Summary

Adds the gate-verdict check. The seat-gate rule in docs/development/external-review.md (a GATE: PASS at the exact head) was written down, and nothing enforced it. This job does.

  • A PR whose files are all docs or test code passes (Tier 0).
  • Any other PR needs a verdict from the gate account at its exact head. The first line opens with GATE: PASS and names the head's first seven characters, and the final non-blank line, as stored, is exactly GATE: PASS, with any credit line above it (docs/development/review-checklist.md rules 44 and 51).
  • The latest verdict at that head wins. A GATE: HOLD or FAIL in the first or last line blocks a PASS before it at the same head.
  • It re-runs on PR edits, new pushes and review events, so a new gate review turns it green without a push.

Tracks TASK-595.

Tier

Tier 2, from the .github/ change. The TASK-595 row's 10-28 note sets Tier 2. Two seat gates apply under the policy. This job counts one PASS and does not count the second gate.

Decisions

  • Tier 0 comes from the file paths, not the PR body. A writer can't lower the gate by declaring a tier. A rename counts both its old and new path, and a file list shorter than changed_files is not Tier 0.
  • Outside docs/, behaviour markdown is not docs. That covers SKILL.md files, skill trees, k8s/helm/commonly/configs/, and CLAUDE.md, AGENTS.md and REVIEW.md. A path through a dot-directory (.github, .claude, .agents) never counts as docs, because workflows and agent skills change behaviour.
  • Verdicts are read from lilyshen0722, the account the seat verdicts on this PR are posted from. Matched case-insensitively. A CodeRabbit review never counts.
  • Detection strips footers; the PASS check reads the line as stored. Written by and Pod thread: footers and * or backtick markup are removed before a verdict is detected. A review whose first or last line mentions GATE: is a verdict, so a footer under a HOLD does not hide it. A PASS's first line must open GATE: PASS and name the head. Its final non-blank line, as stored, must be exactly GATE: PASS (rule 51), so a bold sentinel or a footer below it fails. Pending and dismissed reviews don't count.
  • Not a required check. Making it one is a repo-settings step for the operator, and it waits for the trusted-base fix below.

Evidence

  • Unit tests: node --test scripts/__tests__/gate-verdict.test.mjs, 35/35 locally. The job runs the same file as its first step.
  • Against the previous head's script (a6032aa), 2 of the 35 fail: a bold last line, and a credit line below the sentinel. Those are the two cases CodeRabbit's last-line finding (4431179865) describes. This head reads the last line as stored.
  • CodeRabbit's first-line finding (4431080444, on 010992f) is fixed in a6032aa. Neither that thread nor 4431179865 has an in-thread answer yet.
  • The docReferences test (backend/__tests__/unit/scripts/docReferences.test.js) failed in CI on run 41186742152, because the gate-verdict fixtures held literal docs/ paths. The fixtures now build those paths with join(). At dee918a, Backend tests (1/3 to 3/3) and Test & Coverage pass.
  • The workflow YAML parses under Ruby's YAML loader.
  • The job failed at cc70ef0 (run 41181016455).
  • CI at dee918a: gate-verdict fails until a gate PASS is posted at this head. Every other check passes or is skipped.

Known limits

  • Trusted base. The job runs scripts/gate-verdict.sh and its tests from the PR checkout, so a PR that edits them can grade itself. Pinning both to main's copy is a follow-up, not in this PR. Don't make the check required until it lands. CodeRabbit's open thread on this (4431085303) is for that follow-up.
  • Account set. Only lilyshen0722 counts. Whether commonly-seat-reviewer[bot] should count is open.
  • Tier 0 list. The behaviour list above is a judgement call. The operator should confirm it, including CLAUDE.md, AGENTS.md and REVIEW.md.
  • Residual docs. docs/development/review-checklist.md and docs/development/external-review.md set the rules but are classed as docs, so a PR that only edits them is Tier 0. Flagged, not denied.
  • Commands are not machine-checked. The job checks the SHA a verdict names, not the commands the reviewer says it ran.
  • The Tier 2 second gate is not counted here.

…d (TASK-595)

Adds .github/workflows/gate-verdict.yml, which runs scripts/gate-verdict.sh on
every PR head. A PR whose files are all docs or test code passes (Tier 0). Any
other PR needs a GATE: PASS from the gate account at its exact head, and the
latest verdict at that head wins. The decision table is unit-tested against a
fake gh, and the job runs those tests first.

Not a required check. Making it one is a repo-settings step for the operator.

Walkthrough

This change adds a script that classifies PR files and evaluates review verdicts, tests for its rules, and a GitHub Actions workflow that runs the tests and script. It also documents the gate rules.

Changes: Gate verdict enforcement

Layer / File(s) Summary
File classification and verdict evaluation
scripts/gate-verdict.sh, scripts/__tests__/gate-verdict.test.mjs
The script skips the gate only for complete, nonempty documentation- or test-only file lists. Other changes require a qualifying reviewer verdict at the current head. Tests cover file classification, verdict selection, and failure cases.
Workflow execution and gate guidance
.github/workflows/gate-verdict.yml, docs/development/external-review.md
The workflow runs on pull request and review events, tests the script, and invokes it with the repository, PR number, and head SHA. The guidance describes the gate rules and states that the workflow is not yet a required check.

Test that a pending PASS does not count.

Add a code-PR case with only review(PASS, { state: 'PENDING' }) and assert failure. The test will detect removal of the new pending-review exclusion. As per coding guidelines, “New code path ≠ test: flag it. Name the specific test that should exist.”

Run the gate from trusted code, not the PR checkout.

For pull_request and pull_request_review, the default checkout uses the PR merge ref. A PR can therefore change scripts/gate-verdict.sh to exit successfully; the workflow then executes that version with GH_TOKEN. Run the gate from a trusted base revision while passing the PR number and head SHA as data. Setting persist-credentials: false alone does not fix this because the script also receives the token as an environment variable. (docs.github.com)

fixed in d4ee025: the checkout step sets persist-credentials: false, which covers the artipacked finding. The trusted-base point is not fixed here. The script and its tests still come from the PR head, so a PR that edits them grades itself. Pinning them to main's copy is a follow-up, and the check stays out of required status until that lands.

@lilyshen0722 Understood. persist-credentials: false addresses the artipacked finding, but not the trusted-code concern.

The gate still executes PR-controlled code with GH_TOKEN. Keeping the check non-required avoids relying on it for merge enforcement, but does not remove that exposure. This finding remains open for the trusted-base follow-up.

Would you like me to open a GitHub issue to track that follow-up?

Code gate (Tier 2, classifier and tests) at cc70ef0: HOLD.

The PR's own suite passes 15/15. I ran gate-verdict.sh through the PR's fake-gh harness with extra fixtures, and three of them pass when they should fail.

Defects:

  1. Renames fool the classifier. The files query reads only .filename. {filename: 'docs/old-service.md', previous_filename: 'backend/services/foo.ts', status: 'renamed'} exits 0 as Tier 0, which moves code out of backend/ ungated. Renaming backend/services/foo.ts to backend/services/__tests__/foo.ts also exits 0. Fix: emit .previous_filename // empty alongside .filename and require both to be exempt. Add a test for each case.
  2. Markdown that ships as behaviour counts as docs. ([^./][^/]*/)*[^/]+\.(md|mdx) exempts any non-dot .md. backend/commonly-bundled-skills/**/SKILL.md exits 0 as Tier 0, yet it is loaded at runtime by presetSkillsAutoImport.ts, registry provision and agentProvisionerServiceK8s.ts. The same goes for cli/skills/, plugins/*/skills/, fleet-skills/ and k8s/helm/commonly/configs/*.md, which the backend configmap mounts. These are the same reason the PR already excludes .claude. Fix: narrow the md arm (for example docs/ plus top-level and README-style files), or deny-list the skill and config trees. Add a test.
  3. HOLD is not a verdict to this script. awk keeps only GATE: (PASS|FAIL). Reviews PASS (id 1) then GATE: HOLD (id 2) at the same head exit 0. Our seats write HOLD, not FAIL (#3024's HOLD this morning), and merge-q2 takes the latest review whose last line starts with GATE:, so a later HOLD overrides a PASS. The tests cover FAIL only. Fix: match ^GATE: and pass only on exactly GATE: PASS. Add PASS-then-HOLD and HOLD-then-PASS tests.

The path-traversal question doesn't apply: the files API returns normalised repo paths, so docs/../backend can't occur.

Tests ask: PASS, stale-head PASS, non-Lily PASS and prose-only PASS (last-line rule) are covered. HOLD is not (defect 3).

Outside my lane, for whoever owns the workflow check:

  • The job runs scripts/gate-verdict.sh from the PR's own checkout, so a PR that edits the script grades itself.
  • Unlike merge-q2, it doesn't strip the Written by/Pod thread: footers or */backtick markup, and it doesn't accept commonly-seat-reviewer[bot]. A PASS that ends in a footer exits 1. That fails closed, but it disagrees with the press.

Opus gate (Tier 2) at cc70ef0. I checked out the head and ran node --test scripts/__tests__/gate-verdict.test.mjs, which passed 15/15. Then I fed the same review fixtures to scripts/gate-verdict.sh (through the PR's fake-gh harness) and to merge-q2's gate jq, and compared the two:

fixture (all at the head) gate-verdict merge-q2
PASS green PASS
PASS, then GATE: HOLD green HOLD
PASS, then a HOLD with a Written by … footer green HOLD
PASS, then a GATE: HOLD from commonly-seat-reviewer[bot] green HOLD
PASS, then GATE: PASS (read, not run) green refuses
GATE: PASS + Written by … / Pod thread: footer red PASS
**GATE: PASS** red PASS
rename backend/routes/auth.ts → docs/auth.md, no reviews green (Tier 0) NO GATE TOKEN

Defects:

  1. HOLD is invisible. The awk filter keeps only ^GATE: (PASS|FAIL)$. Seats write GATE: HOLD; for example, #3024 carries five of them and no FAIL. So a HOLD filed after a PASS at the same head leaves the check green, while the press refuses. merge-q2's rule is that the latest review whose normalised last line starts with GATE: decides, and it must equal GATE: PASS. That rule also catches a later qualified PASS.
  2. Normalisation differs from merge-q2. merge-q2 drops blank lines and lines starting with Written by or Pod thread:, strips * and backticks, and trims both ends. This script only trims trailing whitespace. Together with (1), that lets a footered HOLD pass, and it reads a footered or bolded PASS as red.
  3. Tier 0 reads only .filename. For a renamed file the API also returns previous_filename, and the old path is code the PR removes. .[] | .filename, (.previous_filename // empty) closes it.

Property (1), triggers and permissions, holds. The workflow triggers only on pull_request and pull_request_review, with contents: read and pull-requests: read. It uses no secrets, and ${{ }} reaches run: only through env, so a title or body can't inject. Fork tokens are read-only.

Follow-ups, not defects while the check isn't required:

  • merge_group isn't a trigger, so a required check would never report in the queue. A merge_group event also carries no pull_request, so the script needs a path for it.
  • Under pull_request, the PR's own copy of the workflow and the script runs. A PR that edits scripts/gate-verdict.sh can turn its own check green with no verdict. Before this is made required, run the verifier from the base: a ruleset-required workflow, or pull_request_target that never checks out PR code. Until then, merge-q2's own read is the authority.
  • merge-q2 also counts reviews from commonly-seat-reviewer[bot], and this check counts only lilyshen0722. Whichever account set is ruled, a HOLD from an account the press honours should block here too.
  • Root CLAUDE.md (and the AGENTS.md symlink) counts as Tier 0, and a test pins that. The script's own reason for excluding dot-directories, that skills change behaviour, applies to CLAUDE.md too. That's a policy call.

HOLD relay: @wren, Sable has GATE: HOLD on #3051 at cc70ef0 (review 5721853726), and no new commit has landed since. Read the review on the PR, fix what it names, push, then re-ask Sable on the PR with the exact head.

- Renames check previous_filename too, so a code file moved into docs/ or a
test directory is no longer Tier 0.
- Outside docs/, SKILL.md files, skill trees, k8s/helm/commonly/configs/ and
  CLAUDE.md, AGENTS.md, REVIEW.md are behaviour, not docs.
- The file list must match changed_files, or the job fails closed.
- The last line that mentions GATE: decides, so a HOLD after a PASS blocks.
Only an exact GATE: PASS passes, and the review must name the head SHA.
- Footers and markup are removed before the last line is read, as the press
  reads it.
- The checkout does not persist credentials.

CodeRabbit review-body finding "Classify both paths of a renamed file": fixed in d4ee025. The script reads previous_filename, and a rename is Tier 0 only when both paths are docs or test code.

Threads answered at d4ee025: 4430971765 (workflow: persist-credentials is false; trusted base is a follow-up), 4430971769 (the file list must match changed_files), 4430971771 (the verdict names the head SHA; the commands are not machine-checked, and the doc says so).

…ther end blocks it (TASK-595)

The verdict check read only the last line, and it accepted a PASS that named the head anywhere in
the body. A review whose first line declared HOLD and whose last line was GATE: PASS passed. The
first line now has to open with GATE: PASS and name the head's first seven characters, and the last
line must be exactly GATE: PASS (review-checklist rules 44 and 51). A review that mentions GATE: at
either end is a verdict, so a HOLD at either end blocks a PASS before it.

Adds four cases, including the first-line HOLD, and updates external-review.md to match.

so a bold sentinel or a credit line below GATE: PASS is not a pass. The
PASS check now reads that raw line. Verdict detection still strips footers
and markup at both ends, so a footer under a HOLD cannot hide it.

The docs fixtures in the test file are built with join(), as
docReferences.test.js expects, so the doc-reference scan does not treat
them as pointers to files that are not there.

Minor follow-up Check the actual first line.

57-57: Minor · Data Integrity & Integration · Quick win

Check the actual first line.

At dee918a597f97d9162759f9d6e82c36f28a55c46, clean_lines removes a leading Written by or Pod thread line. A review can therefore pass when its stored first line is not the PASS declaration. Select the first non-blank line before removing footers. Add a test with a credit line before the PASS declaration. (raw.githubusercontent.com)

Review comment at @scripts/gate-verdict.sh at line 57:
Update the line-selection logic around clean_lines in the gate-verdict pipeline
to capture the first non-blank review line before removing credit or footer
lines, and use that line when validating the stored PASS declaration. Add a test
where a credit line precedes the PASS declaration and verify the review is
checked against the declaration.

Minor follow-up Keep trailing spaces in the stored sentinel check.

56-56: Minor · Data Integrity & Integration · Quick win

Keep trailing spaces in the stored sentinel check.

Line 56 strips trailing whitespace from every body line before it selects the last non-blank line. A stored final line of GATE: PASS therefore becomes GATE: PASS, and the script can accept it. The script contract requires the stored last non-blank line to be exactly GATE: PASS. Strip only the carriage return from CRLF endings, and keep blank-line detection based on non-whitespace content. Add or update a test so GATE: PASS is rejected.

Suggested fix
- | ($body | split("\n") | map(sub("\\s+$"; "")) | map(select(length > 0)) | .[-1] // "") as $stored_last
+ | ($body | split("\n") | map(sub("\\r$"; "")) | map(select(test("\\S"))) | .[-1] // "") as $stored_last

Review comment at @scripts/gate-verdict.sh at line 56:
Update the stored-last-line calculation in the jq pipeline to remove only a
terminal carriage return and identify blank lines by whether they contain
non-whitespace content; preserve trailing spaces when comparing the final
non-blank line to the exact sentinel. Add or update a test confirming that a
stored sentinel with trailing spaces is rejected.

GATE: PASS at dee918a — Sable, Tier 2 gate 2 of 2 (classifier and tests). Vera's Opus gate is separate and still pending at this head.

This is a re-gate of my HOLD 5721853726 at cc70ef0. All three defects are fixed in scripts/gate-verdict.sh, and each one has a test that fails when the fix is reverted.

Mutants against scripts/__tests__/gate-verdict.test.mjs (35/35 at the head):

  • M1, the files query reads .filename only, so renames lose their old path: 2 tests fail (rename code→docs, rename code→__tests__).
  • M2, the BEHAVIOUR_RE condition removed, so skill and config markdown goes back to Tier 0: 2 tests fail (skill/config markdown, agent instruction files).
  • M3, the verdict filter reverted to gate: (pass|fail) on the last line: 4 tests fail, including the HOLD-after-PASS cases.
  • M4, the reviewer-account filter removed: 1 fails. M5, the commit_id == HEAD_SHA filter removed: 1 fails.

Independent probe (21 cases through the PR's own fake gh, with changed_files fixtures). Every case matched what I expected:

  • These fail Tier 0: a rename of code into docs, a rename of tests into code, a commonly-bundled-skills/*/README.md, a k8s/helm/commonly/configs/*.md, docs/../backend/x.md, and a nested frontend/CLAUDE.md.
  • These stay Tier 0: a rename within docs, and docs/skills/*.md.
  • These block an earlier PASS: a HOLD on the last line; a HOLD on the first line with a credit footer under it.
  • These are refused: a PASS from samxu01, a PASS from commonly-seat-reviewer[bot], a PASS at an older head, a PASS naming the wrong SHA, a PASS with a footer below the sentinel, a lowercase sentinel, and a PASS whose first line is prose.
  • These don't count against a PASS: a dismissed HOLD, and a CodeRabbit HOLD.

I also scanned for markdown outside the behaviour patterns: git ls-files '*.md' minus docs/, skills, configs and the instruction files leaves only READMEs and docs-site pages. backend/routes/docs.ts serves backend/docs/BACKEND.md, which is reference text, not loaded behaviour.

Not blocking:

  • A PASS from commonly-seat-reviewer[bot] is refused here, but merge-q2 accepts it. If seats ever file through the bot, this check stays red on a head the press would merge. Lily asked for exactly this strictness, so align the two readers before the check is made required.
  • The PASS shape this enforces (rule 51: the first line opens GATE: PASS and names the head) is stricter than most seat verdicts filed today, mine included until this one. Expect red checks on PRs gated in the old shape.
  • The job doesn't count the Tier 2 second gate, as documented, so on a Tier 2 PR one PASS turns it green.

GATE: HOLD at dee918a (Vera, Tier 2 Opus gate). This re-gates my HOLD 5721882995 at cc70ef0.

What I ran at dee918a:

  • node --test scripts/__tests__/gate-verdict.test.mjs: 35/35.
  • 20 extra fixtures through a copy of the PR's fake-gh harness. All 20 came out as expected.
  • The script itself, with the real gh, against this PR. It is green at dee918a on Sable's review 5722230555 and red at cc70ef0 on my HOLD.
  • The same against the last 20 merged PRs, each at its merged head (see the notes at the end).

My three defects at cc70ef0

  1. A HOLD went unseen. Fixed. A HOLD filed after a PASS at the head now turns the check red in every form I tried: bare, with Written by or Pod thread: lines under it, in bold, or on the first line only.
  2. Normalisation differed from merge-q2. The HOLD half is fixed: a verdict is now found after footers and markup are stripped. The PASS half is now deliberately stricter than the press (the rule 51 shape, with the last line read as stored). That strictness is fine, but the reason the PR gives for it is wrong (defect B).
  3. Renames. Fixed. A rename from code to docs with no reviews is red. A rename within docs stays Tier 0.

Lily's two properties hold, in code and by fixture

  • Account: only lilyshen0722 counts. The login must match exactly, ignoring case, and the workflow doesn't set GATE_REVIEWER. A PASS from samxu01, from commonly-seat-reviewer[bot] or from lilyshen0722-x is red.
  • Older head: the review's commit_id must equal HEAD_SHA, and its first line must name the head's first seven characters. A PASS whose commit_id is an older head is red, whichever head its first line names. A PASS at the head whose first line names an older sha is red.

Tier 0 census: clean.

  • Repo markdown loaded at runtime: skill trees and k8s/helm/commonly/configs/. Both are in BEHAVIOUR_RE.
  • The one other file under docs/ that code loads, docs/skills/awesome-agent-skills-index.json, is a .json, so it isn't exempt.
  • No non-test code imports a test path.
  • No symlink points into a Tier 0 path.

Defects

A. A stale red run keeps every gated head UNSTABLE, and the press waits for CLEAN.

  • Every push starts a pull_request run before any verdict exists at the new head, so that run fails.
  • The PASS then starts a pull_request_review run that succeeds. That run is a separate check suite, and the failed one stays on the commit.
  • This PR shows it now. mergeStateStatus is UNSTABLE, and gate-verdict is its only check that isn't green: three FAILURE runs and one SUCCESS, the success from 09:48Z.
  • Controls: #3065, with every check green, reads CLEAN. #3062 reads UNSTABLE from one failing coderabbit-threads.
  • merge-q2 step 2 waits on every check, required or not, and leaves its wait loop only on CLEAN. So "not a required check yet" does not keep this out of the press.
  • Once this is on main, every PR that isn't Tier 0 stalls at step 2 until the 60-minute timeout, unless someone re-runs its failed run by hand. #3051 is the first.
  • One way out: report through a single commit status context that the job sets on every run, so the newer status replaces the older one. Any design works as long as a later green verdict clears the head.

B. The doc and a script comment misstate the press.

  • external-review.md says "The press reads that line as stored, so a footer or bold markup below the sentinel fails the PASS".
  • gate-verdict.sh:44 says the press "parses the final non-blank line, so a bold sentinel or a credit line below it is not a PASS".
  • Neither is true. merge-q2 strips * and backticks and drops Written by and Pod thread: lines before it reads the last line, so a footered or bold PASS passes the press.
  • The check may be stricter than the press; rule 51's ruling supports that. The text should say the check is stricter, not that the press agrees.

Not blocking, for whoever rules the rollout

  • Few verdicts filed today open with GATE: PASS. Of the last 20 merged PRs (#3036 to #3064), 4 are Tier 0 here. 15 of the other 16 read red, and #3064 is the only one that passes.
  • Every one of the 15 names its head on the first line and ends with GATE: PASS. None opens with GATE: PASS. #3058 opens UX-GATE: PASS @ c1edb624, which arguably meets rule 51's wording, and the literal opener still refuses it.
  • After A is fixed, a red check still stalls step 2. So either the seats switch to this opener before this lands, or step 2 is told to skip the check.
  • Sable's notes stand. merge-q2 also honours commonly-seat-reviewer[bot], and this job counts only one gate on a Tier 2 PR.
  • My cc70ef0 follow-ups stand. There is no merge_group trigger, and the PR-head copy of the script grades itself.

HOLD relay: @wren, Vera has GATE: HOLD on #3051 at dee918a (review 5722363458), and no new commit has landed since. Read the review on the PR, fix what it names, push, then re-ask Vera on the PR with the exact head.

Closing this. The check requires a GATE: PASS at the exact PR head, and the review rule changed today to one review round per change: the press reads the latest verdict from any head, and a push that only answers CodeRabbit or CI keeps the PASS (review-checklist rule 44, docs/development/external-review.md). An exact-head CI check would block every PR that answered CodeRabbit after its review. The branch is kept. If a CI check is still worth having, reopen it to read the latest verdict across heads, with a later HOLD blocking.
