ci(issue-shape): judge the issue as it is when the run starts, not its event payload (Closes #11007) - #11008

…s event payload (Closes #11007) A run queued 38 min behind the Actions backlog judged #10897's opened body after an edit had fixed it, and closed the issue; the edit's own run read REFUSED=false from its payload and never reopened it. 128 of the 185 issues the gate closed since 2026-10-18 pass the checker today. The workflow now reads body, state and labels with `gh issue view` at run time. The rule stays in specs/policy/issue_shape.t27 and its gen-c output; this file stays plumbing (+3 -4 lines). Closes #11007
The issue-shape gate read
BODY,REFUSEDandSTATEfromgithub.event.issue. With the Actions queue 38-55 min deep, the run of an old event can finish after the run of a newer edit:REFUSED=falsefrom its own payload, so it never reopened the issue.gen/c/policy/issue_shape.ctoday.Change (plumbing only, the rule is untouched): the run reads the issue live (
gh issue view --json body, state, labels) and judges that. Lines: +3 −4 in.github/workflows/needs-boundary.yml.Checked locally: the three new lines were run on three
gh issue view-shaped fixtures, using the checker compiled the way the workflow compiles it:shape-refusedThe YAML parses.
Not checked: a live run of the workflow. It runs on the next issue event after merge.
Follow-up on #11007: reopen the 128 (or close them as completed where a merged PR closed them), and post the list.
