Master's spec-guards job has been red since d8ef9cc (#10674), and every open PR inherits it. #10674 added audit_tail_line_matches_the_count and coverage_report_lines_are_exact to specs/claw/gates.t27 but did not regenerate gen/c/claw/gates.c.

This PR changes one file, gen/c/claw/gates.c (+40 / -1). It is t27c gen-c specs/claw/gates.t27 output, never hand-edited (L2).

Verification (Railway lab, master `40b59d3`)

I ran the step's eight regen commands and then git diff. Only gates.c differed. The other five gen/c/claw files, fmt_source.rs and own_model_board.json were already current.
cc -std=c11 -DT27_TEST_MAIN gen/c/claw/gates.c, then running the binary, printed All 20 tests passed. It was 18 before test(claw): kill mutation-sweep survivors in evidence, gates, preview, engine #10674's two tests.
The lab t27c is built from 6bc4171. Between that commit and master, only seal_write, main.rs, service.rs and test_report.rs changed under bootstrap/, so codegen is unchanged.
The file's md5 is identical on the lab and in the commit (ad33cae5…).
