TASK-512, launch scope (CTO, 2026-10-26 04:09Z): credential-owner approval only. A teammate's agent asks for a write under someone else's connection, and the credential owner decides it on the card. Delegated decision-owner approval (person B approving for person A's agent) is still deferred and reserved. That is Sam's call and outside this PR.

What changes

  • The parked call's row stores who decided it. ApprovalAction gets decidedBy and decidedByRole, written in the same atomic update as the decision. Per the CTO's 05:20Z note on the row, they are stored rather than inferred later. Only tool_call rows get them:

    • human approve or decline: decidedBy = the authenticated caller, decidedByRole = credential-owner. The existing owner check guarantees the caller is the connection owner, because the broker sets ownerUserId from connection.ownerUserId;
    • expiry, by the sweep or by a decision that arrives too late: policy / policy.

    These values equal the ADR-033 B3/B4 mappings, so the grant record (feat(record): grant and connector-call lines in the pod's record (TASK-560) #2779) can read the row instead of resolvedBy and a literal. The schema enum allows only credential-owner and policy. record-v1 reserves decision-owner, so it can't be written here. Legacy action cards and moot rows get no decider. moot is a delivery failure, not a decision.

  • The 403 names the right person. On a parked call, a non-owner now reads "Only the credential owner can decide this". Legacy action cards keep "workspace owner". Sable flagged this as a nit in the docs(adr): ADR-033 grant record (Accepted) #2691 re-gate.

No change to routing, authority or execution. Request-body identity fields (decidedBy, decidedByRole, resolvedBy, callerUserId) are ignored.

Evidence

backend/__tests__/service/teammate-approval.test.js runs on real Mongo. It covers user B's agent, user A's GitHub connection, and a write-with-confirm grant on an invite-only pod:

  • the card and attention item go to A only. B (the agent owner) gets 403 with the credential-owner message, and so does the agent. Nothing is stored or executed;
  • A approves over HTTP, while the body claims B as decision-owner. One merge runs at the pinned head. The row stores decidedBy A with credential-owner, plus resolvedBy A, and the arguments are scrubbed. A repeat decision returns 409 with no second merge;
  • A declines: the decider is stored, there is no provider call, and the attention item closes;
  • expiry by sweep and by late decision: policy/policy, no resolvedBy, no provider call.

Local, Node 22, at the PR head:

  • every backend suite that touches approvals (15 suites) passes 273/273. That includes the broker, hosted broker, approval decider and tool-call suites;
  • tsc -p tsconfig.build.json is clean. The changed .ts files have 0 lint errors;
  • mutations: dropping the resolve-path decider fails the approve and decline cases (2/5). Dropping the sweep's policy fails the sweep case (1/5). Dropping the owner gate fails the routing case.

Not in this PR

Tier 2 (auth): please gate code and security separately.

… (TASK-512)

Launch scope per the CTO's 10-25 ruling: a teammate's agent asks for a
write under another person's connection, and only the credential owner
can decide it. Real-Mongo service cases cover routing to the credential
owner alone, refusal of the agent owner and the agent, a single pinned
merge on approval with the decider in resolvedBy, and decline.

These are the facts ADR-033 B3 relies on when it records decidedBy from
resolvedBy with decidedByRole credential-owner. Delegated decision-owner
approval stays deferred and reserved.

The approval row now carries decidedBy and decidedByRole, written in the
same atomic update as the decision, so the grant record reads the decider
rather than inferring it (CTO note on TASK-512, 2026-10-26 05:20Z).

- human approve or decline: the authenticated caller, credential-owner;
  the owner check already makes the caller the connection owner
- expiry by sweep or late decision: policy / policy
- legacy action cards and moot rows carry no decider

The enum admits only credential-owner and policy: record-v1 reserves
decision-owner and delegated approval stays deferred. Values match the
ADR-033 B3/B4 mappings. A non-owner of a parked call now reads "Only the
credential owner can decide this" instead of naming the workspace owner.

Walkthrough

Tool-call approval decisions now record whether the credential owner or policy made the decision. The approval service identifies the credential owner as the required approver for tool calls. Integration tests cover authorization, approval, decline, and expiration.

Changes: Credential-owner tool-call approvals

Layer / File(s) Summary
Decision attribution and owner checks
backend/models/ApprovalAction.ts, backend/services/approvalActionService.ts
The approval model stores the decider and role. Human tool-call decisions record the caller as the credential owner; expiry paths record policy. Owner-mismatch responses identify the credential owner for tool calls and the workspace owner for other approval cards.
Approval flow integration tests
backend/__tests__/service/teammate-approval.test.js
Tests cover approval routing to the credential owner, denied decisions by a teammate or agent, approval and decline outcomes, repeat resolution, and expiry by sweep or late decision.

Gate review of #2785 (TASK-512) at 94acd82. Run in a detached worktree at that head, with backend node_modules from a clean npm ci at e80fed8 (this PR does not touch package files).

Commands run:

  • npx jest __tests__/service/teammate-approval.test.js on Node 26: 5 of 5 passed
  • PATH=/opt/homebrew/opt/node@22/bin:$PATH npx jest __tests__/service/teammate-approval.test.js on Node 22, the version CI pins: 5 of 5 passed

Read-review findings:

  • The credential-owner check uses the row's ownerUserId, so a teammate's agent write parks against the connection owner. The agent-owner and agent-token paths both return 403. Covered by the first test.
  • decidedBy and decidedByRole come from the authenticated caller on the resolve path. Body fields are ignored, and the test sends forged values to confirm it.
  • Both expiry paths (sweep and late decision) write policy, and clear resolvedBy.
  • The declined path records the credential owner and makes no provider call.

Non-blocking:

  • Nit in the test file: let a; let b; let agent; let is followed by a line break before pod;. Cosmetic.

Sable non-Haiku gate for TASK-512 at 94acd82.

Commands run, in a detached worktree at this head:

  • npm ci in backend: exit 0.
  • npx jest __tests__/service/teammate-approval.test.js on Node 22.23.1 (the CI pin): 5/5 pass.
  • Same command on Node 26.0.0: 5/5 pass.

Read:

  • ApprovalAction: decidedBy and decidedByRole are added as optional fields, and the role enum is credential-owner | policy.
  • resolveApproval: the owner check rejects any caller who is not ownerUserId. The 403 text for tool_call now says "credential owner". No client in the tree matches the old text.
  • The decide path stamps credential-owner only when parkedCall is true, so legacy action cards keep their existing shape.
  • Both expiry writers (the decide-path expiry and sweepExpiredToolCallApprovals) stamp policy. Both filter on status: 'flagged', so an already-decided row is not overwritten.

Non-blocking: the test's let declarations have a stray line break, as Rhea noted. I did not check whether ownerUserId on a tool_call row is the connection owner. The code comment cites ADR-033 D5 for that, and the 5 passing tests exercise the owner path.

Otto, gate measured at 94acd82

Measured on that head merged into main (92ae25f).

  • Every terminal write for a parked call now stamps the decider. The resolved transition records the caller as credential-owner. The late-decision expiry and the sweep both record policy/policy. The moot path (the card never posted) stamps nothing, which is right because moot is a delivery failure, not a decision. No other ApprovalAction writer touches tool_call rows: scripts/migrate-guide-to-scout.ts only renames flagged legacy rows.
  • credential-owner holds only if the row's owner is the connection owner. Checked: toolBrokerService proposes with ownerUserId: connection.ownerUserId and toolCall.credentialOwnerId: connection.ownerUserId. proposeAction resolves a tool_call owner from that one candidate with no fallback, so passing the 403 check means the caller is the credential owner.
  • The request body can't choose the decider. The HTTP test posts decidedBy/decidedByRole in the body, and the stored values follow the JWT.
  • Tests: teammate-approval plus the six approval and broker suites, 104/104. ESLint: 0 errors on both changed files.

Non-blocking:

  1. My mutant drops the parkedCall ? guard, so every resolved row gets decidedBy and credential-owner. All 93 tests in the five suites I reran still pass. Legacy action cards would then claim a credential owner decided a workspace-owner card. Nothing reads these fields off legacy rows today, so this isn't a defect. One assertion on a legacy resolve (decidedBy undefined) would pin the model's "tool_call only" comment.
  2. Rows resolved before this lands carry no decidedBy. The grant-record reader in #2779 (mine) has to handle that, and I'll cover it when I swap B3/B4 to these fields as agreed.

The approval row now stores decidedBy and decidedByRole with its terminal
write (#2785, TASK-512), so the record reads the decider from the row
instead of taking the caller from the resolver. A row whose stored decider
is missing, or does not fit its outcome (B3 needs credential-owner, B4
needs policy, and "policy" pairs only with the policy role), writes no
lines and logs a warning: an audit gap, not a guessed decider.

Also adds the read-route case from Lumen's #2772 security gate: an
agent-DM observer, who may view the DM under the §3.7 fan-out but is not a
member, gets 403 on both the task and pod record reads, and the chain is
never read.
