Removes the exception entry added by #10089 for cli/tri/src/gates.rs. The one change it authorized (#10111, deleting the stale test of the deleted brain-seal-refresh.yml) has merged, and the entry's own text says to remove it once that change has merged. Leaving it would keep a standing permission to edit gates.rs that nobody intends.

Only change: 8 lines deleted from tools/policy/foreign-exceptions.txt. No code added.
