gate: lower MAX_DEAD_TRI 140 -> 138 after #10500 removed two dead tri mentions (Closes #10513) - #10514

… mentions (Closes #10513) #10500 removed `tri verify` and `tri experience query` from .claude/skills/tri-pipeline.md, so the equality ratchet read 138 against the ceiling 140 and "Documented t27c subcommands exist" failed on master and on every PR after it. One constant inside a gate tool already listed in tools/policy/foreign-exceptions.txt (the PR #9277 pattern). `python3 tools/check_documented_commands_exist.py` now prints "ok". Closes #10513
#10500 (mine) removed two dead
trimentions (tri verify,tri experience query) from.claude/skills/tri-pipeline.mdand did not lower the equality ratchet, so "Documented t27c subcommands exist" failed on master and on every PR opened after it ("deadtrimentions fell 140 -> 138").One constant in
tools/check_documented_commands_exist.py, a gate tool already listed intools/policy/foreign-exceptions.txt(the PR #9277 one-constant ratchet pattern). Locally:python3 tools/check_documented_commands_exist.pyprints "ok: every t27c subcommand a live document names exists, and the 138 deadtrimentions are the recorded ceiling."Learning, added to the loop protocol: a PR that removes a dead command mention lowers the ceiling in the same commit.
