refactor: host lint fixes, migration proofs and dbt pipelines in Rust

Why

Continue the Rust-hosted compiler, CLI and planner migration while preserving source-file safety, persisted migration fingerprints and command behavior.

Changes

• Native lint compile-fact indexing, fix-verdict checks, compiler-verified fix sessions, expansion preparation and header routing. Retain Python macro execution, adapters and boundary models.
• Native migration column-rename matching, query-shape proofs, reference extraction and fingerprint normalization.
• Native dbt invocation, compile and plan orchestration, execution phases, SQLBuild safety gates and run-results backfill. Preserve custom-adapter callbacks and standard-library JSON/UTF-8 behavior.
• Delete replaced Python; movable Python decreases from 42,632 to 39,461 lines.

Verification

• 11,405 unit/integration tests passed; make check-ci passed with all optional dependencies available.
• Compiler differential: 371 projects, full discovery/render coverage and unchanged goldens.
• Stateful planner differential: all 11 projects matched the existing baseline across 18 steps.
• Cold and edited compile outputs and exit codes match the reference on synthetic and private compile-only projects.
• Before/after fixture comparisons cover migration shapes, hashes and rename proofs; format fixes preserve bytes, permissions and CRLF, with no writes for check/diff or refused fixes.
• dbt command captures, backfill comparisons, custom-adapter checks and safety/cleanup ordering matched.
• Independent combined review: no validated in-scope findings.
