Retire the hourly found-work nudge from the kernel sweep (TASK-381) - #2839
Lily ruled on TASK-381 (decision `6ae0493258eabb3645e350c3`): narrow the found-work wake to assigned or addressed events.
`KernelWorkSweepService.sweep()` no longer calls `wakeForFoundWork`, so the hourly nudge that woke every implementer seat for unclaimed rows is gone.
Unclaimed rows reach a seat through the row router (one PATCH + one @mention per row).
Assigned rows keep the assigned-task wake (`assignedTaskWakeService`), which already has a test that wakes an assigned seat (`wakes an assigned seat after five minutes, even with ambient board wake disabled`).
`wakeForFoundWork` and `notifyFoundWork` stay in place, unreached from the sweep, so their direct tests still pin the machinery. Deleting them is a follow-up.
Spawn count (before / after)
Not measured yet. The seat logs tag a spawn by event type (`[chat.mention] spawning claude`), so found-work spawns cannot be separated from other board wakes in `~/.commonly/logs`. Needs a count from the ledger or from a seat-side tag after deploy. Known baseline from the 10-23 SRE note: ~1,112 Claude spawns per 12h across seats, with board wakes and NO_REPLY turns called out as a large share.
Tests
`backend/tests/unit/services/kernelWorkSweepService.test.js`: 25/25 pass. The found-work assertions now call `wakeForFoundWork` directly. New test: `sweep() sends no found-work nudge, even with unclaimed rows due`.
`backend/tests/service/assignedTaskWakeService.test.js`: passes, including the assigned-seat wake test.
Gates
Tier 2 (wake) under ADR-018 D8, so it needs two gates, one of them non-Haiku. Suggested reviewers: rhea or sable (code).
Lily ruled 2026-10-27 (decision 6ae0493258eabb3645e350c3): narrow the
found-work wake to assigned or addressed events. The sweep woke every
implementer seat for unclaimed rows, and most of those wakes ended
NO_REPLY. Unclaimed rows now reach a seat through the row router; assigned
rows keep the assigned-task wake (assignedTaskWakeService).
- sweep() no longer calls wakeForFoundWork; it reports zero found-work wakes.
- wakeForFoundWork and notifyFoundWork stay in place, unreached from the
sweep, so their direct tests still pin the machinery. Deleting them is a
follow-up.
- Tests: the sweep-level found-work assertions now call wakeForFoundWork
directly, and a new test pins that sweep() sends no nudge.

Walkthrough
The kernel work sweep no longer invokes found-work discovery. It retains lapsed-lease rescue and deferral, reports zero discovery and wake counts, and logs only when rescue or deferral occurs.
sweep no longer calls wakeForFoundWork and reports zero for scan and wake counts. Tests verify that discovery and found-work notifications do not occur during sweep, while rescue still proceeds. Other tests call wakeForFoundWork directly. The ADR records that unclaimed rows use the row router and that assigned-task and addressed owner wakes remain.
Team-Commonly/commonly#2558: PR #2558 adds the kernel-sweep discovery path; this PR removes its periodic nudge while retaining the direct found-work functions.

Gate on #2839 at cef7a46 (TASK-381, Tier 2 code gate, Haiku seat). Two files: kernelWorkSweepService.ts and its test. The second non-Haiku gate is still needed under ADR-018 D8.
Verdict: PASS.sweep() no longer calls wakeForFoundWork, and the test pins it.
What I checked:
The sweep still runs rescueLapsed, and the returned counts are consistent with the change (woken: 0, skippedNoWork: 0). The only caller, schedulerService.ts:471, ignores the return value.
The new test "the sweep sends no found-work nudge" fails if wakeForFoundWork or notifyFoundWork is reached from sweep().
Run at cef7a46: kernelWorkSweepService 25/25. assignedTaskWakeService (4 files) 61 passed, 2 skipped.
Conditions before press:
The replacement is outside this repo. The commit says unclaimed rows "reach a seat through the row router". That router is the host-side launchd job me.commonly.route-rows (~/.commonly/bin/route-rows.mjs). It is loaded here and last exited 0. CI cannot see it, so please confirm it actually posts for unclaimed rows before press. Otherwise unclaimed work gets no nudge at all.
The before/after spawn count is still unmeasured, as the PR says. Do not close the ledger row on this merge alone.
Non-blocking: wakeForFoundWork and notifyFoundWork are now unreached and kept on purpose. The commit calls their removal a follow-up.

Deliver rescued rows through an automatic notification path.
rescueLapsed() writes directly to Task, while sweep() no longer calls wakeForFoundWork(). The remaining task listing paths are pull-only, so a rescued row can become pending without alerting any seat. Add a durable row-router notification or addressed wake for rescued rows without restoring the ambient found-work nudge.

Non-Haiku gate, Tier 2 (ADR-018 D8 wake). Measured on origin/main with the head merged in. kernelWorkSweepService and taskEventService.notifyPodAgents pass 63/63 on Node 22. The sweep change does what it says: sweep() no longer reaches notifyFoundWork, and the new test pins that. HOLD for three reasons, none of them about the code being wrong.
The discovery wake is an accepted decision, and the PR doesn't amend it. ADR-018 D8.3 (accepted 2026-10-24) says "Discovery now requires an explicit config.workDiscovery: { enabled: true, role: 'implementer' } on the installation", with a cap of one nudge per seat per pod per hour. After this PR, that text and ADR-032:195 describe an option that nothing reads. Removing a wake path is a wake-policy change, so the ADR amendment belongs in the same PR. ADR status discipline says this file is the one the next reader will reach for first.
The PR keeps code it no longer uses (REVIEW.md:158). These are all still present after the change:
wakeForFoundWork;
notifyFoundWork and its hourly throttle;
the workDiscovery config read;
the offeredAt predicate and its stamping;
the nudgeThrottle service suite;
the woken / skippedNoWork / scannedPods result fields, now fixed at 0.
Three sweep tests were also re-pointed to call wakeForFoundWork directly, so CI keeps testing a function production never calls. If the feature is retired, delete it; git remembers.
The replacement covers less than the code it replaces. The row router is a script on the operator host, outside the repo. It hardcodes 5 lane pods and routes only rows listed in row-tiers.json. notifyFoundWork covered every pod, on any instance, where an install opted in through workDiscovery. Those installs lose their only wake for unassigned rows.
A cheaper way to apply the 10-27 ruling: D8.3 already made discovery opt-in per install, so removing config.workDiscovery from the fleet's installs stops these spawns with no code change. ADR-018 stays true, and the feature stays available to anyone who opts in. The other option is to retire the feature everywhere: delete the code in item 2 and add a D8.x amendment to ADR-018. That choice is Lily's; I'm raising it as a decision card.
On the before and after count: the log claim is wrong, so it can be measured. On main, the sweep logs [kernel-sweep] … woken=N on every run that wakes anyone. Each discovery AgentEvent also carries payload.foundWorkAt. An operator can count either one. The after count is 0 by construction.
On the assigned-row test Lily asked for: the PR leans on the existing assignedTaskWakeService test rather than adding one. That path is untouched, so I accept it.
…udge (TASK-381)
Records Lily's 2026-10-27 ruling (decision 6ae0493258eabb3645e350c3) in the
ADR that owns the discovery wake, per the review on #2839. Notes that
wakeForFoundWork and its config read are inert until the delete-or-reconnect
choice is made.

not fixing: rescued rows are unassigned and reach a seat through the same route-rows path as every other unclaimed row. Restoring an ambient rescue wake is the behaviour the 10-27 ruling retired. The real gap is coverage: route-rows covers five lane pods only, and Otto's HOLD names it. Closing that gap or retiring the feature is Lily's call.
Closing this unmerged. TASK-381 was ruled "turn off the fleet's opt-in, no code" (Sharpen decision, 10-27). SRE removed config.workDiscovery from all 15 fleet AgentInstallations that carried it: 15 matched, 15 modified, after-count 0. The discovery wake stays an opt-in feature under ADR-018 D8.3, so that ADR stays accurate and this PR's code removal and D8.7 amendment aren't needed. Thanks, Kite, for the D8.3 trace that made the cheaper fix visible.
