chore: Completion gate: review/verification evidence is fingerprinted against the process cwd, not the item's worktree - #967
The completion gate fingerprinted review/verification evidence against the process cwd, so a review submitted in the main checkout and an item done issued from the item's task worktree compared two different hashes and the gate refused with a message naming neither tree.
completion_gate_denial now resolves the item's worktree and accepts evidence whose fingerprint matches either the cwd tree or the item's worktree tree.
The refusal text names the directory and tree hash it compared, so "wrong tree" is distinguishable from "stale review".
A genuinely changed tree is still refused.
Test plan
mbx test --bin agentflare hook_completion_gate -> 30 passed.

Summary by CodeRabbit
Bug Fixes
Verification and review evidence is now recognized when it matches either the current checkout or the relevant item’s worktree, reducing unnecessary completion blocks when working across checkouts.
Evidence from unrelated or outdated trees continues to be rejected.
Completion-block messages now show the directories and tree identifiers being compared, or indicate when a tree identifier is unavailable.

Walkthrough
The completion gate now accepts fresh verification and review evidence associated with either the current directory tree or the item’s task-worktree tree. Denials include the compared directories and tree hashes. Tree fingerprinting now supports an explicit directory.

Summary
Explicit-directory tree fingerprints src/optimize/runtime.rs
tree_fingerprint delegates to the new tree_fingerprint_in(cwd) function. A test checks fingerprints from two repositories.
The gate resolves an item task worktree and checks verification and review evidence against either the current directory tree or the item-worktree tree. Denials include the compared paths and hashes. Tests cover matching evidence, stale evidence, and denial details.
Hook integration src/hook.rs
pre_tool_use delegates denial evaluation to completion_gate_denial, passing the session record, time, tool-call details, and resolved task type.

A fingerprint failure can let recent evidence for the wrong tree satisfy item completion. Correct that fallback before merging; non-gated item actions also do avoidable work.

Explanation
The title clearly identifies the completion-gate fingerprint mismatch between the process working directory and the item worktree. It describes the main problem addressed by the pull request, although it does not state that evidence from both trees is now accepted.

Explanation
The description includes a clear summary, test results, affected behavior, and edge-case coverage. It omits the template's exact Notes for reviewers heading and does not explicitly document risk areas or backward compatibility, but it is sufficiently complete.

Review comments at @src/hook_completion_gate.rs:
- Line 510: Update fresh_in_either to compare every available tree fingerprint
before using the timestamp fallback; only call f with no tree when both cwd_tree
and item_tree are unavailable. Add a regression test for cwd_tree=None and
item_tree=Some("B") with recent evidence recorded for tree "A", asserting that
the evidence is stale.
- Around line 551-556: Update completion_gate_denial to check whether an item
action is gated before computing cwd fingerprints or resolving its worktree;
return early for missing, non-string, or non-gated actions. Share the exact
action check with completion_gate_reason through a reusable helper, and preserve
the existing gating behavior for gated actions.

…back
fresh_in_either short-circuited on f(record, now, cwd_tree): when the cwd
could not be fingerprinted that call fell through to the time window and
accepted recent evidence for any tree, so the item worktree's fingerprint was
never compared. Compare every tree that can be fingerprinted and use the
timestamp fallback only when neither the cwd nor the item worktree has one.
completion_gate_denial also paid for cwd fingerprinting, an item DB lookup and
a worktree resolution before discovering the action was not gated. Both it and
completion_gate_reason now go through the shared gated_item_action helper, and
the denial path returns before any of that work.
