What

Deletes one stale unit test, the_motivating_workflow_records_its_own_reason, from cli/tri/src/gates.rs, and re-blesses the two census pins.

  • cli/tri/src/gates.rs: 0 lines added, 19 deleted. No new Rust. The other cause_removed tests stay.
  • tools/census/quiet.txt, tools/census/shell.txt: tool-written by tri census pin --bless. tri census explain puts every moved count down to master's own workflow changes since the pins were last blessed (the deleted brain-seal-refresh.yml, plus issue-gate.yml, queen-publish.yml, t27o-golden.yml, t27o-release.yml and gate-topology.yml), none to this deletion.
    • quiet.txt: workflow files read 65 -> 66; named a path but not quiet 185 -> 198
    • shell.txt: workflow files read 65 -> 66; jobs 85 -> 87; run: steps 305 -> 313; the runner does 284 -> 292

Why

The test include_str!s .github/workflows/brain-seal-refresh.yml. #9117 deleted that workflow, so cargo build -p tri --all-targets, the first step of cli-tri, has failed on master since 2026-10-12 and every PR inherits the red. Nothing replaced the workflow, so there is nothing to repoint the test at. Duplicates: #9640, #10009.

Authorization

The exception entry for this one change landed in #10089. Owner instruction of 2026-10-18, relayed by the coordinating session (translated): "do everything yourself" and "merge autonomously yourself, I allow everything".

Verified on the Railway lab (base 9506315; master since then touches no workflow, census or gates.rs file)

  • cargo build -p tri --all-targets: exit 0
  • cargo test -p tri -- --nocapture --test-threads=1: 896 passed, 0 failed; skip ratchet "Baseline holds"
  • tri census pin --gate: passes after the bless
  • tri gates tests --gate, tri skill check: pass

Follow-up after merge: remove the now-spent cli/tri/src/gates.rs entry from tools/policy/foreign-exceptions.txt, as the entry's own text asks.

Closes #9634

🤖 Generated with Claude Code

…census (Closes #9634)

the_motivating_workflow_records_its_own_reason include_str!s
.github/workflows/brain-seal-refresh.yml, which #9117 deleted, so the
cli-tri test build has failed on master since 2026-10-12. Nothing
replaced that workflow, so the test is deleted (19 lines of Rust
deleted, 0 added), under the exception entry from #10089.

tools/census/{quiet,shell}.txt are re-blessed by `tri census pin --bless`;
the moved counts (workflow files 65 -> 66, jobs 85 -> 87, run: steps
305 -> 313, runner does 284 -> 292, named-not-quiet 185 -> 198) come
from master's own workflow changes, not from this deletion.
