Summary

  • The Claude /v1/messages ingress deleted max_output_tokens for every provider whose adapter is openai-responses (src/server/claude-messages.ts, the strip block after route settlement). A Claude Code turn routed to a self-hosted or third-party Responses gateway therefore lost the caller's max_tokens cap, so its output spend was no longer bounded by the caller.
  • Sibling of fix(responses): strip max_output_tokens only where the backend rejects it #5753, which fixed the same defect in the Responses passthrough: stripUnsupportedForwardParams now drops max_output_tokens only when isCanonicalOpenAiForwardProvider(provider) holds. Because that adapter-side strip already covers the canonical ChatGPT backend (which rejects the field with Unsupported parameter: max_output_tokens), this PR just removes the ingress delete. No new predicate. The decision now happens on the concrete target, as it already does for the Chat ingress since [agent] fix: scope the Responses control strip to the ChatGPT backend and carry Chat reasoning and penalties #4535. That also covers combo and policy children, which are resolved after ingress.
  • Scope: only max_output_tokens. The same block still deletes temperature, top_p, stop and user. The Chat ingress stopped doing that in [agent] fix: scope the Responses control strip to the ChatGPT backend and carry Chat reasoning and penalties #4535 (structure/data-planes/inbound-compat.md), but on the Claude ingress user comes from Claude Code's metadata.user_id, and forwarding it to third-party gateways is a privacy decision, not a spend fix. Those fields are left for a separate change.

Verification

  • Red on upstream/dev before the fix: new test non-canonical openai-responses Claude route keeps the caller's max_tokens cap failed with Expected: 128 / Received: undefined.
  • Green after the fix: bun test tests/claude-integration/claude-messages-endpoint.test.ts passes 55, fails 0. That includes the existing canonical test native openai-responses route carries prompt_cache_key + synthesized session_id header, which still asserts that max_output_tokens is absent on the canonical ChatGPT route (it is now stripped by the adapter).
  • bun run typecheck passes.
  • bun run test:changed (Bun 1.4.3) ran 180 of 2325 files: 4132 pass, 30 skip, 0 fail.
  • bun run structure:check passes.
  • I did not run the full bun run test locally. That is left to CI.

Checklist

  • Scope stays focused and avoids unrelated cleanup.
  • Docs or release notes were updated when needed.
  • Security-sensitive changes were reviewed for secrets, auth, and unsafe defaults.

📝 Walkthrough

The openai-responses adapter retains max_output_tokens for non-canonical gateway routes. An endpoint integration test verifies that a Claude Messages request’s max_tokens value reaches the upstream request as max_output_tokens.

Update the stale comment about max_output_tokens stripping.

Lines 1127-1129 are unchanged. They still say the code strips sampling params, including max_output_tokens, for the native ChatGPT route. They also say "routed providers keep them".

Line 1196 now says the adapter strips max_output_tokens only for the canonical backend. The code at Lines 1198-1201 deletes only temperature, top_p, stop, and user. The old comment is now misleading.

Reword Lines 1127-1129 so they describe only the remaining ingress deletions. Point to stripUnsupportedForwardParams in src/adapters/openai-responses/canonical-forward.ts for the max_output_tokens rule.

Re CodeRabbit outside-diff note (claude-messages.ts:1127-1129, stale max_output_tokens comment): valid, comment-only. Fixed in fdf205c — the comment now lists only the ingress deletions (temperature/top_p/stop/user, applied on every openai-responses route) and points to stripUnsupportedForwardParams in canonical-forward.ts for the canonical-only max_output_tokens rule. No behaviour change, so no new test; claude-messages-endpoint.test.ts (55 pass), typecheck and test:changed (4132 pass, 0 fail) are green.

The /v1/messages ingress deleted max_output_tokens for every provider on
the openai-responses adapter, so a Claude Code turn routed to a self-hosted
or third-party Responses gateway lost the caller's max_tokens cap and its
output spend was no longer bounded. The adapter already strips the field
only for the canonical ChatGPT backend that rejects it (lidge-jun#5753), so the
ingress delete is dropped and the decision stays with the concrete target.

The #7178 case pushes claude-messages-endpoint.test.ts across the 2000-line new-file threshold. Move the case byte-for-byte to a sibling with the same isolated-home setup and register it in both layout maps. Do not raise any baseline cap.
