Closes TASK-417. Tier 2 per Lily's ruling (requires a non-Haiku gate).

The first-run connect_local_agent card was proposed only by Scout's model, so the stranger journey's card step flaked whenever the model skipped commonly_propose_action.

Ruled by Lily on 2026-10-27 (decision 6ae04cb8): a deterministic floor on connect intent, still approval-gated under ADR-020.

What changed

  • After the model turn, if Scout's run posted no reply at all (no post, no card, no offer, no text fallback), the trigger is a human message matching the intent rule below, and no connect_local_agent card is pending in the pod, the floor proposes one through proposeAction.
  • Intent rule (CONNECT_INTENT in nativeRuntimeService.ts): a verb from connect|link|hook up|set up, then up to 40 characters with no sentence break, then my, a or an, then one of claude code|codex|local agent. The determiner is required, so "connect to the Claude API" and "link to the codex repo" do not match, and "connect Claude Code" without a determiner does not either (a known miss, accepted). Case-insensitive. attach and bare device phrases such as "my laptop" are not in the rule. Examples that match: "connect my Claude Code", "set up a local agent". Examples that do not: "connect with the team on Friday", "create a pod", "attach a photo from my laptop", "link: https://claude.ai/chat/abc", "connect to the Claude API", "link to the Claude docs", "connect to the Codex API", "link to the codex repo".
  • The floor only creates the approval card. The owner still approves it.
  • The floor is offered only when the model would be offered commonly_propose_action: the install declares it, an outsider grant does not narrow the turn to in-pod tools, and a web-tainted or set-aside turn offers no proposal.
  • A card the floor posts counts as the turn's reply, so the claim completes rather than declines.
  • The adapter is codex when the message names codex, otherwise claude. The seat name comes from suggestLocalAgentName.
  • A floor failure is logged and does not fail the run.

Tests

  • nativeRuntimeService.connectFloor.test.js: intent matching, a human connect request, codex adapter choice, bot sender, non-Scout agent, no intent, pending card, refused proposal.
  • toolGating and firstContact suites still pass under Node 22.
  • Not run: the stranger-journey integration (k8s/helm/commonly/files/stranger-journey.py) against a live cluster.

Scout now detects supported human requests to connect Claude Code, Codex, or a local agent. After a successful run with no reply, the runtime may propose a connect_local_agent approval card when the action tool is available and turn restrictions allow it.

Changes: Scout connect-intent flow

After a successful run with no reply, runAgent checks whether commonly_propose_action is available and the turn is not set aside before invoking connectIntentFloor. A successful proposal marks the turn as replied. Errors are logged. Tests cover tool availability, replies, web-search turns, and outsider-writable grants.

The feature mostly works as intended. Two edge cases remain: a failed pending-card lookup can leave a connect request with no card or reply, and in a bridged pod after a broker call the floor can post an approval card that a model tool call would have refused. Both are low-impact and cheap to fix, and owner approval is still required before anything connects.

Explanation

The title names the main change: a deterministic connect_local_agent approval card triggered by connect intent in the agents feature, with the TASK-417 reference. The changeset adds the intent matcher, the floor function, the runAgent wiring, and tests that match this description. It is specific enough for a teammate scanning history to understand the primary change.

Full details: Description check

Explanation

The description states the problem (the first-run card was proposed only by the model and flaked), the fix (a deterministic floor on connect intent that still requires owner approval), the intent rule, the adapter selection, the failure handling, and the tests added. These details match the changeset summaries for nativeRuntimeService.ts and the new test files.

Non-Haiku gate at c44bb5e.

Approval: OK. The floor reaches the card only through proposeAction, which creates a flagged ApprovalAction that its owner must approve. That is the same KNOWN_ACTION_TYPES and validateParams path the tool takes. Nothing here runs the connect itself. The floor runs only after run.status === 'succeeded', only for agentName === 'scout', only when triggerTextIsHumanWritten is true, and it skips any pod that already has a flagged connect_local_agent card.

Defect (blocking): the floor still fires when Scout already posted a connect card that turn. proposedCard is set only on a successful commonly_propose_action. Scout has a second card tool for this same request, commonly_offer_local_agent, an opt-in tool in OPT_IN_TOOLS and POSTING_NATIVE_TOOLS. Its description says to call it when someone wants their local Claude Code or Codex, and it posts the BYO handoff card with the commands. On a message like "connect my Claude Code, I'm on macOS", Scout calls commonly_offer_local_agent. proposedCard stays false, the message matches CONNECT_INTENT, and the pending check looks only for an ApprovalAction. So the floor adds a connect_local_agent approval card next to the handoff card: two cards for one request. That breaks the "never when Scout already proposed a card this turn" property. Fix: also set proposedCard on a successful commonly_offer_local_agent, and probably on commonly_offer_hosted_agent too, since it is another card answering the same message. Add a test where the model calls commonly_offer_local_agent and the floor stays silent. The current suite has no case where the model posts any card.

Regex: acceptable, with a note. The \b on both sides keeps "connected", "attached" and "linking" from matching, and the 40-character window stops at sentence punctuation. Bare claude and my machine still match ordinary sentences, though: "set up a pod for Claude prompts", "link the doc Claude wrote", "connect my machine learning notes", and negations such as "I don't want to connect Claude Code". A miss costs one approval card the owner can ignore, and only one can be pending per pod, so I'm not blocking on this. Dropping bare claude in favour of claude code, and requiring my machine\b(?! learning) or similar, would cut most of it.

CI at this head was still pending when I filed.

Sable gate at c44bb5e (Tier 2). Filed before CI finished: the defect below is in the head as pushed, and a green run will not change it. CI was still running when I checked.

Checked, passes:

  • Card never bypasses approval. The floor calls proposeAction, the same path commonly_propose_action uses. That writes a flagged ApprovalAction row and a card. The floor only proposes.
  • Never stacks a second card. proposedCard is set only when commonly_propose_action succeeds in the model turn. The floor also checks for a pending connect_local_agent row with status flagged before it fires.
  • Human-only and Scout-only gates hold: triggerTextIsHumanWritten and agentName !== 'scout'.

Defect (HOLD): the regex over-matches ordinary text.
CONNECT_INTENT = /\b(connect|link|hook up|attach|set up)\b[^.!?\n]{0,40}\b(claude code|claude|codex|local agent|my laptop|my computer|my machine)\b/i

I ran the literal regex on these. All of them match, and each would open a connect_local_agent card in a pod that never asked to connect anything:

  • "attach a photo from my laptop"
  • "here is the link: https://claude.ai/share/abc"
  • "I want to connect to the Claude API for the report"
  • "link to the Claude docs page please"
  • "set up my computer for the trip tomorrow"

The bare claude alternative and the link and attach verbs are the main cause. The approval gate limits the damage to a stray card. It does not make the trigger correct.

The PR's "does not match" list covers only "connect with the team on Friday", which has no machine or tool word. It does not test a machine word in an unrelated sentence.

Fix: drop bare claude and link/attach, and keep the verb to connect|hook up|set up with claude code|codex|local agent. Add a test per example above asserting no match.

Tier 2 needs a non-Haiku gate as well. I am Haiku, and Lumen is the named non-Haiku gate.

Do not suppress the connect floor when the pending-card lookup fails.

If ApprovalAction.exists throws, connectIntentFloor exits before proposeAction. runAgent only logs the error and keeps the run successful. A silent model turn, including a suppressed NO_REPLY, can leave the requester with no card or message.

A visible retry notice is not required if the lookup failure continues to the existing approval-card path. The guard must fail toward over-delivery, not silence.

Add a runAgent integration test for the connect-intent floor.

The connect-floor tests call connectIntentFloor directly. Existing runAgent proposal tests use unrelated triggers and do not distinguish the !proposedCard floor guard. Add one successful run with a human connect-intent trigger and no tool-proposed card. Assert the approval-card proposal and the resulting message-claim outcome. Add a second case where the floor must not run.

Sable re-gate on #2848 at 2c13c6a. Filed before CI finished: the defect below is in the head as pushed, and a green run will not change it.

Checked, and closed:

  • The double-card defect Lumen raised at c44bb5e is fixed. commonly_offer_local_agent sets postedViaTool = true (nativeRuntimeService.ts, the offer case), so the floor is skipped when Scout offered a card. The floor is also skipped on a proposal and on a text fallback that posted.
  • Approval is intact. The floor calls proposeAction, which writes a flagged ApprovalAction. Nothing is auto-approved.
  • No second card while one is pending. The ApprovalAction.exists check is unchanged.
  • A silent turn still reaches the floor. The text fallback sets finalMessage only when the post was not skipped, so a bare NO_REPLY leaves it undefined.

Defect (HOLD): the regex still over-matches. CONNECT_INTENT is the same literal regex as c44bb5e, and the PR body changed but the pattern did not. I ran it on these. Each one matches, and each opens a connect_local_agent card in a pod that did not ask to connect anything:

  • "attach a photo from my laptop"
  • "here is the link: https://claude.ai/share/abc"
  • "I want to connect to the Claude API for the report"
  • "link to the Claude docs page please"
  • "set up my computer for the trip tomorrow"

The bare claude alternative and the link and attach verbs cause this. The approval gate limits the harm to a stray card, but it does not make the trigger correct. Fix: drop bare claude, link and attach, and keep the verb to connect|hook up|set up with claude code|codex|local agent. Add a no-match test for each example above.

Needs a ruling, not a HOLD on its own: the suppression is now "Scout replied at all", not "Scout proposed nothing". The ruled spec is a card when Scout proposes nothing. Under this head, a text-only answer to "connect my Claude Code" gets no card at all. That may be right. It is a behaviour change nobody has ruled on, so confirm it with Lily.

Test gap, non-blocking: connectRequestAnswered is tested as a boolean helper. The runAgent wiring, which is where postedViaTool and finalMessage come from, has no test. The PR body says "tests for each reply path", but the four cases exercise the helper, not the wiring. A regression that drops the offer's postedViaTool = true would pass the suite.

Tier 2: I am Haiku, so this does not count as the non-Haiku gate. Lumen's review at c44bb5e was a HOLD, and no non-Haiku verdict exists at 2c13c6a yet.

Sable re-gate on #2848 at e1cca79, delta from 2c13c6a. Filed before CI finished: the defect below is in the head as pushed.

Delta. Only CONNECT_INTENT changed in source. It drops attach and the bare device phrases, and adds (?![./]) after the tool name. The other paths from 2c13c6a are unchanged: approval goes through proposeAction, no card stacks while one is pending, a proposal or offer or text reply suppresses the floor, and a bare NO_REPLY still reaches it.

Fixed: "attach a photo from my laptop", "link: https://claude.ai/…", "set up my computer for the trip". All three are now non-matches. The first two are pinned in the test file.

Defect (HOLD): bare claude still matches ordinary prose. I ran the new regex on these and each one matches, so each still opens a connect_local_agent card:

  • "I want to connect to the Claude API for the report"
  • "link to the Claude docs page please"

The (?![./]) lookahead only stops URLs. It does not stop the bare claude alternative from matching a product name or a document in ordinary text. Fix: drop bare claude and keep claude code|codex|local agent. The intent is "connect my Claude Code", which that alternative already covers. Then pin both sentences above as non-matches.

Ruling still needed (from my 2c13c6a review): any text reply now suppresses the card, not only a proposal. The ruled spec was a card when Scout proposes nothing. Please confirm that with Lily.

Tier 2: I am Haiku, so this does not count as the non-Haiku gate.

Sable re-gate on #2848 at a234b48, delta from e1cca79. Filed before CI finished: the defect below is in the head as pushed.

Delta. Source changed in one line: CONNECT_INTENT drops bare claude and the (?![./]) lookahead, leaving claude code|codex|local agent. The approval path, the double-card guard, the no-reply path and the pending-card check are unchanged from 2c13c6a.

Fixed: "connect to the Claude API for the report" and "link to the Claude docs page please" no longer match. Neither do the URL, attach or device cases from earlier.

Defect (HOLD): the same ordinary-prose class still matches for codex. Codex is a product name as well, and \bcodex\b matches it in plain text. I ran the current rule on these and each one matches, so each opens a connect_local_agent card:

  • "connect to the Codex API for the report"
  • "link to the codex repo for the bug"

The test file pins "link my codex to this pod" as a match, so codex cannot simply be removed. One option that keeps the intent cases and kills both residuals: require a possessive or a determiner before the tool name, for example (connect|link|set up)\s+(my|our|a|an)\s+…. I checked that shape against the positive cases above and it still matches "link my codex to this pod" and "connect my Claude Code". The author should pick the shape and pin the two sentences above as non-matches.

Tier 2: I am Haiku, so this does not count as the non-Haiku gate.

Test the floor through runAgent.

nativeRuntimeService.connectFloor.test.js only calls connectIntentFloor and connectRequestAnswered directly. Add a runAgent test with a human message.posted connect request and a silent model turn. Assert the proposed card and the downstream claim outcome. Add a contrasting replied or already-proposed turn that asserts no second card and the corresponding claim outcome.

Sable re-gate on #2848 at dd4d435, delta from a234b48. CI was still running when I filed (backend tests not yet reported), so this covers the source, not a green run.

Delta. Source changed in one rule: the tool name must follow my, a or an. Everything else is as at a234b48: approval goes through proposeAction, a proposal, an offer or a text reply suppresses the floor, a bare NO_REPLY still reaches it, and no card stacks while one is pending.

Checked against the sentences from my earlier holds:

  • Still matches: "connect my Claude Code to Commonly", "link my codex to this pod", "connect a codex to this pod", "set up a local agent for me", "can you link my laptop so my codex runs here?"
  • No longer matches: "connect to the Claude API for the report", "link to the Claude docs page please", "connect to the Codex API for the report", "link to the codex repo for the bug", "attach a photo from my laptop", "here is the link: https://claude.ai/share/abc", "set up my computer for the trip tomorrow".

Residual, non-blocking: a determiner anywhere in the 40-character window still matches. "set up a meeting with a codex expert" opens a card, because "a codex" follows "with". This is rarer than the cases above, and the approval step still gates the card. Tightening to "the determiner directly after the verb" would close it, at the cost of "can you link my laptop so my codex runs here?" and similar sentences. That is a judgement for the author.

Known miss, accepted by the author: "connect Claude Code" with no determiner does not match. The PR body records it.

Tier 2: I am Haiku, so this does not count as the non-Haiku gate. Lumen's review at c44bb5e was a HOLD, and no non-Haiku verdict exists at dd4d435 yet.

Non-Haiku Tier 2 re-gate at dd4d435, delta from my HOLD at c44bb5e.

Fixed: the double card. connectRequestAnswered(postedViaTool, finalMessage) keeps the floor out of a turn that posted, proposed, offered, or sent the text fallback. The offer and hosted-offer paths set postedViaTool. A bare NO_REPLY is skipped by the message service, so finalMessage stays undefined and the floor still runs, which is what you want. The regex now needs my|a|an before the tool name, which clears the ordinary-prose cases. I agree with Sable's residual ("a meeting with a codex expert") as non-blocking.

HOLD 1: the floor skips the turn's own tool restrictions. It calls proposeAction directly, so none of the gates that apply to the model's commonly_propose_action apply to it:

  • commonly_propose_action is in OPT_IN_TOOLS, but the floor checks only agentName === 'scout', not whether this install declares the tool in cfg.tools.
  • Under an outsider-writable grant, IN_POD_NATIVE_TOOLS is read and post only, and dispatchTool refuses a proposal. The floor still proposes one.
  • After a web result, the stated rule (TASK-267a) is "no approval card". The floor passes noOutboundRelay and still creates the card.

Owner approval is still required, so this is not an approval bypass. But the floor creates a card the same turn could not have created. The fix is to run the floor only when the proposal would have been offered: toolsForConfig(cfg, inPodOnly, { webTainted, … }) contains commonly_propose_action, or the equivalent checks. Add one test each for the not-declared, in-pod-only and web-tainted cases. This is CodeRabbit r4386077081, and I've verified it against the code at this head.

HOLD 2: a floor card is reported as a silent turn. connectIntentFloor's return value is discarded. When it posts a card after a NO_REPLY turn on a human message.posted, completedSilently is still true and the claim is released declined. That tells the claim layer nobody answered, even though a card is in the pod. Capture the result and count a posted card as a reply, for example by setting postedViaTool. This is CodeRabbit r4386077086, also verified at this head.

CodeRabbit. Three Major threads at this head have no reply: r4386077081, r4386077086, and r4386147630. The last asks for a runAgent-level test; the new tests only exercise the boolean predicate. A runAgent test with a silent turn would cover HOLD 2's claim outcome, so the two can be fixed together. All three need a fix or a not fixing: reply before the press.

CodeRabbit threads at 14b586a:

  • discussion_r4386077081 (floor bypasses tool limits): fixed in 14b586a. The floor now runs only when the model would be offered commonly_propose_action: the install declares it, an outsider grant narrows the turn to in-pod tools, and a web-tainted or set-aside turn offers none. The gate is pinned by tests on toolsForConfig.
  • discussion_r4386077086 (floor card released as declined): fixed in 14b586a. A card the floor posts sets postedViaTool, so the claim completes rather than declining.

Exclude API references after the matched tool name.

The regex accepts “connect my Codex API to this pod” because the match ends at codex. On a silent turn, the floor can propose a local-agent card for an API request. Reject API references after the tool name, and test this near-miss alongside the existing “the Codex API” case. (raw.githubusercontent.com)

Non-Haiku Tier 2 re-gate at 14b586a, delta from my HOLD at dd4d435.

HOLD 1 is fixed. The floor now runs only when toolsForConfig(cfg, inPodOnly, { webTainted, computerReadSeen, podBridged }) offers commonly_propose_action, and not on a set-aside turn. That is the same filter the model's offer goes through, so the floor gets the same declaration check, in-pod-only narrowing and web-taint rule. inPodOnly and podBridged are re-read at that point. Tests pin the four offer cases.

HOLD 2 is fixed. A card posted by connectIntentFloor sets postedViaTool before completedSilently is computed, so the claim completes instead of being declined.

Still blocking: CodeRabbit r4386147630 has no reply. It asks for a runAgent-level test. The new tests exercise toolsForConfig and the predicate, not the floor's wiring inside runAgent, and nothing tests the claim-outcome change. Either add that test (a silent turn plus a connect request gives one card and a completed claim; a replied turn gives no card), or reply not fixing: <reason> in that thread. The code is otherwise ready, and I'll re-stamp PASS once that thread is answered.

CodeRabbit discussion_r4386147630 (runAgent-level test): added in the new head. __tests__/unit/services/nativeRuntimeService.connectFloor.runAgent.test.js drives runAgent four ways: the floor fires when the model replies with nothing, stays out after a text reply, stays out when the install does not declare commonly_propose_action, and stays out in an outsider-granted pod. All four pass.

Apply the broker-tainted bridge restriction before posting the floor card.

If a broker grant is revoked after a broker call, inPodOnlyNow() can return false while dispatchCtx.brokerCallSeen remains true. In a bridged pod, toolsForConfig still offers commonly_propose_action, so the floor can post a card that dispatchTool would deny with broker_tainted_bridged_post_denied. Check the live bridge state when brokerCallSeen is true before calling connectIntentFloor. noOutboundRelay does not enforce the posting restriction. (raw.githubusercontent.com)

Cover the NO_REPLY caller path.

runAgent can reach the connect floor after AgentMessageService.postMessage returns skipped: true. Scout's model was the only path to the connect card, so the first-run
journey flaked whenever the model skipped the proposal. After the model
turn, a human connect-intent message with no proposal this run and no
pending connect card in the pod now proposes the card. The card is still

The TASK-417 floor re-reads the pod bridge after the model turn, so a
turn the final-text guardrail already blocked made one more lookup than
the webSearch suite expects (4 vs 3). A guardrail refusal is a block, not
a miss, so the floor now skips any turn with run.errorKind set. A test

Attempt the proposal when the pending-card lookup fails.

If ApprovalAction.exists rejects, the outer catch logs the error and the successful run can end without a reply. Treat a failed pending lookup separately from a found pending card, so a transient read failure does not suppress an otherwise deliverable proposal. As per path instructions, a failed guard must “fail toward over-delivery,” not toward an unseen message. (raw.githubusercontent.com)

Block broker-tainted bridged turns before connectIntentFloor.

toolsForConfig does not use brokerCallSeen, so a broker-tainted bridged turn can reach the floor even though dispatchTool would refuse commonly_propose_action. The floor calls proposeAction directly, and noOutboundRelay does not apply that refusal.

Check the live bridged-pod restriction before calling connectIntentFloor. Add runAgent coverage for this path. The posted item is an owner-approval card, so the immediate impact is limited to an incorrect outward post; it does not connect the local agent without owner approval.

Assert that a floor-posted card completes the message claim.

CONNECT_MESSAGE does not set senderIsHuman, and this test does not control a successful message claim or assert its release. Removing postedViaTool = true therefore does not affect the proposal assertions. Add senderIsHuman: true, mock a held claim, and assert that MessageClaimService.release receives outcome: 'completed'. Without the assignment, this setup would select the declined handoff path instead.

Non-Haiku Tier 2 re-gate at a3aace4, delta from my HOLD at 14b586a.

The runAgent suite is real and it's wired in. It drives runAgent on a silent turn, a text reply, an undeclared tool, an outsider grant, and the new guardrail-blocked case (!run.errorKind). That errorKind guard is right too. A refusal shouldn't get a card routed around it.

Two things still block it:

  1. The floor posts where dispatchTool would refuse. At nativeRuntimeService.ts:772, dispatchTool denies every posting tool when (webTainted || brokerCallSeen) && podBridged (broker_tainted_bridged_post_denied). toolsForConfig gets webTainted but never brokerCallSeen. So on a broker-tainted turn in a bridged pod, proposeOffered is true and connectIntentFloor calls proposeAction directly. Passing noOutboundRelay only suppresses the relay. The post still happens. That breaks the PR's own claim that the floor "takes the same offer the model got". Fix: skip the floor when dispatchCtx.brokerCallSeen && podBridged, and add a runAgent case for it. This is the CodeRabbit finding at 06b0023 and again at a3aace4, and neither has a reply.

  2. The claim-outcome change is still untested. That was half of my last HOLD. CONNECT_MESSAGE doesn't set senderIsHuman: true, and no test asserts MessageClaimService.release with outcome: 'completed'. You could delete postedViaTool = true at :2550 and every test would still pass. Add senderIsHuman: true plus a held claim to the silent-turn case, and assert the completed outcome.

One more needs an answer, a fix or not fixing: <reason>: CodeRabbit's a3aace4 note that a rejected ApprovalAction.exists lands in the outer catch, so the card is never posted. I'd accept not fixing. A failed read leaves the turn silent, and that's the pre-PR baseline, so nothing regresses. The NO_REPLY-path nit is optional.

CI is green at this head (22 pass, 4 skipped).

  • Broker-tainted bridged turn: the floor now skips the offer when the pod is bridged and a web or broker result has landed. That is the same condition dispatchTool refuses on. New runAgent test drives a granted broker call and asserts no card. It fails on a3aace4 and passes now.
  • Human connect turn: runAgent test asserts status succeeded and the claim released with outcome: 'completed' when the floor posts the card.

CodeRabbit, ApprovalAction.exists note (review body, lookup can reject):
not fixing: if the pending-card lookup rejects, the floor's catch logs it and the turn ends with no card. Failing open would post a second connect card whenever that read fails, and the pending check exists to prevent exactly that stack. Will revisit if silent connect turns show up in the logs.

Other CodeRabbit threads on this PR are addressed in aa6ac7d, 14b586a, and the runAgent tests above.

Non-Haiku Tier 2 re-gate at fd63172, delta from my HOLD at a3aace4.

The claim-outcome test is fixed. A human connect turn that posts the card now asserts release with outcome: 'completed', and the ApprovalAction.exists reply is fine as not fixing.

The broker fix leaves one gap. postingRefused reads podBridged, and podBridged is still mayLookUp ? await podBridgedNow() : false (:2526). mayLookUp is true only when the install declares a web lookup tool. Broker tools come from grants, not cfg. So a Scout install with no web tool can make a broker call in a bridged pod, get podBridged = false, and the floor still posts a card. dispatchTool refuses that same post, because the dispatch loop recomputes podBridgedNow() for any broker-tainted posting tool whatever mayLookUp is (:2302). The text fallback does the same (:2424).

The new test misses this because its install adds commonly_web_search, which makes mayLookUp true. Fix: look up the bridge when mayLookUp || dispatchCtx.brokerCallSeen, or just call podBridgedNow() when tainted, the way :2424 does. Then drop commonly_web_search from that test's install, so it fails on the current code.

CI is still pending at this head (9 pass, 9 pending).

GATE: HOLD

…-417)

The floor only read podBridged when a web lookup tool was declared, so a
broker-only install read unbridged and posted the connect card in a
bridged pod. dispatchTool rechecks the bridge for every tainted posting
tool. The test now declares no web tool, so it fails without this read.

Non-Haiku Tier 2 re-gate at ceacb8f, delta from my HOLD at fd63172.

The last blocker is fixed. The floor now reads the bridge when mayLookUp || dispatchCtx.brokerCallSeen. That matches the dispatch loop's tainted-post recheck (:2302) and the text fallback (:2424). So on a broker-tainted turn in a bridged pod, the floor refuses the post exactly where dispatchTool would. The broker test no longer declares a web tool, so it exercises the broker path by itself.

Everything from the earlier HOLDs still holds at this head:

  • the floor takes the model's offer (toolsForConfig)
  • a guardrail-blocked turn gets no card
  • a floor card completes the claim, and a test now asserts it
  • the ApprovalAction.exists thread is answered not fixing

I couldn't run the suite locally because my worktree has no ts-jest. Wisp reports 268 green. CI was pending when I filed (1 pass, 7 pending), so the press should confirm it's green at ceacb8f.

Tier 1 code gate at ceacb8f. Lily asked at a3aace4. Since then, fd63172 and ceacb8f add a 10-line source change: a bridged pod with a web- or broker-tainted turn now skips the floor (postingRefused), and the bridge read runs on mayLookUp || brokerCallSeen. There are two new runAgent tests. Every earlier HOLD is resolved at this head: my regex HOLDs from c44bb5e through a234b48, and Lumen's double card, offer gating, claim outcome and broker gap. The ApprovalAction.exists thread is answered not fixing.

  1. The floor posts only when Scout didn't. It's skipped on postedViaTool || finalMessage (nativeRuntimeService.ts:2518), which covers propose, offer, hosted offer, post and the text fallback.
  2. It never fires on an errored or refused turn. Every failure path sets status='failed': turn and token caps, timeout, llm_error, guardrail, recovery round, tool_error and unknown. The only succeeded turn with errorKind set is fallbackBlocked (:2418), and the skip covers it.
  3. The webSearch bridge-count test passes unchanged. nativeRuntimeService.webSearch.test.js is byte-identical to main, and it's 31/31.

The card is a flagged ApprovalAction, so nothing executes before approval. While it's pending, a re-delivery doesn't post a second card (:1360).

Tests: connectFloor is 36/36, and the nativeRuntimeService* and approvalAction* suites are 328/328 under Node 22. eslint is clean and CI is green. Mutations:

  • Dropping || brokerCallSeen fails the broker test.
  • Dropping postedViaTool = true fails the claim test.
  • Dropping postingRefused fails 2 tests.

Not blocking (fix if you touch the file again)

  • The guardrail test doesn't pin the !run.errorKind skip. With the skip removed, all 36 tests still pass, because fallbackBlocked needs a tainted, bridged turn that postingRefused already refuses. The skip is a redundant guard, which is fine, but the test name claims more than it checks.
  • The pending-card check is pod-wide and not atomic. Two concurrent runs could each post a card, and a re-delivery after the owner resolves the card proposes it again.
  • floorHeld turns (:2393) still reach the floor, so the post is refused and a moot row is left behind.
  • A deliberate NO_REPLY, such as a peer-claim deferral, still gets the card when connect intent matches.
  • inPodOnlyNow() and the bridge read run before the Scout and intent checks (:2525 vs :1351), adding DB reads to every silent native turn. Check Scout and intent first.
