chore: Review sweep doesn't scale: serial per-item REST calls will exceed GitHub's rate limit at fleet scale - #636
Conversation
Implemented batched GraphQL fetching for `run_review_sweep` per the spec.
**Changes:**
- **`src/github/graphql.rs`** (new): `batch_pr_status`/`batch_pr_status_chunked` — one aliased GraphQL query per up-to-40 PRs (`GRAPHQL_PR_BATCH_SIZE`), reusing the exact `client.request("POST", "/graphql", ...)` pattern already established by `pulls::resolved_review_comment_ids`. Fetches merged/mergeable/mergeStateStatus/check-runs/labels for every PR in one round trip; chunks soft-fail independently so one bad chunk doesn't blind the whole sweep.
- **`src/worktree/mod.rs`**: split `pr_ci_status_impl`'s post-fetch decision tree into a shared `decide_from_checks` helper, then added `pr_ci_status_from_batch` as a sibling that runs the *same* decision logic against `BatchPrData` instead of a REST `PullRequest` — the decide-what-it-means logic exists in exactly one place regardless of fetch path. Also split `update_stale_branch`'s GitHub call into a mockable `update_branch_pr`, mirroring the existing `merge_approved_pr` test seam.
- **`src/supervisor.rs`**: `run_review_sweep` now partitions in-review items into `numbered` (have `metadata.pr.number`, batch-eligible) and `unnumbered` (legacy items, predate that field — fall back to the old per-item REST path). Numbered items go through one `batch_pr_status_chunked` call per project per tick instead of 1-2 REST calls each. Extracted the per-item decide-and-mutate match arms into `handle_pr_status` so both paths share identical mutation logic.
**Race/idempotency handling:** Verified rather than newly built — `promote_merged_item`→`item_check_merge` already re-verifies live merge state before promoting (DB-state-drift-safe), and `merge`/`update-branch` are GitHub-side idempotent operations that already fail cleanly on a repeat call. Added explicit tests pinning that invariant (`update_branch_pr_returns_false_and_does_not_panic_when_already_up_to_date`) since it previously existed only for merge. Self-repair dispatch's existing `job_in_flight` + claim-liveness gate is untouched and still the authority for that one non-idempotent mutation; documented why merge/update-branch don't need the same claim check (they're safe via GitHub's own atomicity, claim-liveness only matters for the "start new work" branch).
**Tests:** 9 new `graphql.rs` unit tests (aliasing, enum/case normalization, error handling, chunk-splitting), 5 new `worktree` tests (`pr_ci_status_from_batch` decision-tree parity, `update_branch_pr` idempotency), 1 new `supervisor_tests.rs` regression test exercising the new numbered/batch code path. Full suite: 1653 passed, 1 unrelated pre-existing failure (`mcp_prompts::tests::optimize_review_returns_full_skill_body`, fails identically in isolation, touches none of the files in this change — a skill-body-content assertion unrelated to GitHub/review-sweep code).
**Concern:** the actual end-to-end request-count reduction inside `run_review_sweep` itself isn't verifiable by test — `Client::new()` has no test-injectable base URL, so all existing `run_review_sweep` tests (before and after this change) use a remote-less `throwaway_repo()` and never hit real HTTP. The batching math is proven at the `graphql.rs` unit level instead (1 query per ≤40 PRs, confirmed by test).

📝 WalkthroughWalkthroughThe change adds batched GraphQL retrieval for pull-request status, labels, and checks. The review sweep uses batched data for numbered pull requests, retains REST fallback for unnumbered items, and shares CI classification and status handling. ChangesPull-request status batching
Estimated code review effort: 4 (Complex) | ~45 minutes Merge Risk: 🟠 High · up to The new batched status path can misclassify pull requests when check failures or approval labels fall beyond the fetched limits, potentially allowing an unsafe merge or blocking an eligible one. Merge should wait until pagination is handled or incomplete results are treated conservatively. Sequence Diagram(s)sequenceDiagram

Preserve pagination state before classifying PR status.
pr_subquery requests only the first 20 labels and 100 statusCheckRollup.contexts, while parse_batch_pr discards pagination metadata. A failing CheckRun after context 100 can therefore yield PrCiStatus::Passing; an approval label after label 20 can also be omitted and prevent merge_if_approved. Paginate these connections or return Unknown for incomplete results. Add 101-check and 21-label fixtures.
