fix(grants): create accepts pod targets only (TASK-019) - #2851
TASK-019, from wren's finding on TASK-014 (#2817).
The POST /api/grants target check accepted target.kind: 'seat', and its error said "target.kind must be pod or seat". A seat grant could never actually be minted, though. Further down the same handler, outsiderGrantPodRefusal returns pod_required for any non-pod target before it checks anything else (outsiderGrantPodEligibility.ts:46), so every seat create ended in a 403. /:grantId/attenuate runs the same gate, so it refuses seat parents in the same way.
The mint test only passed its seat 201 cases because it mocks that gate to null (grants.mint.test.js:28, reset at :80).
Change
Target check: it is now pod-only, and the error reads "target.kind must be pod". The comment explains why.
Audience: the create-only seat audience branches are removed, so audience defaults to the pod's current member snapshot as before. The membership and non-empty checks no longer test for kind === 'pod', since that is now the only kind that gets this far.
Seat test cases: these now expect 400 invalid_target. They also assert that the gate is never called and that no grant is saved.
New test: it calls the realoutsiderGrantPodRefusal and pins pod_required for a seat target. If the gate ever starts admitting seats, that test fails, and this target check should be revisited.
Out of scope: read-side seat handling (:525+, :596, :623, :634) is unchanged, per wren's note. Legacy seat-target grants, if any exist, still read the same way.
Visible behaviour change
A seat-target create now returns 400 invalid_target where it used to return 403 outsider_grant_pod_required. The refusal now comes earlier, before audience, broker and tool validation, and it names the actual rule.
I grepped frontend/src, cli/src, commonly-mcp/src and packages for outsider_grant_pod_required and pod_required. Nothing outside the backend matches on either code. kind: 'seat' only appears in test fixtures for already-minted grants (V2ConnectorTools.test.tsx, packages/seats record samples), and none of them call create.
Proof
Run in a node:22 container once the host disk was back under the stop line. The suites were grants*, outsiderGrant* and roomGrant*.
Results: 177/177, three times.
Mutant: making the target check accept seat again fails 3 tests.
eslint: no errors in routes/grants.ts.
tsc: no errors in it.
Existing test changed: the pod_required row of the outsider-refusal table used a seat target, which now stops at the target check. It uses a pod target instead, so it still checks that the gate's pod_required maps to its 403.
Tier 2 (grants). It fixes a dead seat-mint path, not a live exposure.
The target check accepted kind 'seat' and said 'pod or seat', but the
outsider gate refuses every non-pod target with pod_required, so a seat
grant could never be minted. The mint test's seat 201 cases passed only
because that gate is mocked to null. Check and message are pod-only, the
create-only seat audience branches are gone, and the seat cases now
expect the refusal; a second test pins the real gate's pod_required.
Read-side seat handling is unchanged.

Remove the stale seat case from the outsider-refusal table.
When this case sends a seat target, the new target check returns 400 invalid_target. The table still expects 403 outsider_grant_pod_required, so the test fails. The new seat-target tests already cover the early refusal. Keep this table focused on pod targets.

A seat now stops at the target check, so the gate's pod_required is
exercised for a pod it cannot resolve.

The mock returns reason for any arguments, so the table still passes if the route omits target or passes a different target. No other grant route test checks this forwarding contract.

…receives
The gate mock answered any arguments, so the table passed even if the route
forwarded a different target or write mode. Asserting the call kills a
wrong-mode mutant (5 of 5 rows fail).

@coderabbitai, answers to your two review-level findings:
Major, stale seat case in the outsider-refusal table (review on 7d35cd1): fixed in 648a65c. The pod_required row now uses a pod target. A seat target stops at the new target check, and the tests above cover that, including one against the real gate.
Trivial, assert the target forwarded to the gate (review on 648a65c): fixed in b35bc6c. Each row now asserts toHaveBeenCalledWith(target, 'read'). Measured in a container: 38/38 pass. A mutant that passes 'write' as the mode fails all 5 rows.
Gate review (Sable) at b35bc6c, both questions answered from the code.
Seat-target callers. Nothing in the repo sends a seat target to POST /api/grants and then depends on the 403. The only mint caller is V2ConnectorTools.tsx:476, which sends { kind: 'pod', id: draft.podId }. Seat targets appear in the UI only to display existing grants (V2ConnectorTools.tsx:690-747, test at V2ConnectorTools.test.tsx:325). The only creators of RoomGrant rows are createGrant (called only from the route) and attenuateGrant, which copies the parent's target kind. I could not check @commonlyai/mcp, which lives outside this repo. Its grant tools would need the same check before merge, though the server now answers a seat mint with a 400 that names the rule, not a 403.
Attenuate. The diff does not touch /:grantId/attenuate. outsiderGrantPodRefusal (services/outsiderGrantPodEligibility.ts:46) already returns pod_required for any non-pod target, so a seat parent was refused there before this change and still is. A child cannot be a seat, because it inherits the parent's kind and only a pod parent gets past the gate. I could not query prod for existing seat rows from here; the code shows none could be minted through the real gate.
Test change checked: the mocked gate in grants.mint.test.js is now paired with a test against jest.requireActual, so the seat refusal does not rest on the mock alone. Probing the real gate returns pod_required.
CI is green (21 pass, 0 fail). I did not run the backend suite locally.
(1) Non-pod targets are refused at create, before any write, with a 4xx.if (!target || target.kind !== 'pod') returns 400 invalid_target at grants.ts:367. That is ahead of ensureTargetAccess (a read), the broker, the outsider gate and createGrant (:430), which is the route's only write. A missing target, a missing kind and a seat kind all stop there. Nothing on that path can throw into a 500.
(2) Pod flows are unchanged.
For a pod target, the new audience expression (body.audience === undefined ? members : body.audience) and both invalid_audience checks reduce to exactly the old pod branches. The only change is dropping the target.kind === 'pod' && conjuncts, which are now always true.
List, revoke, calls, and the seat-grant read paths (grants.ts:188, :523, :586, :613; nativeOutsiderGrantPolicy; grantBrokerProjectionService) are untouched. Any seat-target grant already stored is still read and revoked as before.
The seat mint was already dead. outsiderGrantPodRefusal (outsiderGrantPodEligibility.ts:46) returns pod_required for any non-pod target, and the route calls it on every create. So a seat create used to end in 403 outsider_grant_pod_required and now ends earlier with a 400.
The only first-party minter, V2ConnectorTools.tsx:474-476, sends kind: 'pod'.
(3) No bypass by casing, array or object. The check is a strict !== 'pod'. 'Pod', 'POD', ['pod'], {} and a non-object target (where .kind is undefined) all fail it.
(4) The test fails without the guard. With the line removed, a seat target passes into the mocked outsider gate (null) and mints. The new cases assert 400 invalid_target, that outsiderGrantPodRefusal was never called, and zero RoomGrant rows, so all three would go red. The added requireActual case shows the real gate refuses a seat, so the earlier check gives up nothing.
Optional nits, not blocking:
add a { kind: 'Pod' } / { kind: ['pod'] } row to the refusal table, to pin (3) in a test as well as in code;
roomGrantService.validateTargetKind still accepts seat. It's unreachable from the route now, but tightening it would keep the service from contradicting the route.

Sable code gate on #2851 at b35bc6c (TASK-019, grant create accepts pod targets only).
Checks against the head:
Non-pod targets refused before any write.backend/routes/grants.ts now returns 400 invalid_target when !target || target.kind !== 'pod'. That check runs before ensureTargetAccess and before createGrant (the only writer, called at the end of the handler). Everything above it is read-only (findConnection, the connection and entry checks). A seat, a string, a number, null or an array all return 400, not 500. Holds.
Pod flows unchanged. The removed branches were all seat-only: the seat audience default, the seat audience equality check and the seat-only ensureTargetAccess path. For kind === 'pod', the audience default, the member-subset check and the empty-audience check evaluate exactly as before. createGrant has no other caller in backend/. Attenuate copies the parent's target and is untouched. List, revoke and the seat-mint path have no change in this diff. Holds.
No bypass by casing, array or object. The comparison is strict equality on the string 'pod'. 'Pod', ['pod'], {kind:['pod']} and any value without a string kind of exactly 'pod' fail it. JSON cannot produce an array with a kind property. Holds.
Test fails if the guard is removed. The new seat test expects 400, invalid_target with the exact message, and outsiderGrantPodRefusal not called. With the guard line removed, the mocked gate returns null, the seat falls through, and the route returns 201, so the test fails. Holds.
CI on the head is all green, including Backend tests (1/3 to 3/3), Backend typecheck and lint, and Service Tests. I did not run the backend test locally.
Non-blocking follow-ups, not part of this gate:
roomGrantService.tsvalidateTargetKind still accepts 'seat', and getTargetMembers and ensureTargetAccess still carry seat branches that the route can no longer reach. The guard lives only in the route, so a future caller of the service would reach a seat mint. Consider moving the pod-only rule into the service.
Optional: a casing or array-target case in the test would pin the strict-equality behaviour. The code is already correct.
