Why specs/fpga/analog_cell_ax7203.t27 was missing from #10752 (ledger: re-derive from master 2520ee1a5985): a tip race, not a reference disagreement.

The lab judged commit 2520ee1 (2323 specs, zig 0.16.0, same as CI). The spec is not in that tree.
Master took the spec in b94c869 (fpga(ax7203): RLC and 5-node ladder through the linear cell -- one board top for both circuits, PASS on the board, negative controls FAIL on their own circuit (Closes #10565) #10578), 37 minutes later, and 1 minute before the PR branch was cut from master's tip.
CI's t27b-native-ratchet judges the PR branch, so it names the spec UNLISTED. The same shape recurs with specs/claw/merge_judge.t27 (claw: merge_judge.t27 -- the 24/7 merger decided in a spec; claw-merge replaces claw-refresh (Closes #10973) #10978).

The steward's rule is right (the row is the next run's), so no behaviour changes. This PR:

records the rule in the header of specs/tri/t27b/ledger_steward.t27;
adds run_2520ee1a5_applies_four_rows_and_refuses_one_timeout, pinning that run's verdict (four rows applied, one timeout refused, APPLY);
refreshes .trinity/seals/t27b_T27bLedgerSteward.json with t27c on the Railway lab (12/12 tests pass, 0 vacuous).

Closing the gap itself is a gate on spec PRs (a row with the spec, or a required t27b-native-ratchet). Gate and workflow files are owner-only, so that is left to the owner; it is in #11017.
