Closes #10653. Part of #10522 (repairs a defect of my own lane X, merged with #10646).

specs/tools/t27o/ledger.t27 had 9 /Users/playom/... literals in the cache_path / repo_is_here tests; tools/check_devhome_paths.py (the scan check) reported FAIL new specs/tools/t27o/ledger.t27 (9 occurrence(s)), so scan is red on every PR after #10646. The rule under test reads only the last path component, so the literals become /srv/checkouts/... with every expected value unchanged.
