Merge the four delta specs into the main specs (CLI discovery rotation with six new 1.14 requirement contracts, the OpenSpecUI 14 agent delivery inventory rename, the status advisory warnings surface, and the generator staleness baseline) and move the change to the archive after the 14.0.0 release and owner walkthrough acceptance. The vite-plus pre-commit hook has no staged config in this checkout (no vite.config.ts); repository format:check was run explicitly and passes (13 files).

Archive target-openspec-cli-114-line
After the 14.0.0 release (npm latest = 14.0.0, GitHub Release published) and the owner walkthrough
acceptance (12/12 cases pass; the Case 7 "no Evidence tab" observation matches the decision-plane
law), this change archives:
openspec-cli-integration: CLI Discovery and Version Enforcement rotates to the v14 window(inherited scenario identity preserved) and six new 1.14 requirement contracts are added
(Version Report, Change List Inventory, Status Advisory Warnings, Apply Task Source Locations,
Spec Requirement Names, Status Action Context Edit Roots).
opsx-config-center: OpenSpecUI 13 → 14 Agent Delivery Inventory (rename + the ten 1.14tools and five-writer shared-root scenarios).
opsx-workflow-ui: pinned fixture matrix rotation + the Status Advisory Warnings Surface.projection-contract-truth: generator staleness baseline 1.14.0.openspec/changes/archive/2026-10-02-target-openspec-cli-114-line/(git rename, history kept).Verification:
