Closes #10320

x as u3 has been a legal cast since #10084 (uN, 1 <= N <= 64, decided in specs/compiler/int_type_names.t27), so rejects_invalid_width_u3 failed on master and turned test-ratchet red on every open PR.

The unit still guards the same contract, that an invalid integer width in a cast is a compile error, now with u65, which int_type_names.t27 refuses. Renamed to rejects_invalid_width_u65.

• bootstrap/src/compiler.rs: 4 lines changed, net zero (comment, name, cast literal).
• bootstrap/stage0/FROZEN_HASH: recomputed.
• Verified on the Railway lab: rejects_invalid_width_u65 ... ok.
• No codegen change: the edit is inside mod tests_compiler_rejects.
