fix(native): a research turn whose recovery round asks for a page again gets one more call - #3277
A hosted research agent was asked to read two GitHub releases pages. It failed with the fixed "couldn't finish a reply" line on four runs over three days. Each run was recorded as a guard stop. Only one guard stop happened.
What the runs did
The run records and the LiteLLM log for one of them (11-01, 14:53Z) show the same sequence each time:
The model read both pages in one round.
The next model call was rejected by the injection guardrail, on benign text in one of the release notes.
The runtime checked each page alone. The guard stopped one, and that one was set aside, as designed.
In the recovery round, which offers only commonly_post_message, the model asked for the set-aside page again.
The call was refused ("not available to you in this turn"). The recovery round ends the run after one call, so the run failed before the model ever read the refusal. It was recorded as guardrail_blocked / "Request blocked by a content guardrail".
The LiteLLM log has two blocks in that window: the chat call, and the stand-alone check of the stopped page. There was no third block. The failing step was step 5, and the run record named step 2.
What changes
One more call, only when it can help. When the recovery round's call asks only for tools it isn't offered, and doesn't try to post, it gets one more call. That call is still offered only a post. The refusal it reads first says no more lookups are possible and tells it to reply from what it has.
The set-aside notice says the same thing, so the first recovery call is less likely to ask again.
A round that tried to post gets no second call, whether the post went through or was refused (a pod bridged mid-turn, for example). The recovery round still posts at most one reply.
The failure names its step. When the run still ends without a reply, errorMessage says the round after the set-aside ended without one, whether its post was refused, and which tools it asked for. errorKind stays guardrail_blocked: it has no other writer or reader outside tests, and the run did end because of a guard stop.
The extra call is bounded: at most one per run. If that call is itself stopped, the existing second-stop branch sets every web result aside for one last round. A refetch after that ends the run. That's five model calls against four before. The turn, token and wall-clock caps are checked before every call, this one included.
The F33 sequence. Two pages are read in one round and the guard stops one. The model asks for that page again, the refusal is the last thing it reads, and its next call posts. Only the post is offered, and the stopped text is not in that call.
A second refused lookup ends the run with the fixed line, unmetered, and the record names commonly_fetch_url.
A refused post in the recovery round ends the run with no second call, and the record says the post was refused.
A reply held back because the pod became bridged after a page read fails the run, unmetered, with nothing posted.
A NO_REPLY after a page read in a bridged pod, on a person's message.posted wake to a native agent, stays a decline: the run succeeds and the claim is handed on (outcome: 'declined').
An empty extra call (no text, no tool call) ends the run with the fixed line, unmetered, and the record says the extra call returned nothing.
A stop on the extra call sets the rest of the web results aside, and a refetch after it ends the run after five calls. Neither page's text is in the last call.
The set-aside notice says no lookups are left.
The previous arm, "a lookup asked for in that call is refused and the run ends with the fixed line", pinned the behaviour that failed in production. It is replaced by the first two arms above.
Reverse checks. Each mutation was applied, the suite run, and the file restored.

Review round
A fresh Opus-class subagent reviewed 9a57ba2 and passed it (GATE: PASS, filed as a review on this PR). It ran four extra cases: the stop on the extra call, a guard stop then a refetch, a cap hit during the extra call, and a mixed post-plus-fetch call. It confirmed that the extra call adds nothing but the model's own call and the fixed refusal, and that bridged-pod refusals and the one-reply rule are unchanged. f545351 applies its two should-fix items and its nits: the bound test, naming a refused post, skipping an empty tool name, and naming the refusal constant for what it refuses.
CodeRabbit
CodeRabbit's review of f545351 raised one Minor point in its body, with no thread. If the extra call returned no tool calls and no text, the run ended succeeded with nothing posted, so the person got neither a reply nor the fixed line. Before this change, that sequence failed with the fixed line. That was correct. The extra call is given only because the model meant to answer, so in 48ead82 an empty one fails the run and names the step. The test went red without the fix (R8).
Its review of 48ead82 raised one Major point, also in its body. When a pod became bridged after a web or broker result, the final-text fallback was held back, but the run still ended succeeded. That logic predates this PR. A hosted turn was metered for an answer nobody got, and the event's digest was settled as read. In 67496fa the run fails instead. Native failures are terminal in agentEventService (recordFailure), so nothing replays. The digest stays unread for the next turn, the run is unmetered, and in a bridged pod no fixed line goes out either.
One existing arm in nativeRuntimeService.byoHandoff.test.js ("keeps a broker result from crossing a bridge before the handoff card") pinned succeeded for exactly that held-back turn. It now expects failed with guardrail_blocked. Its other assertions are unchanged: one broker dispatch, the bridge read, and no post. R9 turns both arms red.
In a thread: a silent reply at a bridge. The held-back check read the raw text, so a NO_REPLY counted as held back, failed the run, and cost a person's message.posted wake its declined handoff to another agent. That was confirmed, and fixed in 17461eb: the check also asks sanitizeAgentContent whether the text is silent. It asks last, after the bridge read, so only that path calls it. The thread is answered in place. Two mocks gained sanitizeAgentContent: guardStop delegates to the real one, and webSearch uses the identity stub byoHandoff already had.
Outside the diff: post the fixed line in bridged pods too. Not taken here. CodeRabbit read this PR as having stopped the requester from being notified, but before this PR the same held-back turn ended succeeded and posted nothing either. The person sees the same thing as before. Leaving bridged pods out of the fixed line was a deliberate rule in fix(hosted): a guard-stopped hosted turn answers, or says it couldn't, and costs no turn #2305, pinned by "a pod bridged mid-turn after a page read gets no fixed line". Changing it is its own decision, not a side effect of this one.
Its review of 17461eb raised one Trivial point in its body: test a reply that opens with a bare NO_REPLY, and a backticked NO_REPLY mention, on the bridged path. Not taken. The check asks sanitizeAgentContent, the one place the sentinel rules live, and those boundaries (total match, leading bare sentinel, backticked mention) are pinned in agentMessageService.chatNoise.test.js. Testing them again here would be a second copy of that suite.
Residuals
The guardrail's false positive on benign release notes is not touched here. This change makes the turn answer despite it. The rule itself lives in the LiteLLM config.
…in gets one more call
A hosted research turn read two releases pages, the content filter stopped
one, and in the one round after the set-aside the model asked for that page
again. That round offers only a post, so the call was refused, and the run
ended before the model read the refusal: four runs in three days, each
recorded as a guard stop that never happened (F33).
The recovery round now gets one more call when it asked only for tools it
was not offered. The refusal tells it no lookups are left, and so does the
set-aside notice. A round that tried to post gets no second call. If the
second call does not reply either, the run record names the step and the
tool it asked for.

… pin the retry's bound
From the review of 9a57ba2.
- A test pins the bound: when the extra call is itself stopped, the rest of
the web results are set aside, and a refetch after that ends the run, five
model calls in all.
- The failure record says the round's post was refused, when it was, and
skips an empty tool name.
- The refusal constant is named for what it refuses: any tool that round
does not offer.

The runtime now provides specific recovery instructions for unavailable tools, allows one additional model call in a defined case, and reports guardrail-blocked failures when recovery ends without a posted reply.

The runtime allows one additional model call when the first recovery call does not request a post. It reports guardrail-blocked failures when recovery ends without a posted reply. Tests cover successful recovery, repeated unavailable lookups, empty replies, refused posts, another guard stop during recovery, handoff release, and bridged runs with withheld final text.
Directly addressed bridged runs can still fail without notifying the requester. Correct or explicitly accept this before merging.

Fail recovery if the additional call produces no reply.

Fail recovery if the additional call produces no reply.
If the additional call returns no tool calls and empty content, the no-tool-calls path marks the run succeeded without posting anything. The hosted failed-run notice then does not run. Previously, the refused lookup ended as a failed run. Check for a delivered reply before marking this recovery path successful, and add a test with an empty additional response. As per path instructions, a guard failure must “fail toward over-delivery,” not toward “a message or event nobody sees.”

Fail the run when the recovery fallback is blocked.

Fail the run when the recovery fallback is blocked.
If a bridge appears or its lookup fails before the extra recovery call returns text, fallbackBlocked prevents the post but leaves run.status as running. The run then becomes succeeded, so a hosted turn is metered and agentEventService can settle its digest without a reply. Set the status to failed here and add a test for this recovery path. CodeRabbit on 48ead82 (Major): when a pod became bridged after a web or
broker result, the final-text fallback was held back, but the run still
ended succeeded. A hosted turn was then metered for an answer nobody got,
and the event's digest was settled as read. The run now fails: unmetered,
its digest left unread, and in a bridged pod no fixed line either.
The byoHandoff arm that pinned 'succeeded' for that held-back turn now
expects 'failed' with guardrail_blocked.

Post a fixed local failure line for bridged runs.
The bridge guard itself is pre-existing, but this PR changes the fallback case to failed, so it now reaches that guard without notifying the requester. recordFailure only settles the event. noOutboundRelay: true prevents external relay while still allowing the fixed, non-content line to be stored in the pod.

CodeRabbit on 67496fa: the held-back check read the raw final text, so a
NO_REPLY after a web or broker result in a bridged pod was counted as a
held-back reply and failed the run. A human message.posted wake then lost
its declined outcome, and the claim was not handed on to another agent.
The check now asks the message service whether the text is silent, last,
after the bridge read, so only that path calls it. A silent reply posts
nothing either way, so it takes the normal path and ends as a decline.

One review round (D218): a fresh Opus-class subagent reviewed 9a57ba2.
Bounded: the extra call is at most one per run. If it is itself stopped, the run reaches 5 model calls, against 4 before. Turn, token and wall-clock caps are checked before every call.
Nothing new reaches the model: only the model's own call and the fixed refusal. Every round after the set-aside offers only commonly_post_message.
Unchanged: bridged-pod refusals, the one-reply rule in the recovery round, metering, and the fixed failure line.
Tests: the F33 test replays the production sequence.
f545351 applies its should-fix items (a test pinning the bound; the failure record names a refused post) and its nits (empty tool names skipped; the refusal constant renamed). Reverse checks R2b and R7 are red. 48ead82 answers CodeRabbit's body point on f545351: an empty extra call now fails the run with the fixed line (R8 red). 67496fa answers CodeRabbit's Major body point on 48ead82: a reply held back at a bridge now fails the run (R9 red, two arms). 17461eb answers CodeRabbit's thread on 67496fa: a NO_REPLY at a bridge stays a decline (R10 red). The outside-diff point about the fixed line in bridged pods is declined in the PR body, because the requester sees the same thing as before this PR. Under D218 these pushes are covered by CodeRabbit and CI.
