Cache the verdict only after the bundle check gives a trustworthy answer.

isFlutterAppBundle returns false when runSimctl("get_app_container", ...) fails. It also returns false when the path is empty. foregroundFlutterCandidate stores that result under the current PID with rememberFlutterCandidate.

A transient simctl failure, such as one that occurs while the app is starting, then becomes a permanent false verdict for that process. A Flutter app stays on the accessibility fallback until it relaunches.

Make isFlutterAppBundle return a third state (an error). Skip rememberFlutterCandidate when the check fails. Treat the failed check as "not a candidate" for that call only.

Proposed direction
-	isCandidate := s.isFlutterAppBundle(activeApp.BundleID)
-	rememberFlutterCandidate(s.UDID, activeApp.ProcessID, isCandidate)
-
-	return activeApp.BundleID, isCandidate
+	isCandidate, err := s.checkFlutterAppBundle(activeApp.BundleID)
+	if err != nil {
+ utils.Verbose("flutter: bundle check failed, not caching: %v", err)
+		return activeApp.BundleID, false
+	}
+	rememberFlutterCandidate(s.UDID, activeApp.ProcessID, isCandidate)
+	return activeApp.BundleID, isCandidate

checkFlutterAppBundle must return an error for runSimctl failures and for an empty path. It must return (false, nil) only when the framework directory is confirmed absent.

Review comment at @devices/simulator_flutter.go around lines 102 - 117:
Update isFlutterAppBundle to distinguish a confirmed non-Flutter app from a
failed bundle check, returning an error for simctl failures or an empty path. In
foregroundFlutterCandidate, treat check errors as false for the current call and
skip rememberFlutterCandidate; cache the verdict only when the check succeeds.
