fix(connectors): a grant whose key was removed offers the key picker - #3355
Follow-up to #3354. It covers the finding in CodeRabbit review 5759837673 on #3354. The fix was pushed to that branch after #3354 had already merged at 7a69772, so it never reached main.
The problem. If a key grant's key has been removed, "Grant again" and "Change access" open with connectionId: ''. That has been true since 7a69772, so they never fall back to another agent's key. But the picker didn't handle that state:
With one key left, the connection picker was hidden (it needed more than one connection). Grant stayed disabled and there was nothing to choose.
With two or more keys, the <select value=""> had no matching option. The browser showed the first key as chosen, and choosing it fired no change.
What changes
The picker shows whenever a key still needs choosing, even when only one key is left.
A disabled placeholder, "Choose a key", keeps the select's value at ''. It's tools.chooseKey; the zh 选择密钥 matches the existing 选择智能体 and 选择头像.
The agent list and the "select an agent" notice wait until a key is chosen.
submitDraft also refuses an empty connectionId, so it no longer relies on the button being disabled.
OAuth and GitHub are unchanged. keyPending needs credentialMode === 'operator_key'.
Tests
New: a removed key with one key left offers the picker with value ''. Choosing the key checks Scout, and Grant posts connectionId: 'conn-scout' with audience: [SCOUT].
The two-key test now also asserts the empty value, the disabled placeholder and no checkboxes.
Mutations, each restored afterwards:
gating the picker on more than one connection fails 1 test;
…"Choose a key"
From CodeRabbit review 5759837673 on #3354. When a key grant's key is
gone, openDraft leaves connectionId empty:
- The connection picker now shows even when only one key remains, so the
person can still choose it. Before, it was hidden and Grant stayed off
with nothing to pick.
- A disabled "Choose a key" placeholder (zh 选择密钥, matching 选择智能体)
keeps the select's value at '', so the browser no longer shows the first
key as chosen. Choosing it now fires a change.
- The agent list and the "select an agent" notice wait until a key is
chosen.
- submitDraft also refuses an empty connectionId.
Tests: a removed key with one key left offers the picker, and choosing it
posts [SCOUT]. The two-key test also asserts the empty value and the
placeholder. Each fails without its change.

Walkthrough
Operator-key grant drafts with a missing connection now require key selection before displaying audience options or submitting. The change adds English and Chinese picker labels and tests for missing and replacement keys.

Key selection and grant submission frontend/src/v2/connectors/ToolPanels.tsx, frontend/src/v2/connectors/useToolConnectors.ts, frontend/src/i18n/locales/en.json, frontend/src/i18n/locales/zh-CN.json, frontend/src/v2/__tests__/ConnectorsPage.operatorKey.test.tsx
When an operator-key grant draft has no connection selected, the UI shows a disabled “Choose a key” option and hides audience controls. Submission now requires a connection ID. English and Chinese labels are added, and tests cover drafts with no available key and drafts where a replacement key can be selected.

Review round (D218) at e779185. This one pass covers the code, the connector UI lane and the zh-CN string.
Scope.keyPending needs credentialMode === 'operator_key' and an empty connectionId, so OAuth and GitHub drafts render exactly as before.
Picker.
Choosing a key from the placeholder state goes through the existing onChange, which resets the audience to that key's agent through startingAudience. The post carries conn-scout and [SCOUT].
Once a key is chosen, the placeholder unmounts and the select stays controlled on a real id.
A disabled <option value=""> under value="" is valid React, and no warnings were logged.
With one key left, the picker goes away after the choice. The draft then looks like a normal one-key draft, which is fine.
Hidden agent list.boundAbsent can't be true while keyPending is, so no "not in this pod" note gets hidden. The empty-audience notice comes back after a choice. Grant is still disabled on !draft.connectionId.
submitDraft guard. It changes nothing for valid drafts and is defence in depth only.
zh-CN.tools.chooseKey = 选择密钥, verb-first like 选择智能体 and 选择头像. 密钥 matches tools.connectionKey. Both JSON files parse, the key sits at the same position in each, and each file changes by +2/−1.
Mutations (each restored afterwards):
gating the picker on more than one connection fails 1 test;
dropping the placeholder fails 2;
dropping the submitDraft guard fails none. The disabled button already covers that path.
Runs. ConnectorsPage and i18n: 305 of 305 tests pass. All of src/v2 and src/i18n: 2,640 pass. tsc is clean in src/.
Defects: none.
Non-blocking, for a later PR. A revoked key grant whose every key has since been removed still offers Grant again, and the draft then shows only the mode and the expiry, with Grant disabled and no explanation. It is no worse than before, when it showed seats Grant couldn't use. Fix: a "Add a key first" status hint, or hide Grant again when an operator_key entry has no connections.

Test the submission guard directly.
The current test clicks a disabled Grant button, so it never calls submitDraft. It also has an empty selected audience because the agent checkboxes are withheld while no key is selected. Add a test that invokes submitDraft with an empty connectionId and a nonempty selected audience, then asserts that no grant is posted.
