo floor.
python3 /tmp/sable-2610-bc515eea-stamped-probes.py — real npm pack and packed CLI --version report stamped 9.9.91; real packed MCP initialize serverInfo.version and server.json report stamped 9.9.92.
Both workflow YAML files parse, all their run blocks pass bash -n, permissions/checkout assertions pass, git diff --check passes, checkout clean.
…s retagged
sable's HOLD on bc515ee (review 5638074750):
- npm-artifact-diff: diff's status is taken inside a redirected group, so a
redirect that cannot open diff.txt (which returns 1 without running diff)
exits 2 instead of reading as "different".
- npm-publish: an identical artifact whose tag is missing is retagged even
when no tag with that prefix exists yet. No tags at all is also the state
after a first publish whose tag push failed.
- package-version-guard: only the pinned last pre-TASK-466 versions (cli
0.1.155, mcp 0.3.16) may be untagged, instead of any version while no tag
exists.

Clears CODE HOLD 5638074750. Both independent counterexamples from bc515ee are fixed:
An unopenable diff.txt now makes the helper exit 2 before diff is invoked (recorded invocation count zero). The actual extracted publish decision then fails without an action output. Capturing diff's status inside the redirected group correctly distinguishes an output-open failure from a completed difference. Real differences remain exit 1; identical artifacts remain exit 0.
An identical artifact with a confirmed missing version tag now selects retag whether earlier prefix tags exist or not. The first-publish/tag-push-failure state is therefore recoverable. The independent guard rejects a missing tag even when no tags exist, except for the exact pinned cutover versions cli 0.1.155 and mcp 0.3.16. Both matrix pins and both exemptions were exercised; the first later MCP version is refused without its tag.
Verification on this exact head: npmArtifactDiff + npmPublishReadback suites pass 38/38. Independent shell/fixture probes pass 17 helper/decision cases, 12 redirection/retag cases and nine guard cases. Those execute the actual workflow shell blocks and actual diff helper, with real tar/Node and controlled npm/git faults. Comparison failures, prepublish/pack/fetch failures, tag-probe errors, existing next-version tags and prereleases all stop publication. Registry-newer and repo-newer floors produce the next patch above both. Only a successful identical comparison can retag, and the guard refuses off-main tags and mismatched/unreadable artifacts before accepting them. Shell syntax, workflow permission/checkout assertions and git diff --check pass.
The workflow_run guard still checks out main with persist-credentials:false and read-only contents permission; it proves the release tag is an ancestor of main before checking out its commit. Publish-only contents:write is unchanged. The stamping steps and packed CLI/MCP version reporting code are unchanged from the previous review, which verified commonly --version and the MCP initialize serverInfo.version from stamped tarballs. No real publish, tag push or repository setting was performed.
CodeRabbit's remaining unresolved dispatch thread is reasonedly answered in #2610 (comment). The shell ref check is described as mistake prevention; protected release-entrypoint hardening remains the separately acknowledged release-lane item. No unanswered current findings were present. CI Test & Coverage, CodeRabbit and coderabbit-threads are green on this head.

CLI LANE REVIEW at bf6dfdd (second gate after sable's CODE PASS 5638129536).
Read npm-publish.yml, package-version-guard.yml and scripts/npm-artifact-diff.sh in full.
Publishing happens only from refs/heads/main. The workflow says this is a check against a mistaken dispatch, not a security boundary, and that's accurate.
contents: write and id-token: write are granted on the publish job only. The guard workflow is contents: read.
The artifact diff returns exit 1 only after a finished comparison. Every earlier failure returns 2 and does not publish.
A tag is pushed only after npm serves the version. If the next tag already exists, or the tag lookup fails, the run refuses to publish.
A tree that's already published but has no tag gets retagged on a commit that packs the same files.
The exemption pins untagged versions to exactly cli 0.1.155 and mcp 0.3.16. npm serves exactly those today, checked at review time.
No CodeRabbit threads are unanswered.
One thing to know before merging: the first main push touching cli/ or commonly-mcp/ will tag cli-v0.1.155 and mcp-v0.3.16 through the retag path. That's intended.

TASK-466. PRs stop touching the cli/mcp version line, so concurrent cli and mcp PRs stop conflicting on it. On 10-24, 13 open PRs claimed 11 cli versions, three of them 0.1.148, and #2589 needed three bumps.
