Keep the browser cache in a user-owned directory.
When flare_browser::find_backend() misses, cached_backend() reads /tmp/agentflare-browser-bin-path on Unix, parses attacker-controlled JSON, and accepts any bin for which is_file() succeeds, including symlinks. The CLI and MCP callers pass the returned path and path_env to flare_browser::run_blocking, so a local user can pre-create the cache and select code that runs as the victim user.
This trust issue existed before this PR: the previous path-only cache used the same filename and accepted any existing path. This change preserves that issue and also trusts the cached path_env. Store the cache in a per-user directory with restrictive permissions, and reject symlinks and files with unexpected ownership or permissions.

Diff review (`git diff origin/master...HEAD`): `resolve_via_mise_env` correctly replaces `mise where` + guessed `bin/` layout with `mise env --json <spec>`, scanning the returned `PATH` for the binary (needed since the git backend's install dir is flat, no `bin/` subdir). `ensure_agent_browser` now returns `(PathBuf, Option<String>)`, threaded through both call sites (`src/cli/browser.rs`, `src/mcp_server/browser.rs`) into `run_blocking`'s new `path_env: Option<&str>` param, merged via `cmd.env("PATH", path)` without disturbing the rest of the inherited env. Cache file migrated to JSON (`CachedBackend { bin, path_env }`) with graceful fallback on stale/invalid entries. Test coverage matches the new logic (flat-dir lookup, invalid JSON, missing PATH key, cache round-trip).
The prior review round's fmt findings (unwrapped `HashMap` annotation, over-long `assert_eq!`/`fs::write` calls) are fixed in the uncommitted working-tree diff, confirmed by `fmt --check` passing now.
