Closes #10527. Part of #10522 (t27o overnight loop, linked to #10486 M2).

What

docs/nona-03-manifest/T27O-COMPETITORS-AND-DOGFOOD.md plus its row in docs/README.md:

  • Dogfood: tri t27o over every tracked .rs file of the roadmap repositories, 30 s cap per file: 1,388 files, 16,775 fns, 1,573 converted (9.4%), 504 of 8,228 tests converted, five files over 30 s (the largest; run time grows faster than file size).
  • First refusals by kind (17,015): types outside the subset 28.0%, the cascade 13.2%, methods 13.1%, macros 10.2%; the top single reasons are Vec 1,419, vec! 1,363, String 680, Err 612.
  • Inner loop: t27b test 0.89 s vs t27c test-report 94 s on rust_std.t27, same 10/10 (t27o: --check judges with t27b test first (0.89 s vs 94 s), t27c test-report only when t27b cannot judge #10525 uses this in tri t27o --check).
  • Field: about 25 tools (C2Rust, TRACTOR, VERT, Syzygy, Aeneas/Charon, hax, Kani, Codon, mypyc, OpenRewrite, ...), each with a link and a read/search-only tag; ten weaknesses of t27o with the fix each points to; where t27o is ahead; three things to adopt next.
