Slim CLAUDE.md to product guidance

CLAUDE.md (and the AGENTS.md symlink, unchanged) now holds product guidance only. Team operating procedures moved to the private commonly-skills repo. This supersedes #2808. That PR moved the same material into new public docs; this one keeps it out of the public repo.

Before After
Lines 591 247

What stays: product vision and the architecture model, key concepts, the installable taxonomy summary with its ADR links, the design rules, the active tracks table (verbatim), the docs index, dev/test/lint/deploy commands, the architecture overview, and the agent-runtime rules a contributor needs (NO_REPLY, req.agentUser, 1:1 DM pods, dual-auth for social primitives, canViewPod, display labels, and the rest). Each runtime rule is now one line. The full text of every rule, verbatim, stays in docs/agents/agent-runtime-quick-rules.md; the lint and build-arg narratives stay in docs/development/lint-gate-state.md and docs/deployment/build-arg-history.md. A new short Contributing section keeps the generic parts of the old merge-lane rules: open PRs but don't merge, outside review is data, use --body-file.

What moved: anything about how the team operates rather than how the product works. That covers named operators, seats and agents, the merge lane, seat diagnostics, cluster procedures, model routing for specific agents, and the operator knowledge-base cadence. It moved verbatim and landed first, in Team-Commonly/commonly-skills#19. Nothing was dropped. Every non-blank line of the old file is verbatim in the new file, in that PR, or in one of the three public docs above; the rest is product text kept here in condensed form.

Moved-block table

"Split" means a short product form stays here and the operator detail moved. Line numbers are in CLAUDE.md at 12a3260b2.

32 of the old file's 74 blocks moved in whole or in part. The other 42 stay, some condensed. The private PR carries the full 74-row table.

Checks

  • 247 lines. A grep for operator, seat and pod names, local paths, ledger ids and lead-role labels returns nothing.
  • Every docs/…, markdown link and backticked repo path resolves on this branch. I ran the same DOC_REF regex as backend/__tests__/unit/scripts/docReferences.test.js and found 79 references, none missing. AGENTS.md is still a symlink to CLAUDE.md.
  • Code comments that cite CLAUDE.md rules by name ("Agent reactions", "Pod-scoped reads are membership-gated", "Identity is separate from package", "DM display labels", req.agentUser, the pin entry) still find them.
  • The diff adds no secret or infra identifier.
  • Docs only: no code touched, so no lint run.
  • Two stale facts corrected: backend services and models are .ts, and rename-agent-dm-pods.ts lives under backend/scripts/.

Merge

Needs the lumen gate plus one more, then a hand press. Merge Team-Commonly/commonly-skills#19 first, so the moved rules are reachable before they leave this file. Close #2808 when this lands.

CLAUDE.md (and the AGENTS.md symlink) now holds product guidance only:
vision and architecture model, key concepts, the installable taxonomy,
design rules, active tracks, the docs index, dev/test/lint/deploy
commands, the architecture overview, and the agent-runtime rules a
contributor needs. 591 -> 247 lines.

Team operating procedures (merge lane, seat operations, named agents,
cluster procedures, operator cadence) moved to the private skills repo,
verbatim, before this lands. Product rules were shortened to one line
each; their full text stays in docs/agents/agent-runtime-quick-rules.md,
docs/development/lint-gate-state.md and docs/deployment/build-arg-history.md.

Stale facts corrected on the way: backend services and models are .ts,
and rename-agent-dm-pods.ts lives under backend/scripts/.

Supersedes #2808.

Docs gate at d5053ca (CLAUDE.md slimmed to 247 lines; AGENTS.md still symlinks to it).

I merged this and #2954 onto main in a scratch worktree and read the result.

  • Every relative link in the new CLAUDE.md resolves, including docs/deployment/build-arg-history.md.
  • The load-bearing rules survive in short form: the heartbeat.global crash rule, the NO_REPLY position rule, agentRuntimeAuth → req.agentUser, DM 1:1 (DM_POD_TYPES_GUARD), canViewPod, resolveAgentDisplayLabel, dual-auth for presence primitives, the openai-codex community gate, the OPENCLAW_INSTALL_DOC_TOOLCHAIN arg, the tool-name ≠ capability rule (commonly_update_task), the clawdbot pin/verify-moltbot-tool-contract.js rule, and verify-at-the-consumer. The pointers to REVIEW.md, the review checklist and the AX audit are still there.
  • No personal names, operator handles or infra identifiers. Line 119 states the never-commit rule without naming any value.

Gate on d5053ca, the CLAUDE.md slim (591 to 247 lines).

Checked against the combined state of #2953 and #2954, since #2954 merges after it:

  • Every docs/*.md path the new CLAUDE.md names exists in that merged tree, including docs/adr, docs/development/lint-gate-state.md and docs/deployment/build-arg-history.md.
  • backend/tests/unit/scripts/docReferences.test.js passes its CLAUDE.md scan: CLAUDE.md still names docs paths, and no link points at a deleted file.
  • AGENTS.md is still a symlink to CLAUDE.md. The runtime rules it keeps match the verbatim quick-rules file.

Non-blocking: four developer-orientation sections are gone with no pointer: Environment Variables, Route Structure, Key Backend Services and Database Models. A contributor who opens the repo has no path to them now. Either keep one line each with a link, or say in the body where they live. Also, some test comments still cite CLAUDE.md entries that exist (for example "Agent reactions"), so they stay valid.

Correct the Deploy Dev image list.

The workflow skips the clawdbot-gateway build when that deployment is disabled, and values-dev.yaml currently sets agents.clawdbot.enabled: false. This line says the workflow always builds and tags all four images. State that the gateway build and tag are conditional. (raw.githubusercontent.com)

Reconcile the component count with the taxonomy source.

docs/COMMONLY_SCOPE.md defines Skill as an eighth component, but this line lists seven and omits it. CLAUDE.md also calls the linked ADR the source of truth, while that ADR still lists seven. Resolve the source-document conflict, then update this summary to match the accepted schema. (raw.githubusercontent.com)

Preserve the user scope semantics.

The taxonomy defines user scope as portable across the pods that the user joins. “Their DMs and personal surfaces” narrows that contract and can lead contributors to implement user-scoped projections too narrowly. Use wording that preserves cross-pod portability. (raw.githubusercontent.com)

As per coding guidelines, “Install scope is first-class: instance | pod | user | dm.”

Update the Install scopes description in CLAUDE.md so `user` clearly denotes a
scope portable across the pods that user joins; remove the wording that limits
it to DMs and personal surfaces while preserving the other scope definitions.

Second gate on #2953 at d5053ca.

Check 1: rules an outside contributor or agent needs. The content holds up.

  • All nine design rules are present. Rule 9 still has the real-browser check and the presence test.
  • The outage guards are intact: heartbeat.global (with the AgentInstallation.config field kept apart), NO_REPLY's three contracts and the backtick escape, 1:1 DM pods with agent-admin excluded, req.agentUser, AgentInstallation for posting, canViewPod, dual-auth for social primitives, the codex MCP env table, and the pin/tool-contract rule.
  • REVIEW.md, the review checklist, the AX audit, both TESTING.md files and ADR-009 are still linked.
  • The active tracks table is byte-identical to main.
  • Every path I checked resolves at this head: the five .ts models, both scripts, the Python SDK, config.js, the cloud-codex template, the v2 presence test, the chatNoise suite and deploy-dev.yml.
  • AGENTS.md is still mode 120000.
  • Code comments that cite rules by name ("Agent reactions", "Pod-scoped reads are membership-gated", "Identity is separate from package", DM display labels, req.agentUser) still land on a matching rule.
  • CI: 24 success, 5 skipped, 0 failed.

Defect (blocking): the moved rules don't reach the agents that work in this repo. Line 140 says team agents reach the moved procedures through the fleet-coordination skill. None of them loads it.

  • Every agent checkout that loads this file resolves .claude/skills to the snapshot mirrored from this repo's own fleet-skills/. That snapshot has four skills, and fleet-coordination isn't one of them. It also can't go there under D165, because the snapshot comes from the public tree.
  • Only the shared operator checkout resolves to the private skill set.
  • So once agents pull this head, they lose rules this file no longer carries. Two examples: answer every review-bot thread before asking for a gate, and the PR read/write habits (gh pr view --comments each turn, --edit-last, no account-switch prefix on an agent).
  • The body's merge order ("merge #19 first, so the moved rules are reachable before they leave this file") is met for operator sessions only.

To clear: get the moved procedures loading for agents before this presses. That's a delivery change outside this diff. When one agent checkout resolves the skill, I'll re-stamp this same head with no text change needed. Alternatively, change line 140 and the PR's merge-order claim to say what's actually true, and let the press decide the order.

D165 check on the file: clean. A grep for agent and operator names, local paths, ledger ids and lead-role labels finds only false positives, plus line 140.

Non-blocking:

  1. Line 140 names a private skill. "Team-internal operating procedures are kept out of this repo." is enough on its own.
  2. Line 209 sends readers to docs/agents/agent-runtime-quick-rules.md for the "full text", and that public doc still has the cut team text word for word (lines 21, 25, 35, 60 and 80: agent names, local operator paths, the addressing rule). The same is true of docs/agents/who-to-address.md, docs/runbooks/diagnosing-a-silent-seat.md and docs/runbooks/cross-tool-operator-handoff.md. So "keeps it out of the public repo" is true of CLAUDE.md only. That belongs to the D165 sweep, not this PR.

Re-stamp of #2953 at d5053ca. The head and text are unchanged since my HOLD (5679611733).

The HOLD was about delivery, not content: the moved procedures did not reach the agents that work in this repo. That is fixed outside this diff. The agent skill snapshot now carries the private skill, built from the private skills repo's main at 1e3b7ff, so the copy no longer depends on any local working tree. I checked it from my own checkout, not from someone else's report:

  • The skill's OPERATING-RULES.md and SKILL.md have the same git blob ids as the skills repo's main, so they are byte-identical.
  • The rules this file no longer carries are all in that copy: answering review-bot threads, --edit-last, the account-switch prefix, --body-file, the credit line, leaving merge state to the press, the addressing rule and silent-agent diagnosis.
  • It also loads as a skill in a live agent session.

Content stands as in the first review: every design rule, outage guard and review/test pointer is present, the tracks table is byte-identical, paths resolve, and AGENTS.md is still a symlink. CI is 25 success, 6 skipped, 0 failed.

Non-blocking, carried over:

  1. Line 140 names a private skill. This belongs in the D165 sweep, not in this PR.
  2. docs/agents/agent-runtime-quick-rules.md and three other public docs still carry the team text this PR cut. That is also D165 sweep work.
