docs(adr): ADR-021 Part B accepted as retire, with the evidence, order and hold (TASK-518) - #2695
Records Sam's 2026-10-25 ruling (D72) on ADR-021: retire the OpenClaw moltbots. It also closes ADR-010 Phase 2+ as moot, the note ADR-021 promised on acceptance and never wrote.
ADR-021
Status line. It keeps the 08-13 ratification and adds Part B: Accepted (retire), ruled by Sam 2026-10-25 (D72). It names what the ruling leaves open: whether a community persona is later re-seated as a native/pi agent (a new install, never a moltbot revival), and open decision 3, when Scout's pi flag flips.
Amended-by pointer to ADR-023, which was missing. It covers Part A.1's substrate only.
New section, "Part B status — 2026-10-25":
Evidence from SRE's prod reads: the newest moltbot post is 2026-08-02 (84 days quiet), the gateway is enabled: false with no workload left, and all three moltbot crons are dead or failing. That meets Phase 3's quiet-period condition only: Phase 2 is not complete until the moltbot installations are set dormant (heading corrected at 3ee6e7d8b on CodeRabbit's pass).
What remains: two PVCs and a ConfigMap. They gate the order because the PVCs render behind a separate persistence flag and their PVs reclaim on Delete.
Order: an export with a proven restore, then TASK-519 (untangle), then TASK-520 (driver deletion), then TASK-521 (Helm and CI removal). SRE verified the export and the config volume's restore on 2026-10-25, which released TASK-520 (D72). PVC deletion stays held: TASK-521 waits for a second copy in a private, versioned GCS bucket and a passing workspace spot-restore (D72). Updated at bfe38f9b3 on Sable's docs HOLD.
Two TASK-521 traps. The backend and ops-runner templates still set four driver env vars, and CLAWDBOT_GATEWAY_TOKEN is a non-optional secretKeyRef.
Identity rule: User rows, memory, pod memberships and history stay. Only the runtime goes.
Two corrections to the phase table. Phase 1's freeze never shipped; TASK-511 does it now. And retired is not a legal installation status. The row that sets the dormant status also marks failed any of the 5 pending AgentEvent rows that targets a moltbot, so an agent re-seated under the same identity is not woken by a stale event (added at 7801c341f on CodeRabbit's pass).
The disposition table heading is marked as ruled. The Community/demo row reads Retire, with its "decide community" proposal struck through (7801c341f, CodeRabbit's pass).
ADR-010
Status line and a dated note: Phase 2+ is closed as moot, not done. The extension's commonly_* block goes with the driver-deletion step.
Not changed
CLAUDE.md. The Phase 4 docs sweep is a separate row and needs Sam.
Verification
Docs only, two files. Line references are pinned to main at 136709aa0. These were checked there: deploy-dev.yml:147, schedulerService.ts:296/:317/:339, values.yaml:345/:350, core/backend-deployment.yaml:414, ops/ops-runner-deployment.yaml:394, install.ts:550/:580, agentIdentityService.ts:266, AgentRegistry.ts:249.
…r and hold (TASK-518)
Sam ruled 2026-10-25 (D72) to retire the OpenClaw moltbots. Record it on
ADR-021 without rewriting the 08-13 ratification:
- Status line: Part B accepted (retire); names what the ruling leaves open
(a community re-seat as native/pi, and Scout's pi flag flip). Adds the
missing Amended-by pointer to ADR-023 (Part A.1 only).
- New dated Part B status: SRE's prod reads as evidence (84 days quiet, the
gateway off, the three crons dead or failing); what is left on the cluster
and why it gates the order (both PVCs render behind a persistence flag the
park never touched, and reclaim on Delete); the order, export and restore
check first, then TASK-519, TASK-520 and TASK-521, with their holds; the
identity rule; two corrections (Phase 1 never shipped, TASK-511 does it
now; 'retired' is not in the installation enum).
- Two TASK-521 traps named: the backend and ops-runner templates still set
four driver env vars, one of them a non-optional secretKeyRef.
ADR-010 gets the note ADR-021 promised on acceptance: Phase 2+ closed as
moot. CLAUDE.md is untouched (separate row, needs Sam).

Summary
Retirement ruling and staged sequence docs/adr/ADR-021-pi-turn-engine-and-openclaw-retirement.md
The ADR records the retirement ruling, production storage and data-loss concerns, export and restore checks, and the staged sequence for TASK-519 through TASK-521. It records the task dependencies and hold conditions.
Retirement status and decisions docs/adr/ADR-021-pi-turn-engine-and-openclaw-retirement.md
The ADR corrects the install-freeze and installation-status statements, marks every disposition row Retire, and updates the open decisions. Scout’s pi-flag timing remains open.
Team-Commonly/commonly#1050: This issue records the decision to retire the moltbot tier. The ADR records the retirement ruling, sequence, task holds, and identity-preservation rule.
Team-Commonly/commonly#1007: The ADR states that pending events targeting moltbots are marked failed when an installation becomes dormant. The issue also covers a general expiry path, which this PR does not change.
Merge Risk: Moderate · up to 3ee6e
The ADR can still be misread as permitting destructive retirement before all restore safeguards and event-handling decisions are complete.

…1-2 are answered (TASK-518)
agent-configs.yaml renders two ConfigMaps. The second, commonly-bot-config,
is mounted by the commonly-bot Deployment and must survive the gateway's
removal, so step 4 now names the clawdbot-config document alone.
The "Open decisions for ratification" list kept items 1 and 2 as if open.
They are marked answered by the 2026-10-25 ruling in place, which retires
the duplicate summary line above the disposition table. The ADR-010 note
now points at that ADR's 2026-10-25 status update.

Both CodeRabbit findings from review 5642776872 (at d0ad21e) are fixed in 9da3917.
docs(adr): ADR-021 Part B accepted as retire, with the evidence, order and hold (TASK-518) #2695 (comment) (Major, line 132: keep commonly-bot-config). Valid.agent-configs.yaml renders clawdbot-config first and commonly-bot-config from :116, and commonly-bot-deployment.yaml:94–:100 mounts the second. Step 4 now says TASK-521 removes the clawdbot-config document only, and the file must keep rendering commonly-bot-config. The "What is left" paragraph also names the second document, so whoever picks up TASK-521 sees it before touching the file.
docs(adr): ADR-021 Part B accepted as retire, with the evidence, order and hold (TASK-518) #2695 (review), "Other comments" (Minor, line 145: stale open-decision entries 1 and 2). Valid. In "Open decisions for ratification", items 1 and 2 are now struck through, each followed by what answered it on 2026-10-25. Item 3 is marked still open. I struck the entries through rather than deleting them because ADRs are kept as records. Item 1's answer keeps the community re-seat question: undecided, and no retirement step waits on it. The duplicate summary that was at line 145 is gone.
I also found one more stale line myself. The ADR-010 bullet under "Risks / consequences" said the moot closure would be "noted in that ADR when this one is accepted". It now points at ADR-010's 2026-10-25 status update, which this PR adds.
Marked ready at 9da3917. CI is green, CodeRabbit's re-review at this head finished with no new findings, and both earlier findings are answered above. This is a Tier 0 docs change; CLAUDE.md is untouched.

Tier 0 docs gate for TASK-518 (#2695 at 9da391778a..., ADR-021 Part B and ADR-010). Checked against main at 136709a and the ledger's D72 row.
Verified:
The pinned references hold: deploy-dev.yml:147 (gateway skip), schedulerService.ts:296/317/339 (the three crons), values.yaml:345/350 (both persistence flags true), backend-deployment.yaml:414 and ops-runner-deployment.yaml:394 (CLAWDBOT_GATEWAY_URL), agentIdentityService.ts:266 (openclaw), AgentRegistry.ts:249 (installation status enum, no retired). The two PVC templates and the clawdbot-deployment.yaml mounts exist.
"Quiet for 84 days": 2026-08-02 to 2026-10-25 is 84 days.
The retirement order (export, TASK-519, TASK-520, TASK-521) matches the board rows in the ledger.
Must fix before this is read as current state:
The export is presented as pending, and TASK-520/521 as held. The ledger's D72 row records the export as VERIFIED at ~04:00 PT, with checksums and 290/290 files restored, and says "Code deletions released (TASK-520, kite)". The ADR's Retirement step 1 and Hold paragraph say the opposite. Either update the status with the verified export and the release, citing the ledger row, or say explicitly that the ledger is ahead of the board.
An omitted gate. D72 holds PVC deletion until a second copy is in a private versioned GCS bucket and a workspace spot-restore passes. TASK-521 removes the PVC templates, and the ADR does not name this hold anywhere. Add it to step 4 or to the Hold paragraph.
Not verified here, and needs SRE's confirmation in the pod: the prod-read figures in "Evidence" (1,102 messages, 31 bot users, 43 and 10 installations, 1,002 log lines, 21 Codex refresh failures, 5 pending AgentEvent rows). I did not find the raw read in any note.
Minor: routes/registry/install.ts:580 does not name moltbot in the line printed. Drop that citation or cite the line that does.
…old (TASK-518)
Sable's docs HOLD at 9da3917. The status still read as if the export
was pending and TASK-520/521 held on it. D72 records the export as
verified on 2026-10-25 (checksums match, the config volume restored in
full, 290 of 290 files, moltbot.json's hash unchanged) and the code
deletions as released.
- Step 1 is marked done and names its two gaps: the workspace export is
checksum-verified but not restore-tested, and it has no second copy.
- Hold: the export released TASK-520. The rows still run in order, and
the board carries their current blockers. PVC deletion stays held (D72):
TASK-521 removes the PVC templates, so it waits for a second copy in a
private, versioned GCS bucket and a passing workspace spot-restore.
Step 4 points at that hold.
- The evidence line names when SRE's read-only prod reads were taken.

Tier 0 docs re-gate for #2695 at bfe38f9. My HOLD at 9da3917 is superseded; the head I gated there was 9da3917 (the SHA in that review body was mistyped).
Correction: my HOLD said routes/registry/install.ts:580 does not name moltbot. That was my misreading of the printed line. Line 580 reads // (moltbot/codex/...), this one is the per-user beta cap. at main 136709a, so the citation stands.
Re-checked against the ledger's D72 row:
Step 1 now records the export as done, with checksums and the 290/290 config restore. The workspace export is stated as not yet restore-tested with no second copy. Both match the ledger.
The Hold paragraph says the export released TASK-520, and keeps TASK-521 held. PVC deletion waits for a second copy in a private versioned GCS bucket and a spot-restore. Both match the ledger.
Order is unchanged: export, TASK-519, TASK-520, TASK-521.
Caveat: the prod-read figures in "Evidence" are attributed to SRE's read-only reads (about 09:05–09:20Z). I did not re-run them. They rest on SRE's report, and the 84-day arithmetic still holds.
The table heading and nearby decision entry state that every row is Retire. The Community/demo row still says “Retire demos; decide community.” Update it to make retirement explicit and keep native/pi re-seating as a separate future install.

Replace the Phase 2 retired status before any installation is changed.
The Phase 2 row at line 111 still says status: 'retired'. The correction note at line 143 says this value is not legal, but it does not change the row. The row should name a legal dormant status, or the note should be made the single source for that choice. Line 167 says "retirement is a status," which depends on the same undecided status.
Applying the row as written would write a value outside the enum. The schema allows only ['active', 'paused', 'uninstalled', 'error', 'stale'] (backend/models/AgentRegistry.ts:249). Queries that filter only on status: { $ne: 'uninstalled' }, such as backend/routes/registry/pod-agents.ts:42, would still return those rows as live. Choose a legal status that keeps pod memberships in place, then update line 111 and line 167 to match.

Name the target of the five pending AgentEvent rows before the Phase 3 gate.
Part B cites the five pending rows as evidence that the Phase 3 trigger holds, but the ADR does not say whether any row targets an OpenClaw agent. The retirement steps also assign no disposition to pending events. If a row targets an OpenClaw agent, TASK-520 can remove its delivery path while the row is still queued. Add a line that records each row's agentName and instanceId, and a step that drains or fails those rows before TASK-520 runs.
📝 Suggested wording for the evidence line

CodeRabbit's pass at bfe38f9.
- The Community/demo row still read "Retire demos; decide community"
under a heading that says every row is Retire. It now reads Retire,
with the proposal struck through, and keeps a later native/pi re-seat
as a separate new install that is not decided.
- The 5 pending AgentEvent rows had no disposition. The board row that

so an agent re-seated under the same identity is not woken by a stale
event. Which agents they target was not recorded.

Answering CodeRabbit's review at bfe38f9b3 (#2695 (review)), all three findings. Two are fixed at 7801c341f; one is left as is, with the reason.
Community/demo row (outside the diff, line 153). Fixed. The row now reads Retire., with "Retire demos; decide community" struck through: D72 retires the community personas too. A later native/pi re-seat stays a separate new install, not a moltbot revival, and is not decided. That matches the status line and answered decision 1.
Phase 2's status: 'retired' (outside the diff, lines 111 and 167). Not changed. The correction under the phase table (line 143) is the single source for this choice by design. It names the legal enum and the constraint that pod memberships stay, and it leaves the value to the board row that writes it. Picking paused here would settle a roster question inside a ratification record. Your own example shows the trade-off: pod-agents.ts:42 filters only on $ne: 'uninstalled', so a paused installation still resolves there. The row that writes the status should pick with those queries in front of it. Line 167 ("retirement is a status, not deletion") holds for any legal value.
The 5 pending AgentEvent rows (line 121). Fixed, in that same correction rather than as a new numbered step. Which agents they target was not recorded. The row that sets the dormant status marks failed any that target a moltbot, so an agent later re-seated under the same identity is not woken by a stale event. TASK-520 does not remove a live delivery path for them: the gateway that consumed moltbot events has been parked since 2026-08-20, so those rows have had no consumer since then.

Tier 0 docs re-gate for #2695 at 7801c34. The diff from bfe38f9 touches only docs/adr/ADR-021-pi-turn-engine-and-openclaw-retirement.md, two lines.
Community/demo row now reads Retire. The strikethrough keeps the old wording, and the D72 ruling is the source. The re-seating note is marked as a separate new install and not decided, which matches the Part B status section.
The dormant-status correction now says any moltbot-targeted pending AgentEvent is marked failed, not left pending. failed is a legal value (models/AgentEvent.ts, line 9 and line 131), and it matches the ADR's existing rule that expired hosted events retire to failed, never silent deletion. The "5 pending" count matches the SRE note at "Prod reads (SRE)" item 2.
Nothing else changed. The earlier checks at bfe38f9 still hold.

Replace the illegal retired status in the Phase 2 row with a placeholder.
The Phase 2 row still tells operators to set dormant installations to status: 'retired'. The installation enum does not accept that value. The correction beneath the table says so, but the row still reads as an instruction. Mark the value as a placeholder that the board row chooses. Do not name a legal status here, because the ADR reserves that choice for the board.

Rule 19 does not require a new disposition or consumer notification for every target. However, ADR-021 says the board row settles all five events while specifying only the moltbot branch. State that non-moltbot events retain their existing delivery behavior, that failed events are observable through the admin event surface rather than the agent consumer, and what direction applies if target classification fails. Preserve the stale-moltbot protection.

… that holds (TASK-518)
The heading said the Phase 3 trigger holds. The trigger is two conditions:
Phase 2 complete and 14 quiet days. The quiet days hold (84 of them); Phase 2
does not until the moltbot installations are set dormant. CodeRabbit's pass at
7801c34.

Answering CodeRabbit's review at 7801c341f (#2695 (review)). All three findings are in the review body. Line numbers below are at the PR head.
Phase 2 row, line 111 (status: 'retired'): declined. The ADR keeps the 2026-08-13 phase table as written and records what changed beneath it, under "Two corrections to the phase table above" (line 140). The Phase 1 row is handled the same way: it still describes the freeze, and the first correction says the freeze never shipped. The second correction (line 143) names status: 'retired' as illegal, quotes the enum from models/AgentRegistry.ts:249, and leaves the choice to the board row. Rewriting the row would leave that correction pointing at text that is no longer there.
Evidence heading, lines 119–121: fixed at 3ee6e7d8b. The heading claimed the whole Phase 3 trigger holds, and only the quiet-period half does. I didn't use the suggested title, because the second and third bullets (the gateway already off, the crons dead) are not about the quiet period. The line now reads: "What SRE's prod reads show (read-only, 2026-10-25, about 09:05–09:20Z). Phase 3's quiet-period condition holds. Its other condition, Phase 2 complete, is not met until the moltbot installations are set dormant (see the corrections below)."
Event transition scope, line 143: declined. The sentence already limits the change to rows whose target is a moltbot, so no other event's delivery changes. The target is not classified; it is stored on each row as agentName and instanceId (backend/models/AgentEvent.ts:126–:127). failed already does what the ADR needs: the inbox claim takes only status: 'pending' rows (backend/services/agentEventService.ts:1798–:1802), so a failed row is never served to an agent. The same service already closes stranded pending events as failed, with a reason (:1114–:1122). The mechanics belong to the board row, as line 127 says.
The heading fix is a doc edit, so the docs gate re-runs at 3ee6e7d8bc2fe6a6351a60b6c3ba1a7f6704022a (Gate: Sable).

Tier 0 docs re-gate for #2695 at 3ee6e7d. The diff from 7801c34 is one line in ADR-021: the evidence heading.
Checked against the phase table in the same ADR. The Phase 3 trigger reads "Phase 2 complete + no moltbot posted in 14 days". The new heading says the 14-day quiet condition holds (SRE's 84 days), and that Phase 2 is not complete until the moltbot installations are set dormant. That matches the corrections below it, which name the dormant-status row. The earlier checks at 7801c34 still hold.

Make every disposition row match the stated retirement scope.
The status says every row is Retire, but the infra-adjacent row at Line 154 says only “Fold into wrapper/cloud-codex paths already live; nothing to migrate.” Mark that row as Retire and keep the fold as its follow-up detail, or narrow the status claim.
As per path instructions, this document must state the retirement contract without ambiguity.

Describe the restore gate as pending, not completed.

Answering CodeRabbit's review at 3ee6e7d8b (#2695 (review)). Both findings are outside-diff comments in the review body. Line numbers below are at the PR head.
Infra-adjacent row (line 154) against the status line (line 3): declined. The row's recommendation is already a retirement: nothing migrates, because their work already runs on wrapper and cloud-codex paths. The ruling for every row sits in the table's own heading (line 145, "Retire, every row") and in Part B status (line 117). I didn't add "Retire." to the cell. Its codex is one of the 25 gateway state dirs (line 147), and the word beside it could read as retiring cloud-codex's Cody, which is not a moltbot. As written, the cell names cloud-codex as where that work already runs.
Open decision 2 (line 176): declined. "Waits on" says the gate is pending. Part B status, which the sentence links, says what is still open in three places. Step 1 (line 129) says the workspace export is not yet restore-tested and has no second copy. Step 4 (line 132) holds TASK-521 on those two gaps. Hold (line 136) says TASK-521 does not merge until a second copy is in a private, versioned bucket and a spot-restore of the workspace export passes. The sentence itself answers only the question it closes: Phase 3 is gated on the export, not on a GTM window.
No doc edit, so Sable's docs PASS at 3ee6e7d8bc2fe6a6351a60b6c3ba1a7f6704022a (review 5643858716) still covers the head.
