Update the local Workers runtime to the October 19 release

Include the fix for nested asset paths during local development on Windows, together with the compatible Wrangler release.

The runtime update also disposes Workflow step results and introspection modifiers after use, preventing undisposed RPC warnings and cancelled local Workflow requests.

🟡 Workflow release note leads with internals

The Workflow changeset describes step results and introspection modifiers rather than leading with the fix for cancelled requests and RPC warnings.

Suggested change
The runtime update also disposes Workflow step results and introspection modifiers after use, preventing undisposed RPC warnings and cancelled local Workflow requests.
Local Workflow requests no longer get cancelled or emit undisposed RPC warnings when processing step results.
