fix(agent-settings): frame review fixes after #3183 (TASK-731) - #3239
Follow-up to #3183, which was squash-merged at 02cd7e9 (14:43Z) before these review fixes landed.
Fixes from the subagent review (HOLD at 02cd7e9, then re-review at 33ce59f and eb6dd13):
Body column capped at the frame's 1000px (.v2-agent-settings-page__col).
Phone fold chevron no longer picks up the old button chrome. .v2-agent-wake-pods__fold is excluded from the old button rules.
Header stacks name over "Active in N pods" (.ahead display block, as the frame sets it).
Phone list rows stay one line per label and action. The value cell sits under the label on a second line and the action spans both, so the Connection status is still shown at 390.
Guards: a presence test pins the phone .vl and .ac grid placement. Suites 367/367 pass.
Not in this PR (non-blocking per review): dead CSS and i18n keys, two guards that pin unused rules, the "from Control" wrapper hint in both locales, the Save button versus the frame's autosave note, and the "Pods" header. Left for a follow-up.
Review: subagent review at eb6dd13, GATE: PASS (rendered at 390 and 1440, light and dark). UX Lead has not re-checked the commits after 68b134a.
…k, phone rows (TASK-731)
Review HOLD at 02cd7e9: body column had no 1000px cap; the phone fold
button picked up the old button chrome; the header used flex where the
frame sets display:block; phone list rows wrapped the value cell, which
the frame omits at 390.

…TASK-731)
The 390 fix hid every .lrow .vl, which dropped the Connection status on
phones. The value now sits on a second line under the label and the
action spans both lines, so each row still starts on one line.

The Settings surface now uses a centered, width-limited column and revised phone-width list-row placement. Generic button styles and state styles exclude wake-pod fold buttons. Layout invariant tests cover the phone-width grid placement and button selector.
The surface uses block layout for .ahead and adds a centered column with a 1000px maximum width. Below 600px, list-row values occupy the first column on the second row, and actions span both rows. A test checks the grid-row declarations.
Keyboard users may lose the visible focus indicator when operating the fold button on phones; this is a small accessibility fix before merge.

Explanation
The title names the scope (agent-settings) and the follow-up nature of the change (review fixes after #3183, TASK-731). The changeset does address review fixes to the agent settings layout: a 1000px column cap, exclusion of the fold chevron from button styles, block layout for the header, and phone list-row grid placement. The title does not name the specific layout changes, but it refers to a real part of the work and is not vague.

Subagent review (own, one round) at eb6dd13, the head this follow-up carries. Rendered the page's DOM with the real CSS in headless Chromium at 1440 and 390, light and dark, connected and never states.
Column capped at 1000px and centred at 1440.
Phone fold chevron has no button chrome; focus ring still shows.
Header stacks name over "Active in N pods".
Phone rows keep label and action on one line; Connection status visible under the label; alert in the accessibility tree.
367/367 across the three suites.
Non-blocking, left for a follow-up: dead CSS and i18n keys, two guards pinning unused rules, "from Control" wrapper hint in both locales, Save versus the frame's autosave note, "Pods" column header, phone padding leaving content at 278px.

Preserve a visible focus state for the fold button.
V2AgentWakePods.tsx renders .v2-agent-wake-pods__fold as a focusable button. On phone widths, its component stylesheet applies all: unset and defines no :focus-visible rule. Excluding the class here removes the visible focus indicator for keyboard users. (raw.githubusercontent.com)
Keep the fold button in the generic :focus-visible selector, or add an equivalent token-based focus rule. Add a regression assertion for that focus rule; the current invariant covers only the base button selector. (raw.githubusercontent.com)

Remove the `.v2-agent-wake-pods__fold` exclusion from the generic
`:focus-visible` selector so the fold button retains its token-based visible
focus indicator. Add a regression assertion in the `v2-layout-invariants` test
for this focus rule.

The rendered review ran at eb6dd13, the commit this branch's fixes were reviewed at. Between the two commits, the fix content did not change. What changed:
The branch was rebased onto current main. The fix commits replay cleanly.
v2-agent-settings-surface.css, V2AgentSettingsPage.tsx and V2AgentWakePods.tsx are byte-identical to eb6dd13.
v2-agent-settings.css differs only by main-drift: rules main removed before this branch, and the fold exclusion on lines 46 and 58–60 is present.
v2-layout-invariants.test.ts differs by main-drift (read helpers moved to other sheets). The three suites pass at 08796e0: 367/367.
Findings 1–4 from the earlier review are fixed at this head: 1000px column cap, phone fold chrome excluded, header stacked, phone rows keep the status line under the label. Non-blocking follow-ups, not in this PR: dead CSS and i18n keys, two guards pinning unused rules, "from Control" hint in both locales, Save versus autosave, "Pods" header.
