docs(runbooks): release checklist and rollback, from v3.0.0 - #2863
Adds docs/runbooks/release-checklist-and-rollback.md: the procedure for every production deploy from v3.0.0 on. Commonly now has active users, so each deploy is cut from a known SHA, proven on staging at that exact SHA, verified at the consumer, and reversible in one command.
Sections: when it applies (one batch a day; P0/security the only exception), cut (staging-smoke at the exact SHA, record the helm rollback revision), deploy (-f ref=<full SHA>), verify at the consumer (live image tags, pod start time, health + landing curls, one hosted-agent turn), freeze, rollback (always name the revision), and tagging a release (annotated tag at the deploy SHA, GitHub Release, CHANGELOG.md — created by v3.0.0, since none exists yet). /v2 paths stay unchanged.
Placeholders only for release, namespace and deployment names; no infra identifiers.
Cut from a SHA with green staging-smoke, deploy that SHA via deploy-dev
ref input, verify at the consumer, freeze via press-holds, roll back to
an explicit helm revision, and tag each release.

Summary
Schedule and deploy a release docs/runbooks/release-checklist-and-rollback.md
Defines daily production batches, freeze windows, exact-SHA staging checks, and production deployment steps.
Verify and roll back a release docs/runbooks/release-checklist-and-rollback.md
Lists consumer-side checks and documents Helm and Deployment rollback procedures, their limits, and required re-verification.
Tag and record a release docs/runbooks/release-checklist-and-rollback.md
Defines the final-versus-beta release gate and documents tagging the deployed SHA, creating a GitHub Release, and updating the changelog.
The checklist could update Dev without deploying production, and operators cannot reliably identify the intended deployment run as instructed. Add a production deployment path and correct run identification before merging.

The description is related to the changeset. It states the new file docs/runbooks/release-checklist-and-rollback.md and lists its sections: batch cadence, cut and staging smoke, deploy with ref=<full SHA>, consumer verification, freeze, rollback, and release tagging. It also notes the /v2 paths stay unchanged and that only placeholders are used.

.github/workflows/deploy-dev.yml defines NAMESPACE=commonly-dev, but it does not define RELEASE; the Helm command hard-codes the release as commonly-dev. The runbook therefore cannot derive <release> from the stated env block. Set <release> to commonly-dev or define a shared RELEASE variable. (raw.githubusercontent.com)
As per path instructions, this is a factual correctness issue in a runbook.

Match the workflow’s same-time failure handling.
GitHub returns statuses in reverse chronological order, so [0] normally selects the newest staging-smoke status. It does not match the workflow when statuses share the same created_at: the workflow rejects the SHA if any status at that timestamp is failure, while the runbook reports whichever status appears first. The runbook can therefore show success while the deployment gate rejects the SHA.
Reuse the workflow’s created_at, same-time failure, and id selection logic.

Update the `staging-smoke` status selection in the `gh api` query to match the
workflow: select statuses at the newest `created_at`, prefer `failure` when any
status shares that timestamp, and apply the workflow’s `id` tie-breaker so the
runbook reports the same result as the deployment gate.

Use the beta tag in the GitHub Release command.
Step 1 tags the deployed SHA as vX.Y.Z-beta.N when any gate item is red. Step 2 runs gh release create vX.Y.Z ... --verify-tag. For a beta, the literal command fails because vX.Y.Z does not exist. The later beta example uses v3.0.0-beta.1, so the command template and the example disagree. Use <tag> in the template so it matches step 1 and the example.

Add a production deployment path before dispatching production releases.
The runbook dispatches deploy-dev.yml, which uses the dev environment and upgrades commonly-dev with values-dev.yaml. The staging workflow deploys only commonly-staging; its “prod promote path” text is only a comment. No workflow implements a production deployment or promotion path. Following this procedure can leave production undeployed while updating Dev.
Add and validate a production workflow or promotion path, then dispatch it from this line. This requires coordinated changes for the production environment, cluster, namespace, Helm release and values, credentials, and promotion behavior. A one-line runbook edit or workflow rename is not sufficient.
