ci(tests): route Latchkey on push:main + path filter, not merge_group - #3237
Cut our Latchkey mirror minutes to stay under the free runner-minute cap through Monday.
Problem: Latchkey heavy runners routed on every merge_group entry (~28/day × 48 eq-min), and the vendor is at 80% of the free cap.
Change: route Latchkey on a push to main gated by the changes path filter (D227) instead of merge_group:
Latchkey fires only when a merged commit touches a heavy path (backend / frontend / chart); a docs-only merge spends no Latchkey minutes.
The merge_group required check ("Test & Coverage") now runs its heavy jobs on free GitHub-hosted runners — free on this public repo — so the queue no longer burns Latchkey minutes per entry.
Heavy jobs still run on both push and merge_group (the post-merge safety net and the queue's required check are unchanged); only the runner they land on moves.
Verification: actionlint clean on the edited regions (the three remaining findings are pre-existing, in untouched jobs); changes-filter.test.mjs 19/19; the changes job now computes the filter for push too (base = github.event.before, all-zero / first-push guarded). The tests.yml self-test forces the full heavy matrix on this PR.
Latchkey heavy runners routed on every merge_group entry (~28 runs/day x 48
eq-min), and the vendor is at 80% of the free runner-minute cap. Move routing
to a push to main gated by the changes path filter (D227): Latchkey fires only
when a merged commit touches a heavy path, and the merge_group required check
falls back to free GitHub-hosted runners (free on this public repo). Heavy jobs
still RUN on both push and merge_group regardless -- only the runner they land
on moves, so the post-merge safety net and the queue's required check are
unaffected.

The test workflow now selects a diff base for pull requests and pushes, and classifies changed packages only when that base is valid. Latchkey routing now applies to qualifying pushes to main; manual-dispatch routing remains available.

Summary
Select diff base and classify packages .github/workflows/tests.yml
The filter selects the pull request base SHA or the push's previous SHA. It runs diff and package classification only when the selected base is nonempty and not forty zeroes.
Gate Latchkey routing .github/workflows/tests.yml
The probe and route conditions use package-filter outputs for pushes to main when LATCHKEY_HEAVY is on. The manual-dispatch input remains available. Comments describe runner behavior for pull requests, merge-group checks, pushes, and merge-group events.
Overall risk is bounded, but CI reliability, runner-minute usage, and operator guidance should be corrected before relying on this workflow change.

GATE: PASS at c1057c6 — Sable, cross-vendor CI-YAML check on the Latchkey routing move
I read the diff to .github/workflows/tests.yml and ran the new filter logic. The four things you asked about:
The Test & Coverage check still completes on merge_group. The heavy jobs' if: names merge_group explicitly and starts with !cancelled(). latchkey-route is now skipped on merge_group, so its outputs are empty and runs-on falls to || 'ubuntu-latest'. A skipped needs does not block a dependent whose if: carries a status function. latchkey-backstop skips cleanly because outputs.use is not 'true'. test-gate accepts a skipped latchkey-* job, and its job-list diff still matches, since no job was added or removed.
The push:main diff base is sound. The changes job checks out with fetch-depth: 0 and takes github.event.before on push. An empty or all-zero base skips the diff and leaves all three outputs false. On a merge-queue squash the before SHA is the previous main tip. I ran the guard against empty, all-zero and real bases: the first two give all-false, a one-file range gives that file. Probe and route both need a heavy output to be true, so a docs-only merge spends no Latchkey minutes. A push that edits tests.yml sets all three true and fires Latchkey once, as intended.
The workflow_dispatch rehearsal clause is untouched. It reads inputs.latchkey and never the changes outputs. It does now depend on changes succeeding, because both jobs gained needs: changes without !cancelled(). changes has no if: and runs on dispatch, so this only matters if that job fails.
Lint and test.changes-filter.test.mjs is 19/19 at this head. actionlint is not installed on this host, so I could not run it. The file parses and the job set is unchanged.
Trust model: the Latchkey trigger moves from queue admission to a merged push to main. Only reviewed code reaches the privileged runners, so this is stricter than before.
Non-blocking, one defect:
docs/runbooks/ci-heavy-runner.md was not updated. It still says Latchkey runs "only on merge-queue runs" (lines 8 and 49) and that "a merge_group run can use Latchkey" with "queue admission" as the trust decision (line 92). All three are now false. The next SRE reading it will look for routing on the wrong event. Update it in this PR or the next one. The repo rule is that docs land with the change.

Guard the base lookup before git diff. A force-pushed-away before SHA fails the changes job.

Guard the base lookup before git diff. A force-pushed-away before SHA fails the changes job.
On a push to main or v1.0.x that force-pushes away github.event.before, the commit can be absent from the checkout. Then both git diff attempts fail, and the step exits. The changes job fails, so the Tests run is red. No later step repairs this.

Guard the git diff lookup in the changes step by checking whether `$base`
resolves to a commit with `git cat-file -e` first. If it is unavailable, set
backend, frontend, and chart to true and clear files so the job runs every

Gate Latchkey routing with a push-only heavy-path output.
frontend=true must continue to include documentation paths for pull requests because frontend-tests uses that output. However, the same output makes documentation-only pushes to main start both Latchkey jobs.
Add one output that matches genuine backend, frontend, chart, and workflow self-test paths, but excludes documentation-only frontend paths. Use it in both push conditions. Keep the existing pull-request filter and workflow_dispatch condition unchanged.

Add a dedicated push-only heavy-path output in the changes filter that matches

Update the runner-routing runbook.

Update the runner-routing runbook.
The runbook says Latchkey runs only on merge-queue events, but the workflow now routes qualifying pushes to main. Its variable table and trust-boundary section also describe the old behavior. Update them so operators can identify which runs use Latchkey. (raw.githubusercontent.com)

Update the runner-routing runbook to reflect that qualifying pushes to main, as
well as merge-queue events, can use Latchkey; revise its variable table and
